                      UNANIMOUS CONSENT AGREEMENTS

                         S. 1200 (ORDER NO. 421)

    1.--Ordered, That at 5:30 p.m. on Monday, February 25, 2008, the 
Senate proceed to vote on the motion to invoke cloture on the substitute 
Amdt. No. 3899, offered by the Senator from North Dakota (Mr. Dorgan) to 
S. 1200, a bill to amend the Indian Health Care Improvement Act to 
revise and extend that act; provided, that if cloture is invoked on the 
substitute, all post cloture time be yielded back, except for the times 
specified in this agreement, and that all debate time be equally divided 
and controlled in the usual form; provided further, that the Managers 
have 10 minutes of debate each.
    Ordered further, That the Senator from South Carolina (Mr. DeMint) 
be recognized for up to 1 hour to speak with respect to any of his 
pending germane amendments; provided, that with respect to Amdt. No. 
3896, offered by the Senator from Louisiana (Mr. Vitter), and a germane 
first degree amendment from the Majority on the same subject matter, 
debate be limited to 60 minutes for each amendment; provided further, 
that Amdt. No. 3897, offered by the Senator from Oregon (Mr. Smith), be 
limited to 20 minutes of debate; provided further, that no other 
amendments be in order.
    Ordered further, That upon the use of time with respect to the 
DeMint amendments, the Senate then proceed to vote in relation to the 
amendments; provided, that the vote sequence occur in the order listed 
in this agreement, except the Majority amendment with respect to the 
Vitter amendment occur first; provided further, that there be two 
minutes of debate prior to each vote.
    Ordered further, That upon disposition of all pending amendments, 
the substitute amendment, as amended, be agreed to, the bill be read a 
third time, and the Senate then proceed to vote on the motion to invoke 
cloture on the bill.
    Ordered further, That if cloture is invoked on the bill, all post 
cloture time be yielded back, and without further intervening action or 
debate, the Committee on Indian Affairs be discharged from further 
consideration of H.R. 1328, a bill to amend the Indian Health Care 
Improvement Act to revise and extend that act, and the Senate then 
proceed to its consideration; provided, that all after the enacting 
clause be stricken, and the text of S. 1200, as amended, be inserted in 
lieu thereof; provided further, that H.R. 1328 be read a third time, 
passed, and the motion to reconsider be considered made and laid upon 
the table; provided further, that upon passage of H.R. 1328, S. 1200 be 
returned to the Calendar.
    Ordered further, That the mandatory quorums required under Rule XXII 
be waived.
    Ordered further, That if cloture is not invoked, this agreement is

                         S. 2633 (ORDER NO. 575)

    2.--Ordered, That on Monday, February 25, 2008, it be in order to 
move to proceed to S. 2633, a bill to provide for the safe redeployment 
of United States troops from Iraq, notwithstanding the provisions of 
Rule XXII; provided, that a cloture motion be filed, and once the motion 
has been made and cloture filed, the motion to proceed be withdrawn; 
provided further, that the mandatory quorum required under Rule XXII be 
waived.
    Ordered further, That on Tuesday, February 26, 2008, upon the 
disposition of H.R. 1328, a bill to amend the Indian Health Care 
Improvement Act to revise and extend that act, there be two minutes of 
debate equally divided and controlled between the two Leaders or their 
designees prior to a vote on the motion to invoke cloture on the motion 
to proceed. (Feb. 14, 2008.)

                         S. 2634 (ORDER NO. 576)

    3.--Ordered, That on Monday, February 25, 2008, it be in order to 
move to proceed to S. 2634, a bill to require a report setting forth the 
global strategy of the United States to combat and defeat al Qaeda and 
its affiliates, notwithstanding the provisions of Rule XXII; provided, 
that a cloture motion be filed, and once the motion has been made and 
cloture filed, the motion to proceed be withdrawn; provided further, 
that the mandatory quorum required under Rule XXII be waived.
    Ordered further, That on Tuesday, February 26, 2008, upon the

    4.--Ordered, That with respect to the motion to proceed to H.R. 
3221, an act moving the United States toward greater energy independence 
and security, developing innovative new technologies, reducing carbon 
emissions, creating green jobs, protecting consumers, increasing clean 
renewable energy production, and modernizing our energy infrastructure, 
the vote on the motion to invoke cloture on the motion to proceed not 
occur prior to the cloture votes on S. 2633, a bill to provide for the 
safe redeployment of United States troops from Iraq, and S. 2634, a bill 
to require a report setting forth the global strategy of the United 
States to combat and defeat al Qaeda and its affiliates; provided, that 
the mandatory quorum required under Rule XXII be waived. (Feb. 14, 
2008.)

                                 S. 1974

    5.--Ordered, That upon passage of S. 1974, a bill to make technical 
corrections related to the Pension Protection Act of 2006, the bill 
remain at the desk until such time as the Senate receives a companion 
measure from the House.
    Ordered further, That when the Senate receives a companion measure 
from the House, the Senate then proceed to its consideration; provided, 
that all after the enacting clause be stricken and the text of S. 1974, 
as amended, be inserted, in lieu thereof; provided further, that the 
bill be read a third time, passed and the motion to reconsider be 
considered made and laid upon the table without further intervening 
action or debate, and that S. 1974 then be returned to the calendar.

                         S. 2483 (ORDER NO. 546)

    6.--Ordered, That at a time to be determined by the Majority Leader, 
following consultation with the Republican Leader, the Senate proceed to 
the consideration of S. 2483, a bill to authorize certain programs and 
activities in the Forest Service, the Department of the Interior, and 
the Department of Energy, and for other purposes.
    Ordered further, That it be considered under the following 
limitations: that the only amendments in order be five related 
amendments to be offered by the Senator from Oklahoma (Mr. Coburn), and 
that upon disposition of all amendments, the bill be read a third time, 
and the Senate proceed to vote in the passage of the bill. (Dec. 19,

    7.--Ordered, That the veto message on S. 5, the Stem Cell Research

H.R. 3997, an act to amend the Internal Revenue Code of 1986 to provide 
earnings assistance and tax relief to members of the uniformed services, 
volunteer firefighters, and Peace Corps volunteers, and for other 
purposes, with an amendment that is not germane to the Senate amendment 
or the underlying bill, that the bill and its amendments be referred to
