                      UNANIMOUS CONSENT AGREEMENTS

                                H.R. 4755

    1.--Ordered, That H.R. 4755, a bill making appropriations for the 
Legislative Branch for the fiscal year ending September 30, 2005, and 
for other purposes, as passed by the Senate, be held at the desk as if a 
House message. (Sept. 15, 2004.)

                         S. 1104 (ORDER NO. 114)

    2.--Ordered, That at a time to be determined by the Majority Leader, 
after consultation with the Democratic Leader, the Senate proceed to the 
consideration of S. 1104, a bill to amend title 10, United States Code, 
to provide for parental involvement in abortions of dependent children 
of members of the Armed Forces, that immediately upon reporting of the 
measure, the Majority Leader, or his designee, be recognized to offer a 
cloture motion on the bill; further, that there then be 60 minutes 
equally divided for debate only, with the time controlled by the Senator 
from Kansas (Mr. Brownback) and the Senator from Washington (Mrs. 
Murray); further, that upon the use or yielding back of the debate time, 
and notwithstanding the provisions of Rule XXII, the Senate proceed to 
an immediate vote on the motion to invoke cloture on the bill without 
further intervening action or debate.
    Ordered further, That if cloture is not invoked, the bill be 
returned to the Calendar; and provided that if cloture is invoked, it be 
in order to file first degree amendments up to the cloture vote, and it 
be in order to file second degree amendments up to three hours after the 
cloture vote. (May 22, 2003.)

    3.--Ordered, That relative to S. 476, a bill to provide incentives 
for charitable contributions by individuals and businesses, to improve 
the public disclosure of activities of exempt organizations, and to 
enhance the ability of low-income Americans to gain financial security 
by building assets, and for other purposes, following passage of the 
bill, it be held at the Desk. (Apr. 3, 2004.)

    4.--Ordered, That with respect to S. 2400, 2401, 2402, or 2403, if 
the Senate receives a message with respect to any of these bills from 
the House of Representatives, the Senate disagree with the House on its 
amendment or amendments to the Senate-passed bill and agree to or 
request a conference, as appropriate, with the House on the disagreeing 
votes of the two Houses; that the Chair be authorized to appoint 
conferees on the part of the Senate; and that the foregoing occur 
without intervening action or debate. (June 24, 2004.)
