                      UNANIMOUS CONSENT AGREEMENTS

                        H.R. 2028 (ORDER NO. 96)

    1.--Ordered, That following Leader Remarks on Wednesday, May 11, 
2016, the Senate resume consideration of H.R. 2028, an Act making 
appropriations for energy and water development and related agencies for 
the fiscal year ending September 30, 2016, and for other purposes; 
provided, that, notwithstanding Rule XXII, if cloture is not invoked on 
Amdt. No. 3878, offered by the Senator from Kentucky (Mr. McConnell), 
there be an hour of debate equally divided in the usual form, and that 
following the use or yielding back of time, the Senator from Arkansas 
(Mr. Cotton) or his designee be recognized to withdraw Amdt. No. 3878 
without any intervening action or debate.
    Ordered further, That Amdt. No. 3801, offered by the Senator from 
Tennessee (Mr. Alexander), as amended, be considered a committee-
reported substitute; provided, that with respect to the motions to 
invoke cloture on Amdt. No. 3878, Amdt. No. 3801, as amended, and H.R. 
2028, the mandatory quorums required under Rule XXII be waived; provided 
further, that the cloture vote on H.R. 2028 occur following the 
disposition of Amdt. No. 3801, as amended.
    Ordered further, That with respect to Amdt. No. 3801, as amended, 
for the purposes of Rule XXII, the filing deadline for all first degree 
amendments be 2:30 p.m. on Tuesday, May 10, and the second degree filing 
deadline occur as under Rule XXII; provided, that with respect to H.R. 
2028, the filing deadline for all first degree amendments be 2:30 p.m. 
on Tuesday, April 26, and the filing deadline for all second degree 
amendments occur as under Rule XXII. (Apr. 20, 25, 26, 27, May 9, 10,

                    HOUSE MESSAGE TO ACCOMPANY S. 764

    2.--Ordered, That with respect to the motion to invoke cloture on 
the motion to concur in the House amendment to S. 764, a bill to 
reauthorize and amend the National Sea Grant College Program Act, and 
for other purposes, with Amdt. No. 3450, offered by the Senator from 
Kentucky (Mr. McConnell), the mandatory quorum required under Rule XXII 
be waived. (Mar. 14, 2016.)

                        H.R. 2685 (ORDER NO. 118)

    3.--Ordered, That with respect to the cloture motion on the motion 
to proceed to H.R. 2685, an act making appropriations for the Department 
of Defense for the fiscal year ending September 30, 2016, and for other 
purposes, the mandatory quorum under Rule XXII be waived. (Nov. 3, 
2015.)

                         S. 1881 (ORDER NO. 169)

    4.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to S. 1881, a bill to prohibit Federal funding of 
Planned Parenthood Federation of America, the mandatory quorum under 
Rule XXII be waived. (Aug. 3, 2015.)

                         S. 1357 (ORDER NO. 86)

    5.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to S. 1357, a bill to extend authority relating to 
roving surveillance, access to business records, and individual 
terrorists as agents of foreign powers under the Foreign Intelligence 
Surveillance Act of 1978 until July 31, 2015, and for other purposes, 
the mandatory quorum under Rule XXII be waived. (May 23, 2015.)

                          S. 534 (ORDER NO. 22)

    6.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to S. 534, a bill to prohibit funds from being 
used to carry out certain Executive actions related to immigration, and 
for other purposes, the mandatory quorum required under Rule XXII be
