UNANIMOUS CONSENT AGREEMENTS
H.R. 1585 (ORDER NO. 189)
1.--Ordered, That with respect to the motion to invoke cloture filed
on Amdt. 2022, offered by the Senator from Michigan (Mr. Levin) to Amdt.
2011 to H.R. 1585, an act to authorize appropriations for fiscal year
2008 for military activities of the Department of Defense, for military
construction, and for defense activities of the Department of Energy, to
prescribe military personnel strengths for such fiscal year, and for
other purposes, the mandatory quorum under Rule XXII be waived. (Sept.
17, 2007.)
H.R. 1124 (ORDER NO. 147)
2.--Ordered, That upon the conclusion of Morning Business on
Tuesday, September 18, 2007, the Senate proceed to the consideration of
H.R. 1124, an act to extend the District of Columbia College Access Act
of 1999.
Ordered further, That the only amendments in order be the following:
--An amendment offered by the Senator from Oklahoma (Mr. Coburn)
on the topic of scholarships, which will be considered and agreed to;
--An amendment offered by the Senator from Oklahoma (Mr. Coburn)
on the topic of public colleges.
Ordered further, That there be 65 minutes of debate with Senator
Coburn controlling 30 minutes, the Senator from Ohio (Mr. Voinovich)
controlling 20 minutes, and the Senator from Hawaii (Mr. Akaka)
controlling 15 minutes; that upon the use of yielding back of time, the
Senate proceed to vote in relation to the Coburn amendment.
Ordered further, That upon disposition of the amendment on public
colleges offered by the Senator from Oklahoma, the bill, as amended, be
read a third time, and the Senate vote on passage of the bill as
amended.
Ordered further, That no points of order be considered waived by
virtue of this agreement. (Sept. 12, 2007.)
S. 1257 (ORDER NO. 257)
3.--Ordered, That at 2:15 p.m. on Tuesday, September 18, 2007, there
be 15 minutes equally divided between and controlled by the two Leaders
or their designees prior to a vote on the motion to invoke cloture on
the motion to proceed to S. 1257, a bill to provide the District of
Columbia a voting seat and the State of Utah an additional seat in the
House of Representatives.
Ordered further, That the mandatory quorum call under Rule XXII be
waived. (Sept. 12, 2007.)

4.--Ordered, That the veto message on S. 5, the Stem Cell Research
Enhancement Act of 2007, be considered as read and that it be printed in
