S. 2578 (ORDER NO. 459)
1.--Ordered, That on Wednesday, July 16, 2014, upon disposition of
the White nomination, the Senate resume consideration of the motion to
proceed to S. 2578, a bill to ensure that employers cannot interfere in
their employees' birth control and other health care decisions;
provided, that the time until 2:00 p.m. be equally divided and
controlled between the two Leaders or their designees; provided further,
that the time from 2:00 p.m. until 2:10 p.m. be equally divided between
the two Leaders or their designees; further, that with respect to the
cloture motion filed on the motion to proceed to S. 2578, the mandatory
quorum required under Rule XXII be waived. (July 14, 15, 2014.)
S. 2244 (ORDER NO. 438)
2.--Ordered, That at a time to be determined by the Majority Leader,
after consultation with the Republican Leader, the Senate proceed to the
consideration of S. 2244, a bill to extend the termination date of the
Terrorism Insurance Program established under the Terrorism Risk
Insurance Act of 2002, and for other purposes; provided, that the
committee-reported amendments be agreed to and that the bill, as
amended, be considered original text for the purpose of further
amendment and that the only amendments in order to the bill, as amended,
be the following:
Coburn Amdt. No. 3549;
Vitter Amdt. No. 3550;
Flake Amdt. No. 3551; and
Tester Amdt. No. 3552; provided further, that there be one hour
of debate, equally divided between proponents and opponents, on each
amendment and that there be one hour of general debate on the bill,
equally divided between the two Leaders or their designees.
Ordered further, That upon the use or yielding back of time, the
Senate vote in relation to the amendments in the order listed; provided,
that there be no second degree amendments in order to any of the
amendments prior to the votes and that upon disposition of the Tester
amendment, the bill, as amended, be read a third time and the Senate

3.--Ordered, That with respect to the motion to invoke cloture on
the motion to proceed to S. 2432, a bill to amend the Higher Education
Act of 1965 to provide for the refinancing of certain Federal student
loans, and for other purposes, the mandatory quorum required under Rule
XXII be waived. (June 9, 2014.)

4.--Ordered, That the mandatory quorum required under Rule XXII for
the motion to invoke cloture on Amdt. No. 3060, offered by the Senator
from Nevada (Mr. Reid), to H.R. 3474, an Act to amend the Internal
Revenue Code of 1986 to allow employers to exempt employees with health
coverage under TRICARE or the Veterans Administration from being taken
into account for purposes of the employer mandate under the Patient
Protection and Affordable Care Act, be waived; provided, that the filing
deadline for first degree amendments be 1:00 p.m. on Thursday, May 15,
2014, and the filing deadline for second degree amendments be 3:00 p.m.

the motion to proceed to S. 2199, a bill to amend the Fair Labor
Standards Act of 1938 to provide more effective remedies to victims of
discrimination in the payment of wages on the basis of sex, and for
other purposes, the mandatory quorum required under Rule XXII be waived.

8.--Ordered, That with respect to the cloture motions filed on
February 4, 2014, the filing deadline for first degree amendments to S.
1845, a bill to provide for the extension of certain unemployment
benefits, and for other purposes, be 9:45 a.m. on Thursday, February 6,
2014, and the filing deadline for second degree amendments to Amdt. No.
2714 and S. 1845 be 10:45 a.m. on Thursday, February 6, 2014; provided,
that with respect to those cloture motions, the mandatory quorums
required under Rule XXII be waived, and that Wednesday, February 5,
2014, count as an intervening day for the purposes of Rule XXII.

January 9, 2014, the filing deadline for first degree amendments to S.

original bill to authorize appropriations for fiscal year 2014 for
military activities of the Department of Defense, for military

prescribe military personnel strengths for such fiscal year, and for
other purposes, the mandatory quorum required under Rule XXII be waived.

an original concurrent resolution setting forth the congressional budget
for the United States Government for fiscal year 2014, revising the
appropriate budgetary levels for fiscal year 2013, and setting forth the
appropriate budgetary levels for fiscal years 2015 through 2023, the
conferees on the part of the Senate are instructed to report back a
conference report by December 13, 2013.
Ordered further, That it not be in order for the Senate to consider
a conference report with respect to H. Con. Res. 25 or S. Con. Res. 8 if
it includes reconciliation instructions to raise the debt limit. (Oct.
