UNANIMOUS CONSENT AGREEMENTS
H.R. 674 (ORDER NO. 212)
1.--Ordered, That at 5:00 p.m. on Monday, November 7, 2011, the
Senate resume consideration of the motion to proceed to H.R. 674, an act
to amend the Internal Revenue Code of 1986 to repeal the imposition of 3
percent withholding on cetain payments made to vendors by government
entities, to modify the calculation of modified adjusted gross income
for purposes of determining eligibility for cetain healthcare-related
programs, and for other purposes; provided that the time until 5:30 p.m.
be equally divided and controlled between the Senator from Montana (Mr.
Baucus) and the Senator from Utah (Mr. Hatch.)
Ordered further, That the cloture vote with respect to the motion to
proceed to H.R. 674 occur at 5:30 p.m. on Monday, November 7, 2011.
Ordered further, That the mandatory quorum call under Rule XXII be
waived. (Nov. 3, 2011.)
S.J. RES. 6 (ORDER NO. 219)
2.--Ordered, That at a time to be determined by the Majority Leader
after consultation with the Republican Leader, the Republican Leader or
his designee, be recognized to move to proceed to S.J. Res. 6, a joint
resolution disapproving the rule submitted by the Federal Communications
Commission with respect to regulating the Internet and broadband
industry practices; that there be four hours of debate, equally divided
and controlled between the two Leaders or their designees; provided
further, that upon the use or yielding back of time, the Senate proceed
to vote on the adoption of the motion to proceed.
Ordered further, That if the motion to proceed is agreed to, the
time for debate on the joint resolution be equally divided between the
Leaders or their designees; provided that upon the use or yielding back
of time, the joint resolution be read a third time and the Senate
proceed to vote on passage of the measure.
Ordered further, That all other provisions of the statute governing
consideration of the joint resolution remain in effect. (Nov. 3, 2011.)

3.--Ordered, That at a time to be determined by the Majority Leader

disapproving a rule submitted by the Environmental Protection Agency
relating to the mitigation by States of cross-border air pollution under
the Clean Air Act; that there be two hours of debate, equally divided
and controlled between the two Leaders or their designees; provided
further, that upon the use or yielding back of time, the Senate proceed
to vote on the adoption of the motion to proceed.
Ordered further, That if the motion to proceed is agreed to, the
time for debate on the joint resolution be equally divided between the
Leaders or their designees; provided that upon the use or yielding back
of time, the joint resolution be read a third time and the Senate
proceed to vote on passage of the measure.
