                      UNANIMOUS CONSENT AGREEMENTS

                         S. 1642 (ORDER NO. 264)

    1.--Ordered, That at 10:00 a.m. on Tuesday, July 24, 2007, the 
Senate resume consideration of S. 1642, a bill to extend the 
authorization of programs under the Higher Education Act of 1965, and 
for other purposes.
    Ordered further, That no amendments other than those listed below be 
in order; provided, that there be 20 minutes of debate time remaining 
equally divided between the Senator from Massachusetts (Mr. Kennedy) and 
the Senator from Wyoming (Mr. Enzi); provided further, that upon the use 
of that time, the Senate proceed to vote in relation to the Kennedy 
second degree Amdt. No. 2387; further, that upon disposition of the 
Kennedy amendment, if the Kennedy amendment is agreed to, then it be in 
order for the Senator from Oklahoma (Mr. Coburn) to offer a further 
second degree amendment on the same subject, and that there be 2 minutes 
of debate equally divided prior to a vote in relation to the Coburn 
second degree amendment; provided further, that there be 2 minutes of 
debate equally divided prior to a vote in relation to the Coburn Amdt. 
No. 2369, as amended, if amended; further, that upon disposition of the 
Coburn Amdt. No. 2369, as amended, if amended, the committee substitute 
amendment, as amended, be agreed to, the motion to reconsider be 
considered made and laid upon the table, the bill, as amended, be read a 
third time, and the Senate proceed to vote on passage of the bill, 
without further intervening action or debate. (July 23, 2007.)

                        H.R. 2638 (ORDER NO. 206)

    2.--Ordered, That on Tuesday, July 24, 2007, upon disposition of S. 
1642, the Senate proceed to the consideration of H.R. 2638, an act 
making appropriations for the Department of Homeland Security for the 
fiscal year ending September 30, 2008, and for other purposes. (July 20, 
2007.)

    3.--Ordered, That the veto message on S. 5, the Stem Cell Research 
Enhancement Act of 2007, be considered as read and that it be printed in
