UNANIMOUS CONSENT AGREEMENTS
S. 679 (ORDER NO. 75)
1.--Ordered, That at 11:30 a.m. on Thursday, June 23, 2011, the
Senate resume consideration of S. 679, a bill to reduce the number of
executive positions subject to Senate confirmation; provided, that Amdt.
No. 499, offered by the Senator from Louisiana (Mr. Vitter), and Amdt.
No. 510, offered by the Senator from South Carolina (Mr. DeMint), be
debated concurrently; that there be up to 30 minutes of debate, with the
Senator from Louisiana (Mr. Vitter), the Senator from South Carolina
(Mr. DeMint), the Senator from Nevada (Mr. Reid), or his designee, and
the Senator from Kentucky (Mr. McConnell), or his designee, each
controlling 7 1/2 minutes; provided further, that upon the use or
yielding back of time, the Senate vote in relation to Amdt. No. 499 and
Amdt. No. 510, in that order; that no amendments, motions, or points of
order be in order to either amendment prior to the votes other than
budget points of order and the applicable motions to waive; further,
that the motions to reconsider be considered made and laid upon the
table.
Ordered further, That it be in order for any Senator to call up any
relevant, filed amendment, including a managers' amendment to be offered
by the Senator from Tennessee (Mr. Alexander) and the Senator from New
York (Mr. Schumer); provided, that no amendment offered to the bill be
divisible; further, that in addition to relevant amendments offered to
the bill, the following amendments also be in order:
--Amdt. No. 499, offered by the Senator from Louisiana (Mr.
Vitter),
--Amdt. No. 501, offered by the Senator from South Carolina (Mr.
DeMint), and
--Amdt. No. 500, offered by the Senator from Oklahoma (Mr. Coburn)
on duplications.
Ordered further, That Amdt. Nos. 499 and 501 be subject to a 60-vote
threshold and Amdt. No. 500 be subject to a two-thirds vote threshold.
Ordered further, That upon disposition of amendments, the bill be
read a third time and the Senate proceed to vote on passage of the bill,
as amended, if amended; provided, that the vote on passage be subject to
a 60-vote threshold; provided further, that if the bill does not achieve
60 affirmative votes on passage, the bill be returned to the calendar.

S. RES. 116 (ORDER NO. 45)
2.--Ordered, That upon disposition of S. 679, the Senate proceed to
the consideration of S. Res. 116, a resolution to provide for expedited
Senate consideration of certain nominations subject to advice and
consent; provided, that only relevant amendments be in order; provided
further, that upon the disposition of the amendments, the Senate proceed
to vote on adoption of the resolution as amended, if amended. (June 22,
2011.)
S. 782 (ORDER NO. 38)
3.--Ordered, That with respect to S. 782, a bill to amend the Public
Works and Economic Development Act of 1965 to reauthorize that Act, and
for other purposes, the following pending amendments are not subject to
division:
--Amdt. No. 394, offered by the Senator from South Carolina (Mr.
DeMint),
--Amdt. No. 407, offered by the Senator from Maryland (Mr.
Cardin),
--Amdt. No. 414, offered by the Senator from Kentucky (Mr. Paul),
and
--Amdt. No. 420, offered by the Senator from Oregon (Mr. Merkley).
Ordered further, That the filing deadline for first degree
amendments be 3:30 p.m. on Monday, June 20, 2011, and the filing
deadline for second degree amendments be 11:00 a.m. on Tuesday, June 21,
2011.
Ordered further, That with respect to the motion to invoke cloture
on S. 782, the mandatory quorum required under Rule XXII be waived.
