which was referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Requesting information on the Republic of Cameroon’s human rights practices pursuant to section 502B(c) of the Foreign Assistance Act of 1961.</official-title></form><resolution-body><section section-type="section-one" id="id57ea4fabc30b48d6a6d741e89b7399e2"><enum>1.</enum><header>Request for information on Cameroon’s human rights practices</header><subsection id="ida05faf739f68407d8775c8449b03a34a"><enum>(a)</enum><header>Statement requested</header><text>The Senate requests that the Secretary of State, not later than 30 days after the date of the adoption of this resolution, submit to the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives, pursuant to section 502B(c) of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2304">22 U.S.C. 2304(c)</external-xref>), a statement regarding Cameroon’s human rights practices that has been prepared in collaboration with the Assistant Secretary of State for Democracy, Human Rights, and Labor and the Office of the Legal Adviser at the Department of State.</text></subsection><subsection id="id8cc98102c2124f36b81395326d8e5e77"><enum>(b)</enum><header>Elements</header><text>The statement submitted pursuant to subsection (a) should include—</text><paragraph id="idee49da1badda4a828691062c5ccdefaf"><enum>(1)</enum><text>all available credible information concerning alleged violations of internationally recognized human rights by the Government of Cameroon, including—</text><subparagraph id="ide85a7b189a024f65b9189af66d978b8c"><enum>(A)</enum><text>arbitrary and unlawful arrest, detention, imprisonment, torture and cruel or inhumane treatment, including of people who are not citizens of Cameroon but have been removed to Cameroon by the United States Government;</text></subparagraph><subparagraph id="id2442410a8ce94c138dd8a1494fe6796a"><enum>(B)</enum><text>violations of due process rights, including a description of any opportunity provided to people who are not citizens of Cameroon but have been removed to Cameroon by the United States Government to demonstrate that they have been wrongfully arrested, detained, or imprisoned;</text></subparagraph><subparagraph id="id18a985abe64d445c925ba5b0ff29aa90"><enum>(C)</enum><text>enforced disappearances and arbitrary or unlawful killings, including extrajudicial killings, including of people who are not citizens of Cameroon but have been removed to Cameroon by the United States Government;</text></subparagraph><subparagraph id="id945dcf0edc1140a4ac3f1a321a75a745"><enum>(D)</enum><text>trafficking in persons, including forced or slave labor, including of people who are not citizens of Cameroon but have been removed to Cameroon by the United States Government; and</text></subparagraph><subparagraph id="idcf0aaa1189344a80b7ce133342f69d3e"><enum>(E)</enum><text>treatment of and legal rights and status provided by the Government of Cameroon to people in Cameroon who are not citizens of Cameroon but have been removed to Cameroon by the United States Government;</text></subparagraph></paragraph><paragraph id="id41891427694c46528335413ae2d1e443"><enum>(2)</enum><text>a description of the steps the United States Government has taken—</text><subparagraph id="id6d9d858b457f4731b9656a19bacd4977"><enum>(A)</enum><text>to promote respect for and observance of human rights as part of the Government of Cameroon’s activities;</text></subparagraph><subparagraph id="idf9da661f2d19431f948288614c44a772"><enum>(B)</enum><text>to discourage any practices that are inimical to internationally recognized human rights;</text></subparagraph><subparagraph id="idcbc14f6d62cd4aa48a0a4a3c49f1dadc"><enum>(C)</enum><text>to publicly or privately call attention to, and disassociate the United States and any security assistance provided for the Government of Cameroon from, any practices described in subparagraph (B); and</text></subparagraph><subparagraph id="id6e70e859ffd6449f89b2915a9801bf3e"><enum>(D)</enum><text>to assess, prior to removal, how the Government of Cameroon would treat people who are not citizens of Cameroon but have been removed to Cameroon by the United States Government, including—</text><clause id="id5852d25270cf432182e2fd3921fbab77"><enum>(i)</enum><text>conducting individualized assessments of such individuals to determine whether the Government of Cameroon may send that person to their country of origin or last residence, and if so, whether the Government of Cameroon would provide them with meaningful opportunity before their removal to show that they may be persecuted, tortured, or otherwise harmed; and</text></clause><clause id="id0f27439532d44110ba2bdbade8d9a4dc"><enum>(ii)</enum><text>ensuring that the Government of Cameroon would provide such individuals with legal immigration status, should they wish to remain in Cameroon, and would be treated