UNANIMOUS CONSENT AGREEMENTS
H.R. 2577 (ORDER NO. 138)
1.--Ordered, That following Leader Remarks on Thursday, May 19,
2016, the Senate resume consideration of H.R. 2577, an Act making
appropriations for the Departments of Transportation, and Housing and
Urban Development, and related agencies for the fiscal year ending
September 30, 2016, and for other purposes; provided, that the time
until 11:15 a.m. be equally divided between the Managers or their
designees; provided further, that, notwithstanding Rule XXII, at 11:15
a.m., all post-cloture time be considered expired on Amdt. No. 3900,
offered by the Senator from Kentucky (Mr. McConnell); further, that all
time during the adjournment and Morning Business count post-cloture on
Amdt. No. 3900.
Ordered further, That if cloture is invoked on Amdt. No. 3896,
offered by the Senator from Maine (Ms. Collins), Amdt. No. 3898 and
Amdt. No. 3899, both offered by the Senator from Kentucky (Mr.
McConnell), be withdrawn; provided, that it be in order for the Senator
from Maine, or her designee, to call up Amdt. No. 3970 and that there be
no second degree amendments in order to Amdt. No. 3970 or Amdt. No.
3897, offered by the Senator from Kentucky (Mr. McConnell).
Ordered further, That Amdt. No. 3896 be considered a committee-
reported substitute from the Senate Committee on the Appropriations for
the purposes of Rule XVI; provided, that H.R. 2577 serve as the basis
for defense of germaneness under Rule XVI for the division of Amdt. No.
3896 that contains S. 2844; provided further, that H.R. 4974, as
reported by the House Committee on Appropriations, serve as the basis
for defense of germaneness under Rule XVI for the division of Amdt. No.
3896 that contains S. 2806; further, that floor amendments be drafted to
one of the two divisions and its corresponding House text be used for
defense of germaneness and that Rule XVI discipline apply during
consideration of this measure.
Ordered further, That with respect to the motions to invoke cloture
on Amdt. No. 3896 and H.R. 2577, the mandatory quorums under Rule XXII
be waived. (May 12, 17, 18, 2016).
HOUSE MESSAGE TO ACCOMPANY S. 764
2.--Ordered, That with respect to the motion to invoke cloture on
the motion to concur in the House amendment to S. 764, a bill to
reauthorize and amend the National Sea Grant College Program Act, and
for other purposes, with Amdt. No. 3450, offered by the Senator from
Kentucky (Mr. McConnell), the mandatory quorum required under Rule XXII
be waived. (Mar. 14, 2016.)
H.R. 2685 (ORDER NO. 118)
3.--Ordered, That with respect to the cloture motion on the motion
to proceed to H.R. 2685, an act making appropriations for the Department
of Defense for the fiscal year ending September 30, 2016, and for other
purposes, the mandatory quorum under Rule XXII be waived. (Nov. 3,
2015.)
S. 1881 (ORDER NO. 169)
4.--Ordered, That with respect to the motion to invoke cloture on
the motion to proceed to S. 1881, a bill to prohibit Federal funding of
Planned Parenthood Federation of America, the mandatory quorum under
Rule XXII be waived. (Aug. 3, 2015.)
S. 1357 (ORDER NO. 86)
5.--Ordered, That with respect to the motion to invoke cloture on
the motion to proceed to S. 1357, a bill to extend authority relating to
roving surveillance, access to business records, and individual
terrorists as agents of foreign powers under the Foreign Intelligence
Surveillance Act of 1978 until July 31, 2015, and for other purposes,
the mandatory quorum under Rule XXII be waived. (May 23, 2015.)
S. 534 (ORDER NO. 22)
6.--Ordered, That with respect to the motion to invoke cloture on
the motion to proceed to S. 534, a bill to prohibit funds from being
used to carry out certain Executive actions related to immigration, and
for other purposes, the mandatory quorum required under Rule XXII be
