                      UNANIMOUS CONSENT AGREEMENTS

                        H.R. 2112 (ORDER NO. 155)

    1.--Ordered, That at 10:00 a.m. on Tuesday, November 1, 2011, the 
Senate resume consideration of H.R. 2112, an Act making appropriations 
for Agriculture, Rural Development, Food and Drug Administration, and 
Related Agencies programs for the fiscal year ending September 30, 2012, 
and for other purposes; provided, that the following amendments and 
motions be in order, notwithstanding cloture having been invoked on 
substitute Amdt. No. 738:
      --Coburn Amdt. No. 800;
      --Paul Amdt. No. 821;
      --DeMint Amdt. No. 763;
      --Crapo Amdt. No. 814; and
      --Lee Motion to Recommit.
    Ordered further, That with respect to the above amendments, there be 
no amendments or points of order against any of the amendments prior to 
the votes other than budget points of order; provided, that there be two 
minutes of debate equally divided in the usual form prior to each vote; 
provided further, that Amdt. Nos. 814 and 821 be subject to a 60 
affirmative vote threshold; further, that all after the first vote be 10 
minute votes.
    Ordered further, That the remaining pending Coburn amendments be 
withdrawn with the exception of Amdt. No. 801; provided, that no other 
motions or amendments be in order to the bill; provided further, that 
substitute Amdt. No. 738, having been agreed to, be considered original 
text for the purposes of further amendment; further, that the Majority 
Leader be recognized to raise points of order against any remaining non-
germane amendments; further, that the Senate then proceed to vote in 
relation to any remaining germane pending amendments in the order they 
were offered; further, that upon disposition of any germane pending 
amendments, the bill, as amended, be read a third time, and the Senate 
vote on passage of the bill with no intervening action or debate.
    Ordered further, That when the Senate receives a message from the 
House of Representatives with respect to H.R. 2112, the Senate insist on 
its amendment, request, or agree to a conference with the House on the 
disagreeing votes of the two Houses, and the Chair be authorized to 
appoint the following conferees:

deemed House of Representatives passed text in H.R. 2112 for purposes of 
Rule XVI; provided further, that Amdt. No. 738 be considered a committee 
amendment for the purposes of Paragraph 1 of Rule XVI. (Oct. 13, 21, 31,

                         S. 1723 (ORDER NO. 204)

    2.--Ordered, That with respect to the cloture motion filed on the 
motion to proceed to S. 1723, a bill to provide for teacher and first 
responder stabilization, the mandatory quorum required under Rule XXII 
be waived. (Oct. 19, 2011.)

    3.--Ordered, That with respect to the cloture motion filed on the 
motion to proceed to S. 1726, a bill to repeal the imposition of 
withholding on certain payments made to vendors by government entities,
