1.--Ordered, That upon the conclusion of Morning Business on
Tuesday, September 10, 2013, the Senate resume consideration of S.J.
Res. 21, an original joint resolution to authorize the limited and
specified use of the United States Armed Forces against Syria; provided,
that the time until 12:00 noon be equally divided and controlled between
the two Leaders or their designees with Senators permitted to speak for
up to 10 minutes each. (Sept. 9, 2013.)
S. 1392 (ORDER NO. 154)
2.--Ordered, That at 11:00 a.m. on Tuesday, September 10, 2013, the
motion to proceed to S. 1392, a bill to promote energy savings in
residential buildings and industry, and for other purposes, be agreed to
and the Senate proceed to consideration of the legislation. (Aug. 1,
2013.)
S. 1243 (ORDER NO. 99)
3.--Ordered, That the text of H.R. 2610, as reported by the House
Appropriations Committee, be deemed House-passed text for the purposes
of Rule XVI for S. 1243, an original bill making appropriations for the
Departments of Transportation, and Housing and Urban Development, and
related agencies for the fiscal year ending September 30, 2014, and for
other purposes.
Ordered further, That the filing deadline for first degree
amendments be 1:30 p.m. on Wednesday, July 31, 2013 and the filing
deadline for second degree amendments be 11:00 a.m. on Thursday, August
1, 2013.
Ordered further, That with respect to the cloture motion filed on S.
1243, the mandatory quorum required under Rule XXII be waived. (July 18,

4.--Ordered, That with respect to the motion to invoke cloture on
the motion to proceed to S. 1238, a bill to amend the Higher Education
Act of 1965 to extend the current reduced interest rate for
undergraduate Federal Direct Stafford Loans for 1 year, to modify
required distribution rules for pension plans, and for other purposes;
provided, that the mandatory quorum required under Rule XXII be waived.
