S. 3110 (ORDER NO. 543)
1.--Ordered, That on Thursday, November 17, 2016, following Leader
remarks, the Senate resume consideration of the motion to proceed to S.
3110, a bill to provide for reforms of the administration of the outer
Continental Shelf of the United States, to provide for the development
of geothermal, solar, and wind energy on public land, and for other
purposes; provided, that notwithstanding the provisions of Rule XXII,
the cloture vote with respect to the motion to proceed to S. 3110 occur
at 12:00 noon; provided further, that with respect to the motion to
invoke cloture on the motion to proceed to S. 3110, the mandatory quorum
call under Rule XXII be waived. (Nov. 15, 16, 2016.)

2.--Ordered, That with respect to the motion to invoke cloture on
Amdt. No. 4787, offered by the Senator from Kentucky (Mr. McConnell) for
the Senator from Arizona (Mr. McCain), to H.R. 2578, an Act making
appropriations for the Departments of Commerce and Justice, Science, and
Related Agencies for the fiscal year ending September 30, 2016, and for
other purposes, the mandatory quorum under Rule XXII be waived; provided
further, that the filing deadline under Rule XXII be at 2:30 p.m. on

the motion to proceed to S. 1881, a bill to prohibit Federal funding of
