    1.--Ordered, That following Leader Remarks on Monday, November 9, 
2015, the Senate resume consideration of H.R. 2029, an act making 
appropriations for military construction, the Department of Veterans 
Affairs, and related agencies for the fiscal year ending September 30, 
2016, and for other purposes; provided, that the time until 5:30 p.m. be 
equally divided in the usual form. (Nov. 5, 2015.)

                   HOUSE MESSAGE TO ACCOMPANY S. 1356

    2.--Ordered, That following Leader Remarks on Tuesday, November 10, 
2015, the Chair lay before the Senate the Message to Accompany S. 1356, 
a bill to clarify that certain provisions of the Border Patrol Agent Pay 
Reform Act of 2014 will not take effect until after the Director of the 
Office of Personnel Management promulgates and makes effective 
regulations relating to such provisions; provided, that the Senator from 
Arizona (Mr. McCain), or his designee, be recognized to offer a motion 
to concur in the House amendment to S. 1356; provided further, that 
there be 20 minutes equally divided prior to a vote on the motion to 
concur without any intervening action or debate. (Nov. 5, 2015.)

                             H. CON. RES. 90

    3.--Ordered, That if the Senate agrees to the motion to concur in 
the House amendment to S. 1356, the Senate proceed to the immediate 
consideration of H. Con. Res. 90, directing the Secretary of the Senate 
to make a technical correction in the enrollment of S. 1356, the 
resolution be agreed to, and the motion to reconsider be considered made 
and laid upon the table without any intervening action or debate. (Nov. 
5, 2015.)

    4.--Ordered, That with respect to the cloture motion on the motion 
to proceed to H.R. 2685, and act making appropriations for the 
Department of Defense for the fiscal year ending September 30, 2016, and 
for other purposes, the mandatory quorum under Rule XXII be waived.

    5.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to S. 1881, a bill to prohibit Federal funding of 
Planned Parenthood Federation of America, the mandatory quorum under

    6.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to S. 1357, a bill to extend authority relating to 
roving surveillance, access to business records, and individual 
terrorists as agents of foreign powers under the Foreign Intelligence 
Surveillance Act of 1978 until July 31, 2015, and for other purposes, 
the mandatory quorum under Rule XXII be waived. (May 23, 2015.)

    7.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to S. 534, a bill to prohibit funds from being 
used to carry out certain Executive actions related to immigration, and
