RES. 526</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20251203">December 3, 2025</action-date><action-desc><sponsor name-id="S389">Mr. Kennedy</sponsor> (for himself, <cosponsor name-id="S287">Mr. Cornyn</cosponsor>, <cosponsor name-id="S439">Mrs. Moody</cosponsor>, <cosponsor name-id="S416">Mrs. Britt</cosponsor>, and <cosponsor name-id="S252">Ms. Collins</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="SSRA00">Committee on Rules and Administration</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date date="20251217">December 17, 2025</action-date><action-desc>Reported by <sponsor name-id="S174">Mr. McConnell</sponsor>, without amendment</action-desc></action><action><action-date date="20260514">May 14, 2026</action-date><action-desc>Considered and agreed to</action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Withholding the pay of Senators if a Government shutdown occurs.</official-title></form><resolution-body style="OLC"><section display-inline="no-display-inline" id="HD69B090BCE894DCD83190B712B20EFBE" section-type="section-one"><enum>1.</enum><header>Withholding pay of Senators during Government shutdowns</header><subsection id="idDEC2F5BED5CF4F609A8DD7EC4479361B"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section—</text><paragraph display-inline="no-display-inline" commented="no" id="idbd1813b38f284c128dd9f06284a8e193"><enum>(1)</enum><text>the term <term>Government shutdown</term> means a lapse in appropriations for 1 or more Federal agencies or departments; and</text></paragraph><paragraph id="H52B74E8A9D28421EAAB63D3EB8EFF5B5"><enum>(2)</enum><text>the term <term>Secretary of the Senate</term> means the Secretary of the Senate, or an employee of the Office of the Secretary of the Senate who is designated by the Secretary to carry out the requirements of this section.</text></paragraph></subsection><subsection id="HFC5B309AD83D4EC7AD0DAC323FD01B9E"><enum>(b)</enum><header>Withholding Senators' pay if Government shutdown occurs</header><paragraph commented="no" display-inline="no-display-inline" id="id33d67c00b2b646b6aaea08a1e05d0676"><enum>(1)</enum><header>Withholding payments</header><text>During any period in which a Government shutdown is in effect, the Secretary of the Senate shall disburse and hold any payments otherwise required to be made with respect to such period for the compensation of each Senator.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb942b82512e942c3895826a263a7a4e1"><enum>(2)</enum><header>Release of payments</header><text display-inline="yes-display-inline">The Secretary of the Senate shall release to each Senator any payments held under paragraph (1) with respect to a Government shutdown as soon as practicable after the date on which the Government shutdown ends.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id09b7f5ef75b14e738db9096fe9ec4545"><enum>(c)</enum><header>Effective date</header><text>This section shall apply on and after the day after the date of the regularly scheduled general election for Federal office held in November 2026.</text></subsection></section></resolution-body></resolution>
