UNANIMOUS CONSENT AGREEMENTS
S. 3816 (ORDER NO. 578)
1.--Ordered, That upon the conclusion of Morning Business on
Tuesday, September 28, 2010, the Senate resume consideration of the
motion to proceed to S. 3816, a bill to amend the Internal Revenue Code
of 1986 to create American jobs and to prevent the offshoring of such
jobs overseas; provided that there be 20 minutes of debate equally
divided between the two Leaders or their designees, and that at 11:30
a.m., the Senate proceed to vote on the motion to invoke cloture on the
motion to proceed.
Ordered further, That the mandatory quorum required under Rule XXII
be waived. (Sept. 24, 27, 2010.)

2.--Ordered, That with respect to the cloture motion filed on the
motion to proceed to H.R. 3081, an act making appropriations for the
Department of State, foreign operations, and related programs for the
fiscal year ending September 30, 2010, and for other purposes, the
