conclusion of Leader remarks, the Senate resume consideration of the
motion to proceed to S. 2848, a bill to provide for the conservation and
development of water and related resources, to authorize the Secretary
of the Army to construct various projects for improvements to rivers and
harbors of the United States, and for other purposes. (Sept. 6, 2016.)

2.--Ordered, That with respect to the motion to invoke cloture on
Amdt. No. 4787, offered by the Senator from Kentucky (Mr. McConnell) for
the Senator from Arizona (Mr. McCain), to H.R. 2578, an Act making
appropriations for the Departments of Commerce and Justice, Science, and
Related Agencies for the fiscal year ending September 30, 2016, and for
other purposes, the mandatory quorum under Rule XXII be waived; provided
