                       UNANIMOUS CONSENT AGREEMENT

                          VETO MESSAGE ON S. 1

    1.--Ordered, That at a time to be determined by the Majority Leader 
in consultation with the Democratic Leader, but no later than March 3, 
2015, the Senate proceed to the consideration of the veto message on S. 
1, a bill to approve the Keystone XL Pipeline.
    Ordered further, That the veto message be considered as read and 
that it be printed in the Record and spread in full upon the Journal; 
provided, that the message be held at the desk. (Feb. 24, 2015.)

                         H.R. 240 (ORDER NO. 5)

    2.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to H.R. 240, an act making appropriations for the 
Department of Homeland Security for the fiscal year ending September 30, 
2015, and for other purposes, the mandatory quorum required under Rule 
XXII be waived. (Feb. 12, 2015.)