humanely; and</text></clause></subparagraph></paragraph><paragraph id="iddfa1544e23674e5e923041efccd822c6"><enum>(3)</enum><text>other information, including—</text><subparagraph id="id8bc5dc54ff584be1be55c39762f4c4f0"><enum>(A)</enum><text>an assessment from the Secretary of State of the likelihood that United States security assistance (as defined in section 502B(d) of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2304">22 U.S.C. 2304(d)</external-xref>)) provided to Cameroon could be used in support of activities by government officials related to the rendition, trafficking, detention, or imprisonment of people who are not citizens of Cameroon but have been removed to Cameroon by the United States Government;</text></subparagraph><subparagraph id="id13fa4e99c83f40a19dd7ec91a3e6bd7d"><enum>(B)</enum><text>any analysis conducted by the United States Government of the conditions to be faced in Cameroon by people who are not citizens of Cameroon but have been removed to Cameroon by the United States Government, prior to the rendition, removal, trafficking, detention, or imprisonment of such individuals to Cameroon;</text></subparagraph><subparagraph id="id737bdaebe4e54782b28ce3df816ea750"><enum>(C)</enum><text>an assessment from the Secretary of State of the conditions in any detention centers or prisons in Cameroon that may hold people who are not citizens of Cameroon but have been removed to Cameroon by the United States Government, including an assessment of allegations of torture and other gross violations of human rights;</text></subparagraph><subparagraph id="idbc4a4aea609045a587e8ea517f7efe1d"><enum>(D)</enum><text>a description of any actions that the United States Government is taking to ensure that the Government of Cameroon returns people who are not citizens of Cameroon but have been removed to Cameroon by the United States Government, in compliance with United States court orders regarding their return to the United States;</text></subparagraph><subparagraph id="id2c6223f479e34e6e9bec545ce1f449f6"><enum>(E)</enum><text>a description of any actions that the United States Government is taking to address the risk of detention, torture, or forced disappearances of people who are not citizens of Cameroon but have been removed to Cameroon by the United States Government, or efforts to facilitate the detention, torture, or forced disappearances of such people;</text></subparagraph><subparagraph id="idaeb0a8c2f30042ad900e3c5df72fb798"> <enum>(F)</enum> <text>a description of any actions the United States Government is taking to protect people who are not citizens of Cameroon but are within the United States jurisdiction or effective control from unlawful rendering, trafficking, or other means of removal to Cameroon;</text>
 </subparagraph><subparagraph id="id7f7814f5e2f345da961efb41973c7df6"><enum>(G)</enum><text>all information regarding any agreement or financial transaction between the United States Government and the Government of Cameroon related to the rendition, removal, trafficking, detention, or imprisonment of individuals who are not citizens of Cameroon but have been removed to Cameroon by the United States Government;</text></subparagraph><subparagraph id="id812d5e3c7e1a4aeea6b223a65dd06cd5"><enum>(H)</enum><text>all information regarding any individuals sent to Cameroon by the United States Government in 2025 and 2026;</text></subparagraph><subparagraph id="id1ad01d99569c447496813f326d94c109"><enum>(I)</enum><text>a description of any actions that the United States Government is taking to facilitate the release or return of people who are not citizens of Cameroon but have been wrongfully removed to Cameroon by the United States Government;</text></subparagraph><subparagraph id="idafbeff8ba5764f1e85c9c1ace8299479"><enum>(J)</enum><text>all information regarding any assurances the United States Government sought or received regarding the treatment of people who are not citizens of Cameroon but have been removed to Cameroon by the United States Government, prior to the rendition, removal, or trafficking of such individuals to Cameroon;</text></subparagraph><subparagraph id="idc9e2f1e0aa3d40ef916d2923f76dcdd4"><enum>(K)</enum><text>all information regarding assurances the United States Government sought or received regarding the further rendition, trafficking, removal, or transfer of people who are not citizens of Cameroon, but have been removed to Cameroon by the United States Government to countries that are not Cameroon, including the human rights conditions for such individuals in those countries; and</text></subparagraph><subparagraph id="id2f65b4bb3c7a4c09b97cfc4eac5869a8"><enum>(L)</enum><text>a summary of all meetings in 2025 and 2026 between Government of Cameroon officials and Washington-based officials of the United States Government.</text></subparagraph></paragraph></subsection></section></resolution-body></resolution>
