FY 2001 GOVERNMENT-WIDE RESCISSION, CONSOLIDATED APPROPRIATIONS ACT The FY 2001 Consolidated Appropriations Act rescinded 0.22 percent of discretionary budget authority and obligation limitations provided for FY 2001. The rescission applied to each department, agency, instrumentality, and entity of the Federal Government, with the following exceptions and conditions:The rescission did not apply to Department of Defense amounts appropriated for military personnel. The rescission did not apply to amounts appropriated under the FY 2000 Emergency Supplemental Act. The rescission did not apply to amounts appropriated under the Departments of Labor, Health, and Human Services, and Education, and Related Agencies Appropriations Act, 2001. The 0.22 percent reduction must be applied equally to each program, project, and activity subject to the rescission. OMB was to report to the Congress in the FY 2002 Budget on the reduction made to each account. This chapter fulfills the act's reporting requirement.
