the Senate resume consideration of H.R. 2578, an Act making 
appropriations for the Departments of Commerce and Justice, Science, and 
Related Agencies for the fiscal year ending September 30, 2016, and for 
other purposes; provided, that, notwithstanding Rule XXII, the pending 
motions to invoke cloture ripen at 5:30 p.m.; provided further, that 
with respect to the motion to invoke cloture on Admt. No. 4751, offered 
by the Senator from Kentucky (Mr. McConnell) for the Senator from Iowa 
(Mr. Grassley), to the motion to commit with instructions, the motion to 
invoke cloture on the motion to commit to the Committee on the Judiciary 
with instructions to report back forthwith with Amdt. No. 4750, offered 
by Mr. McConnell for the Senator from Connecticut (Mr. Murphy), the 
motion to invoke cloture on Amdt. No. 4749, offered by Mr. McConnell for 
the Senator from Texas (Mr. Cornyn), and the motion to invoke cloture on 
Amdt. No. 4720, offered by Mr. McConnell for the Senator from California 
(Mrs. Feinstein), the mandatory quorums under Rule XXII be waived. (June

                    HOUSE MESSAGE TO ACCOMPANY S. 764

    2.--Ordered, That with respect to the motion to invoke cloture on 
the motion to concur in the House amendment to S. 764, a bill to 
reauthorize and amend the National Sea Grant College Program Act, and 
for other purposes, with Amdt. No. 3450, offered by the Senator from 
Kentucky (Mr. McConnell), the mandatory quorum required under Rule XXII 
be waived. (Mar. 14, 2016.)

    3.--Ordered, That with respect to the cloture motion on the motion 
to proceed to H.R. 2685, an act making appropriations for the Department 
of Defense for the fiscal year ending September 30, 2016, and for other

the motion to proceed to S. 1881, a bill to prohibit Federal funding of 
Planned Parenthood Federation of America, the mandatory quorum under

terrorists as agents of foreign powers under the Foreign Intelligence 
Surveillance Act of 1978 until July 31, 2015, and for other purposes,
