                        H.R. 3204 (ORDER NO. 236)

    1.--Ordered, That on Monday, November 18, 2013, if cloture is not 
invoked on the Wilkins nomination, the Senate resume Legislative Session 
and immediately vote on the motion to invoke cloture on H.R. 3204, an 
Act to amend the Federal Food, Drug, and Cosmetic Act with respect to 
human drug compounding and drug supply chain security, and for other 
purposes; provided, that if cloture is invoked on the bill, all post-
cloture time be yielded back, the pending amendments be withdrawn and 
the Senate vote on passage of H.R. 3204.
    Ordered, That with respect to the cloture motion on H.R. 3204, the 
mandatory quorum required under Rule XXII be waived. (Nov. 14, 2013.)

                         S. 1197 (ORDER NO. 91)

    2.--Ordered, That upon disposition of H.R. 3204 on Monday, November 
18, 2013, the Senate vote on the motion to invoke cloture on the motion 
to proceed to S. 1197, an original bill to authorize appropriations for 
fiscal year 2014 for military activities of the Department of Defense, 
for military construction, and for defense activities of the Department 
of Energy, to prescribe military personnel strengths for such fiscal 
year, and for other purposes; provided, that the mandatory quorum 
required under Rule XXII be waived. (Nov. 14, 2013.)

                             S. CON. RES. 8

    3.--Ordered, That with respect to the conference on S. Con. Res. 8 
an original concurrent resolution setting forth the congressional budget 
for the United States Government for fiscal year 2014, revising the 
appropriate budgetary levels for fiscal year 2013, and setting forth the 
appropriate budgetary levels for fiscal years 2015 through 2023, the 
conferees on the part of the Senate are instructed to report back a 
conference report by December 13, 2013.
    Ordered further, That it not be in order for the Senate to consider 
a conference report with respect to H. Con. Res. 25 or S. Con. Res. 8 if 
it includes reconciliation instructions to raise the debt limit. (Oct. 
16, 2013.)

                         S. 1569 (ORDER NO. 211)

    4.--Ordered, That with respect to the cloture motion filed on the 
motion to proceed to S. 1569, a bill to ensure the complete and timely 
payment of the obligations of the United States Government until 
December 31, 2014, the mandatory quorum required under Rule XXII be 
waived. (Oct. 10, 2013.)

    5.--Ordered, That with respect to S. 1392, a bill to promote energy 
savings in residential buildings and industry, and for other purposes; 
no amendments or motions be in order relative to Syria or the use of 
military force during consideration of the bill. (Sept. 11, 2013.)

    6.--Ordered, That the text of H.R. 2610, as reported by the House 
Appropriations Committee, be deemed House-passed text for the purposes 
of Rule XVI for S. 1243, an original bill making appropriations for the 
Departments of Transportation, and Housing and Urban Development, and 
related agencies for the fiscal year ending September 30, 2014, and for 
other purposes.
    Ordered further, That the filing deadline for first degree 
amendments be 1:30 p.m. on Wednesday, July 31, 2013 and the filing 
deadline for second degree amendments be 11:00 a.m. on Thursday, August 
1, 2013.
    Ordered further, That with respect to the cloture motion filed on S.
