                      UNANIMOUS CONSENT AGREEMENTS

                          S. 493 (ORDER NO. 17)

    1.--Ordered, That at 11:00 a.m. on Wednesday, April 6, 2011, the 
Senate resume consideration of S. 493, a bill to reauthorize and improve 
the SBIR and STTR programs, and for other purposes; provided, that the 
pending amendments be set aside and the Senator from Nevada (Mr. Reid), 
or his designee, be recognized to call up the following amendments:
      --Baucus Amdt. No. 236,
      --Stabenow Amdt. No. 277,
      --Rockefeller Amdt. No. 215,
      --Coburn Amdt. No. 217,
      --Coburn Amdt. No. 223,
      --Coburn Amdt. No. 273, and
      --Inouye Amdt. No. 286.
    Ordered further, That the Sanders Amdt. No. 207 be modified with the 
changes at the desk; provided, that the Senate then proceed to a period 
of debate only until 4:00 p.m., with the time equally divided between 
the two Leaders or their designees, prior to votes in relation to the 
following amendments in the order listed below:
      --Baucus Amdt. No. 236,
      --Stabenow Amdt. No. 277,
      --Rockefeller Amdt. No. 215,
      --McConnell Amdt. No. 183,
      --Coburn Amdt. No. 223,
      --Inouye Amdt. No. 286, and
      --Coburn Amdt. No. 273.
    Ordered further, That there be no amendments in order to the 
amendments prior to the votes, and the amendments not be divisible; 
provided, that there be two minutes of debate equally divided between 
votes, that all votes after the first vote be 10 minutes in duration, 
and that the amendments be subject to a 60 vote threshold for its 
adoption; provided further, that the motions to reconsider be considered 
made and laid upon the table.
    Ordered further, That upon the disposition of the Coburn Amdt. No. 
273, Coburn Amdt. Nos. 184 and 217 be agreed to; provided, that no 
amendments be in order to Coburn Amdt. Nos. 184 and 217, prior to their 
adoption.
    Ordered further, That all of the above occur with no intervening 
action or debate. (Apr. 5, 2011.)

                                 S. 223

    2.--Ordered, That when the Senate receives the House companion, as 
determined by the two Leaders, to S. 223, an act to modernize the air 
traffic control system, improve the safety, reliability, and 
availability of transportation by air in the United States, provide for 
modernization of the air traffic control system, reauthorize the Federal 
Aviation Administration, and for other purposes, it be in order for the 
Majority Leader to proceed to its immediate consideration, strike all 
after the enacting clause and insert the text of S. 223, as passed by 
the Senate, in lieu thereof; provided, that the companion bill, as 
amended, be read a third time, the statutory PAYGO statement be read and 
the bill be passed; provided further, that the motions to reconsider be 
considered made and laid upon the table; further, that upon passage, the 
Senate insist on its amendment, request a conference with the House on 
the disagreeing votes of the two Houses, and the Chair be authorized to 
appoint conferees on the part of the Senate with a ratio of 5-4; 
further, that with respect to this order, there be no intervening action 
or debate. (Feb. 17, 2011.)
