UNANIMOUS CONSENT AGREEMENT
HOUSE MESSAGE ON H.R. 4213
Ordered, That upon the conclusion of Morning Business on Wednesday,
June 16, 2010, the Senate resume consideration of the House message to
accompany H.R. 4213, an act to amend the Internal Revenue Code of 1986
to extend certain expiring provisions, and for other purposes; provided,
that there then be 5 minutes of debate, equally divided and controlled
between the Senator from Montana (Mr. Baucus) and the Senator from Iowa
(Mr. Grassley), or their designees; provided further, that upon the use
or yielding back of that time, the Senator from Kentucky (Mr.
McConnell), or his designee, be recognized to raise a budget act point
of order against the Baucus motion; further, that once the point of
order is raised, the Senator from Montana (Mr. Baucus) be recognized to
waive the applicable budget point of order; further, that if the waiver
fails, then the Baucus motion to concur with an amendment be withdrawn,
and the Senator from Montana (Mr. Baucus) be recognized to move to
concur in the House amendment to the Senate amendment to the bill with
an amendment; provided further, that notwithstanding the withdrawal of
the previous motion, the previously agreed upon Amdt. Nos. 4302, as
modified, 4326 and 4311, as modified, be considered as incorporated into
the new Baucus motion to concur with an amendment; further, that Amdt.
No. 4344, be reoffered by the Senator from Nevada (Mr. Reid) with the
same text.
Ordered further, That at 10:00 a.m. on Thursday, June 17, 2010, the
Senate debate Amdt. No. 4333, to be reoffered by the Senator from South
Dakota (Mr. Thune) with the same text; provided, that the Senate debate
the amendment for two hours, with the time equally divided and
controlled between the Senator from Montana (Mr. Baucus) and the Senator
from South Dakota (Mr. Thune), or their designees; provided further,
that upon the use or yielding back of time, the Senator from Montana
(Mr. Baucus) be recognized to raise a budget act point of order against
the amendment; further, that the Senator from South Dakota (Mr. Thune),
or his designee, be recognized to move to waive the applicable budget
point of order; further, that if the waiver fails, then Amdt. No. 4333
be withdrawn; further, if the waivers for either the Baucus motion or
the Thune amendment succeed, the amendments remain pending. (June 15,
