1.--Ordered, That at 10:00 a.m. on October 20, 2011, the Senate
resume consideration of H.R. 2112, an Act making appropriations for
Agriculture, Rural Development, Food and Drug Administration, and
Related Agencies programs for the fiscal year ending September 30, 2012,
and for other purposes; provided, that the next first degree amendments
in order to be called up and made pending to H.R. 2112 and substitute
Amdt. No. 738 are as follows:
--Feinstein Amdt. No. 855;
--Brown (Ohio) Amdt. No. 874, as modified;
--Coburn Amdt. No. 794;
--Coburn Amdt. No. 795;
--Coburn Amdt. No. 796;
--Coburn Amdt. No. 797;

Ordered further, That upon the conclusion of Executive Session on
Thursday, October 20, 2011, the Senate resume consideration of H.R. 2112
and proceed to vote in relation to the following amendments:
--Vitter Amdt. No. 769, as modified; and
--Reid (for Webb) Amdt. No. 750, as modified.
Ordered further, That, at 2:00 p.m., the Senate proceed to vote in
relation to the following amendments:
--Merkley Amdt. No. 879, as modified;
--Brown (Ohio) Amdt. No. 874, as modified;
--Moran Amdt. No. 815; and
--Grassley Amdt. No. 860.
Ordered further, That there be no amendments or points of order
against any of the amendments scheduled for a vote on Thursday pursuant
to this order prior to the votes, other than budget points of order;
provided, that there be two minutes of debate equally divided in the
usual form prior to each vote; provided further, that Vitter, Reid (for
Webb), Merkley, and Grassley amendments be subject to a 60 affirmative
vote threshold; further, that all votes after the first vote be 10
minute votes.
Ordered further, That the motion to recommit offered by the Senator
from Utah (Mr. Lee) be set aside for the consideration of pending
amendments.
Ordered further, That H.R. 2596 and Division C of Amdt. No. 738 be
deemed House of Representatives passed text in H.R. 2112 for purposes of
Rule XVI; provided further, that Amdt. No. 738 be considered a committee
amendment for the purposes of Paragraph 1 of Rule XVI.
Ordered further, That with respect to the cloture motions filed on
H.R. 2112 and substitute Amdt. No. 738, the mandatory quorum required
under Rule XXII be waived. (Oct. 13, 19, 2011.)

2.--Ordered, That with respect to the cloture motion filed on the
motion to proceed to S. 1723, a bill to provide for teacher and first
responder stabilization, the mandatory quorum required under Rule XXII

3.--Ordered, That with respect to the cloture motion filed on the
motion to proceed to S. 1726, a bill to repeal the imposition of
withholding on certain payments made to vendors by government entities,
