                      UNANIMOUS CONSENT AGREEMENTS

                        H.R. 1585 (ORDER NO. 189)

    1.--Ordered, That at 9:15 a.m., on Friday, September 21, 2007, the 
Senate resume consideration of H.R. 1585, an act to authorize 
appropriations for fiscal year 2008 for military activities of the 
Department of Defense, for military construction, and for defense 
activities of the Department of Energy, to prescribe military personnel 
strengths for such fiscal year, and for other purposes; provided, that 
the time until 9:50 a.m. be equally divided between the Senator from 
Michigan (Mr. Levin) and the Senator from Arizona (Mr. McCain), or their 
designees; provided further, that the time between 9:50 a.m. and 10 a.m. 
be under the control of the two Leaders or their designees, with the 
Majority Leader or his designee controlling the final five minutes.
    Ordered further, That at 10 a.m., without further intervening action 
or debate, the Senate proceed to vote in relation to Amdt. No. 2898, 
offered by the Senator from Michigan (Mr. Levin), with no amendment in 
order to the amendment prior to the vote; provided, that the amendment 
be subject to a 60 vote threshold, and that if it does not achieve that 
threshold, the amendment be withdrawn.
    Ordered further, That upon disposition of Amdt. No. 2898, the 
Senator from Delaware (Mr. Biden) be recognized to offer an amendment; 
provided, that when the Senate resumes consideration of the Biden 
amendment, there be 30 minutes of debate equally divided and controlled 
between Senator Biden and Senator McCain, or their designees, prior to a 
vote in relation to the amendment, with no amendment in order to the 
amendment prior to the vote; provided, that the amendment be subject to 
a 60 vote threshold, and that if it does not achieve that threshold, the 
amendment be withdrawn. (Sept. 20, 2007.)

                        H.R. 1495 (ORDER NO. 128)

    2.--Ordered, That at 3 p.m., on Monday, September 24, 2007, the 
Senate proceed to consideration of the conference report to accompany 
H.R. 1495, an act to provide for the conservation and development of 
water and related resources, to authorize the Secretary of the Army to 
construct various projects for improvements to rivers and harbors of the 
United States, and for other purposes; provided, that the time until 
5:45 p.m. be divided as follows: 30 minutes under the control of the 
Senator from Wisconsin (Mr. Feingold), with the remainder of the time 
under the control of the two Leaders or their designees; provided 
further, that at 5:45 p.m., the Senate, without any intervening action 
or debate, vote on passage of the conference report. (Sept. 20, 2007.)

Enhancement Act of 2007, be considered as read and that it be printed in
