                      UNANIMOUS CONSENT AGREEMENTS

                         S. 2569 (ORDER NO. 453)

    1.--Ordered, That following any Leader remarks on Thursday, July 24, 
2014, the Senate resume consideration of the motion to proceed to S. 
2569, a bill to provide an incentive for businesses to bring jobs back 
to America; provided, that at 1:45 p.m., all post-cloture time be 
considered expired and the Senate vote on adoption of the motion to 
proceed; provided further, that all time consumed while in Executive 
Session on Wednesday, July 23, 2014 count post-cloture. (July 22, 23,

                        H.R. 5021 (ORDER NO. 468)

    2.--Ordered, That at a time to be determined by the Majority Leader, 
with the concurrence of the Republican Leader, the Senate proceed to the 
consideration of H.R. 5021, an Act to provide an extension of Federal-
aid highway, highway safety, motor carrier safety, transit, and other 
programs funded out of the Highway Trust Fund, and for other purposes; 
provided, that the only amendments in order to the bill be the 
following:
        Wyden Amdt. No. 3582;
        Carper-Corker-Boxer Amdt. No. 3583;
        Lee Amdt. No. 3584; and
        Toomey Amdt. No. 3585; provided further, that there be one hour 
of debate, equally divided between the proponents and opponents on each 
amendment and up to two hours of general debate on the bill, equally 
divided between the two Leaders, or their designees.
    Ordered further, That upon the use or yielding back of time, the 
Senate vote in relation to the amendments in the order listed; provided, 
that no second degree amendments be in order to any of the amendments 
prior to the votes; provided, that no motions to commit the bill be in 
order; provided further, that upon disposition of the Toomey amendment, 
the bill, as amended, if amended, be read a third time and the Senate 
vote on passage of the bill, as amended, if amended; further, that the 
vote on each amendment and the vote on passage of the bill be subject to 
a 60 affirmative vote threshold; provided further, that the Secretary be 
authorized to make technical changes to amendments if necessary to allow 
for proper page and line number alignment.
    Ordered further, That if the Senate passes H.R. 5021, the Senate 
proceed to the consideration of H. Con. Res. 108, providing for the 
correction of the enrollment of H.R. 5021; provided, that the concurrent 
resolution be agreed to and the motion to reconsider be laid upon the

    3.--Ordered, That if the Senate passes H.R. 5021, the Senate proceed 
to the consideration of H. Con. Res. 108, providing for the correction 
of the enrollment of H.R. 5021; provided, that the concurrent resolution 
be agreed to and the motion to reconsider be laid upon the table with no

    4.--Ordered, That with respect to the cloture motion filed on the 
motion to proceed to S. 2578, a bill to ensure that employers cannot 
interfere in their employees' birth control and health care decisions,

    5.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to S. 2432, a bill to amend the Higher Education 
Act of 1965 to provide for the refinancing of certain Federal student

    6.--Ordered, That the mandatory quorum required under Rule XXII for 
the motion to invoke cloture on Amdt. No. 3060, offered by the Senator 
from Nevada (Mr. Reid), to H.R. 3474, an Act to amend the Internal 
Revenue Code of 1986 to allow employers to exempt employees with health 
coverage under TRICARE or the Veterans Administration from being taken 
into account for purposes of the employer mandate under the Patient 
Protection and Affordable Care Act, be waived; provided, that the filing 
deadline for first degree amendments be 1:00 p.m. on Thursday, May 15, 
2014, and the filing deadline for second degree amendments be 3:00 p.m. 
on Thursday, May 15, 2014. (May 14, 2014.)

    7.--Ordered, That with respect to the motion to invoke cloture on S. 
2262, a bill to promote energy savings in residential buildings and 
industry, and for other purposes, the mandatory quorum required under 
Rule XXII be waived; provided, that the filing deadline for all second 
degree amendments be 4:30 p.m. on Monday, May 12. (May 7, 8, 2014.)

                         S. 2223 (ORDER NO. 354)

    8.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to S. 2223, a bill to provide for an increase in 
the Federal minimum wage and to amend the Internal Revenue Code of 1986 
to extend expensing limitations and the treatment of certain real 
property as section 179 property, the mandatory quorum required under

    9.--Ordered, That with respect to the motion to invoke cloture on 
the motion to proceed to S. 2199, a bill to amend the Fair Labor 
Standards Act of 1938 to provide more effective remedies to victims of 
discrimination in the payment of wages on the basis of sex, and for 
other purposes, the mandatory quorum required under Rule XXII be waived.

    10.--Ordered, That with respect to the cloture motions filed on 
February 4, 2014, the filing deadline for first degree amendments to S. 
1845, a bill to provide for the extension of certain unemployment 
benefits, and for other purposes, be 9:45 a.m. on Thursday, February 6, 
2014, and the filing deadline for second degree amendments to Amdt. No. 
2714 and S. 1845 be 10:45 a.m. on Thursday, February 6, 2014; provided, 
that with respect to those cloture motions, the mandatory quorums 
required under Rule XXII be waived, and that Wednesday, February 5, 
2014, count as an intervening day for the purposes of Rule XXII.
    Ordered further, That with respect to the cloture motion filed on 
January 9, 2014, the filing deadline for first degree amendments to S. 
1845 be 3:00 p.m. on Monday, January 13, 2014, and the filing deadline

    11.--Ordered, That with respect to the cloture motion on S. 1197, an 
original bill to authorize appropriations for fiscal year 2014 for

construction, and for defense activities of the Department of Energy, to 
prescribe military personnel strengths for such fiscal year, and for 
other purposes, the mandatory quorum required under Rule XXII be waived.
    Ordered further, That the filing deadline for first degree 
amendments be 1:00 p.m. and that the filing deadline for second degree

    12.--Ordered, That with respect to the conference on S. Con. Res. 8 
an original concurrent resolution setting forth the congressional budget 
for the United States Government for fiscal year 2014, revising the 
appropriate budgetary levels for fiscal year 2013, and setting forth the 
appropriate budgetary levels for fiscal years 2015 through 2023, the con

ferees on the part of the Senate are instructed to report back a 
conference report by December 13, 2013.
    Ordered further, That it not be in order for the Senate to consider 
a conference report with respect to H. Con. Res. 25 or S. Con. Res. 8 if

    13.--Ordered, That with respect to the cloture motion filed on the 
motion to proceed to S. 1569, a bill to ensure the complete and timely 
payment of the obligations of the United States Government until
