                       UNANIMOUS CONSENT AGREEMENT

                         S. 1813 (ORDER NO. 311)

    Ordered, That upon the conclusion of Morning Business on Monday, 
March 12, 2012, the Senate resume consideration of S. 1813, a bill to 
reauthorize Federal-aid highway and highway safety construction 
programs, and for other purposes; provided, that the following 
amendments be the only first degree amendments remaining in order to S. 
1813:
      --Roberts #1826,
      --Stabenow #1812,
      --DeMint #1589,
      --Menendez-Burr #1782,
      --DeMint #1756,
      --Bingaman #1759,
      --Coats #1517,
      --Brown (OH) #1819,
      --Blunt #1540,
      --Merkley #1814,
      --Portman #1736,
      --Klobuchar #1617,
      --Corker #1785, with a modification,
      --Shaheen #1678,
      --Portman #1742,
      --Corker #1810,
      --Carper #1670,
      --Hutchison #1568,
      --McCain #1669, as modified with the changes at the desk,
      --Alexander #1779,
      --Boxer #1816; and
      --Paul #1556.
    Ordered further, That at a time to be determined by the Majority 
Leader, after consultation with the Republican Leader on Tuesday, March 
13, 2012, the Senate vote in relation to the amendments in the order 
listed; provided, that the following amendments be subject to a 60 
affirmative vote threshold: Roberts #1826, Stabenow #1812, DeMint #1589, 
and Menendez-Burr #1782.
    Ordered further, That there be no further amendments in order to the 
bill or the amendments other than a Managers' package, and that there be 
no points of order or motions in order to any of these amendments other 
than budget points of order and the applicable motions to waive.
    Ordered further, That it be in order for a Managers' package to be 
considered and, if approved by the Managers and the two Leaders, the 
Managers' package be agreed to.
    Ordered further, That the bill, as amended, then be read a third 
time, and the Senate vote on passage of the bill, as amended, and if the 
bill is passed, it be held at the desk.
    Ordered further, That when the Senate receives from the House a 
companion to S. 1813 (as determined by the two Leaders), it be in order 
for the Majority Leader to proceed to its immediate consideration, that 
all after the enacting clause be stricken and the text of S. 1813, as 
passed by the Senate be inserted in lieu thereof; provided, that the 
House bill, as amended, be read a third time, a statutory PAYGO 
statement be read (if necessary), the bill, as amended, be passed, and 
the motions to reconsider be considered made and laid upon the table; 
provided further, that upon passage, the Senate insist on its amendment, 
request a conference with the House on the disagreeing votes of the two 
Houses, and the Chair be authorized to appoint conferees on the part of 
the Senate.
    Ordered further, That the Clerks be authorized to modify the 
instruction lines on any amendments currently filed in order to match 
the page and line numbers on the pending Reid Amdt. No. 1761. (Mar. 2, 
7, 8, 2012).
