UNANIMOUS CONSENT AGREEMENTS
H.R. 5325 (ORDER NO. 516)
1.--Ordered, That on Wednesday, September 28, 2016, following Leader
remarks, the Senate resume consideration of H.R. 5325, an Act making
appropriations for the Legislative Branch for the fiscal year ending
September 30, 2017, and for other purposes, until 10:00 a.m.
Ordered further, That, notwithstanding Rule XXII, the motion to
invoke cloture on Amdt. No. 5082, offered by the Senator from Kentucky
(Mr. McConnell), to H.R. 5325 and the motion to invoke cloture on H.R.
5325 ripen at 2:15 p.m. on Tuesday, September 27; provided, that, for
the purposes of Rule XXII, the filing deadline for first-degree
amendments to Amdt. No. 5082 be 4:00 p.m., Monday, September 26, 2016,
and that the filing deadline for second-degree amendments be 12:00 p.m.,
Tuesday, September 27, 2016; provided further, that, notwithstanding
Rule XXII, if cloture is invoked on Amdt. No. 5082, cloture be
considered to have been invoked at 6:00 p.m. on Monday, September 26;
further, that with respect to the motion to invoke cloture on Amdt. No.
5082 and with respect to the motion to invoke cloture on H.R. 5325, the
mandatory quorum calls under Rule XXII be waived. (Sept. 22, 26, 27,
2016.)
VETO MESSAGE ON S. 2040
2.--Ordered, That, at 10:00 a.m. on Wednesday, September 28, 2016,
notwithstanding Rule XXII, the Senate proceed to the veto message to
accompany S. 2040, the Justice Against Sponsors of Terrorism Act;
provided, that there be 2 hours of debate, equally divided between the
Leaders or their designees; provided further, that, upon the use of
yielding back of that time, the Senate vote on passage of the bill, the
objections of the President to the contrary notwithstanding, without
intervening action or debate.
Ordered further, That the veto message be considered as having been
read, that it be printed in the Record, spread in full upon the Journal,
and held at the desk. (Sept. 26, 27, 2016.)
H.R. 2578 (ORDER NO. 120)
3.--Ordered, That with respect to the motion to invoke cloture on
Amdt. No. 4787, offered by the Senator from Kentucky (Mr. McConnell) for
the Senator from Arizona (Mr. McCain), to H.R. 2578, an Act making
appropriations for the Departments of Commerce and Justice, Science, and
Related Agencies for the fiscal year ending September 30, 2016, and for
other purposes, the mandatory quorum under Rule XXII be waived; provided
further, that the filing deadline under Rule XXII be at 2:30 p.m. on
Tuesday. (June 20, 2016.)

4.--Ordered, That with respect to the cloture motion on the motion
to proceed to H.R. 2685, an act making appropriations for the Department
of Defense for the fiscal year ending September 30, 2016, and for other

5.--Ordered, That with respect to the motion to invoke cloture on
the motion to proceed to S. 1881, a bill to prohibit Federal funding of
Planned Parenthood Federation of America, the mandatory quorum under
Rule XXII be waived. (Aug. 3, 2015.)

6.--Ordered, That with respect to the motion to invoke cloture on
the motion to proceed to S. 1357, a bill to extend authority relating to
roving surveillance, access to business records, and individual
terrorists as agents of foreign powers under the Foreign Intelligence
Surveillance Act of 1978 until July 31, 2015, and for other purposes,
the mandatory quorum under Rule XXII be waived. (May 23, 2015.)

7.--Ordered, That with respect to the motion to invoke cloture on
the motion to proceed to S. 534, a bill to prohibit funds from being
used to carry out certain Executive actions related to immigration, and
for other purposes, the mandatory quorum required under Rule XXII be
