UNANIMOUS CONSENT AGREEMENT
S. 1867 (ORDER NO. 230)
1.--Ordered, That following Morning Business on Thursday, December
1, 2011, the Senate resume consideration of S. 1867, a bill to authorize
appropriations for fiscal year 2012 for military activities of the
Department of Defense, for military construction, and for defense
activities of the Department of Energy, to prescribe military personnel
strengths for such fiscal year, and for other purposes; provided, that
the pending amendment be Amdt. No. 1293, offered by the Senator from
Michigan (Mr. Levin).
Ordered further, That notwithstanding cloture being invoked, at a
time to be determined by the Majority Leader, after consultation with
the Republican Leader, and prior to the vote on passage of the bill,
there be up to one hour of debate, equally divided in the usual form on
Amdt. No. 1414, offered by the Senator from Michigan (Mr. Levin) (for
Mr. Menendez and Mr. Kirk); provided, that upon the use or yielding back
of time, the Senate vote in relation to Amdt. No. 1414; provided
further, that no amendments, motions or points of order be in order to
the amendment prior to the vote other than budget points of order and
the applicable motions to waive.
Ordered further, That the deadline for filing first degree
amendments to S. 1867 be at 2:30 p.m. on Tuesday, November 29, 2011.
Ordered further, That Amdt. No. 1092, offered by the Senator from
Michigan (Mr. Levin), be considered as if it were the first amendment
offered to the measure.
Ordered further, That all time during adjournment and Morning
