Motion to concur in the House amendment to Senate amendment with an
amendment to H.R. 4853, an act to amend the Internal Revenue Code of
1986 to extend the funding and expenditure authority of the Airport and
Airway Trust Fund, to amend title 49, United States Code, to extend
authorizations for the airport improvement program, and for other
purposes. (Dec. 2, 2010.)

UNANIMOUS CONSENT AGREEMENTS
S. 3991 (ORDER NO. 662)
1.--Ordered, That when the Senate reconvenes after the conclusion of
the impeachment proceedings, the Senate resume consideration of motion
to proceed to S. 3991, a bill to provide collective bargaining rights
for public safety officers employed by States or their political
subdivisions, occur upon the conclusion of the impeachment proceedings,
the time until 12:30 p.m. be equally divided and controlled between the
Leaders or their designees; provided, that upon reconvening at 3:30
p.m., there be an additional 30 minutes of debate, equally divided and
controlled between the Leaders or their designees; further, that upon
the use or yielding back of time, the Senate proceed to vote on the
motion to invoke cloture on the motion to proceed; provided further,
that if there are back to back votes with respect to the cloture
motions, there be four minutes of debate, equally divided and controlled
in the usual form, prior to each vote.
Ordered further, That with respect to motion to invoke cloture on
the motion to proceed, the mandatory quorum required under Rule XXII be

S. 3985 (ORDER NO. 655)
2.--Ordered, That with respect to the cloture motion filed on the
motion to proceed to S. 3985, a bill to amend the Internal Revenue Code
of 1986 to extend certain expiring provisions, and for other purposes,
the mandatory quorum required under Rule XXII be waived.
Ordered further, That if there are back to back votes with respect
to the cloture motions, there be four minutes of debate, equally divided
and controlled in the usual form, prior to each vote. (Dec. 6, 7, 2010.)
S. 3992 (ORDER NO. 663)
3.--Ordered, That with respect to the cloture motion filed on the
motion to proceed to S. 3992, a bill to authorize the cancellation of
removal and adjustment of status of certain alien students who are long-
term United States residents and who entered the United States as
children and for other purposes, the mandatory quorum required under
Rule XXII be waived.
Ordered further, That if there are back to back votes with respect
to the cloture motions, there be four minutes of debate, equally divided
and controlled in the usual form, prior to each vote. (Dec. 6, 7, 2010.)

4.--Ordered, That with respect to the cloture motion filed on the
motion to proceed to H.R. 847, an act to amend the Public Health Service
Act to extend and improve protections and services to individuals
directly impacted by the terrorist attack in New York City on September
11, 2001, and for other purposes, the mandatory quorum required under
