1.--Ordered, That following Leader Remarks on Tuesday, April 26,
2016, the Senate resume consideration of H.R. 2028, an Act making
appropriations for energy and water development and related agencies for
the fiscal year ending September 30, 2016, and for other purposes;
provided, that the time until 11:00 a.m. be equally divided between the
two managers or their designees; provided further, that Amdt. No. 3801,
offered by the Senator from Tennessee (Mr. Alexander), as amended, be
considered a committee-reported substitute; further, that with respect
to the motions to invoke cloture on Amdt. No. 3801, as amended, and H.R.
2028, the mandatory quorums required under Rule XXII be waived; provided
further, that with respect to both Amdt. No. 3801, as amended, and H.R.
2028, the filing deadline for all first degree amendments be at 2:30
p.m. on Tuesday, April 26, 2016, and the filing deadline for all second
degree amendments be at 10:30 a.m. on Wednesday, April 27, 2016. (Apr.

2.--Ordered, That with respect to the motion to invoke cloture on
the motion to proceed to H.R. 2577, an Act making appropriations for the
Departments of Transportation, and Housing and Urban Development, and

other purposes, the mandatory quorum call under Rule XXII be waived.
