    A joint resolution amending the Internal Revenue Code of 1986 to 
exempt employees with health coverage under TRICARE or the Veterans 
Administration from being taken into account for purposes of determining 
the employers to which the employer mandate applies under the Patient 
Protection and Affordable Care Act. (Sept. 8, 2015.)

                      UNANIMOUS CONSENT AGREEMENTS

    1.--Ordered, That notwithstanding Rule XXII, at 11:00 a.m. on 
Tuesday, October 27, 2015, with respect to S. 754, a bill to improve 
cybersecurity in the United States through enhanced sharing of 
information about cybersecurity threats, and for other purposes, all 
post-cloture time be considered expired on Amdt. No. 2716 and the Senate 
vote in relation to the following amendments in the order listed:
        --Wyden Amdt. No. 2621 as modified;
        --Heller Amdt. No. 2548 as modified;
        --Leahy Amdt. No. 2587 as modified;
        --Flake Amdt. No. 2582; and
        --Franken Amdt. No. 2612 as further modified.
    Ordered further, That the time from 2:15 p.m. until 4:00 p.m. be 
equally divided in the usual form; provided, that at 4:00 p.m., the 
Senate vote in relation to the following amendments in the order listed:
        --Coons Amdt. No. 2552 as modified;
        --Cotton Amdt. No. 2581 as modified; and
        --Burr/Feinstein substitute Amdt. 2716 as amended, if amended.
    Ordered further, That if cloture is invoked on S. 754, all post-
cloture time be yeilded back, the bill, as amended, if amended, be read 
a third time, and the Senate vote on passage of S. 754, as amended, if 
amended, without any intervening action or debate.
    Ordered further, That the filing deadline for all amendments in the 
second degree to both Amdt. No. 2716 and S. 754 be 10:30 a.m. on

    2.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to H.R. 2029, an act making appropriations for 
military construction, the Department of Veterans Affairs, and related 
agencies for the fiscal year ending September 30, 2016, and for other 
purposes, the mandatory quorum under Rule XXII be waived. (Sept. 30, 
2015.)

                         S. 1881 (ORDER NO. 169)

    3.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to S. 1881, a bill to prohibit Federal funding of 
Planned Parenthood Federation of America, the mandatory quorum under 
Rule XXII be waived. (Aug. 3, 2015.)

                         S. 1357 (ORDER NO. 86)

    4.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to S. 1357, a bill to extend authority relating to 
roving surveillance, access to business records, and individual 
terrorists as agents of foreign powers under the Foreign Intelligence 
Surveillance Act of 1978 until July 31, 2015, and for other purposes, 
the mandatory quorum under Rule XXII be waived. (May 23, 2015.)

                          S. 534 (ORDER NO. 22)

    5.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to S. 534, a bill to prohibit funds from being 
used to carry out certain Executive actions related to immigration, and 
for other purposes, the mandatory quorum required under Rule XXII be
