resume consideration of the motion to proceed to H.R. 240, an act making 
appropriations for the Department of Homeland Security for the fiscal 
year ending September 30, 2015, and for other purposes; provided, that 
at 5:30 p.m., the Senate vote on the motion to invoke cloture on the 
motion to proceed to H.R. 240; provided further, that with respect to 
the motion to invoke cloture on the motion to proceed, the mandatory 
quorum required under Rule XXII be waived. (Feb. 12, 2015.)
