                resolution; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>JOINT RESOLUTION</legis-type><official-title display="yes">Proposing an amendment to the Constitution of the United
 States to protect United States citizenship.</official-title></form><resolution-body style="traditional" id="HE2855CC3BB5F408DAC327AC0E1EEDAD2"><section display-inline="yes-display-inline" section-type="undesignated-section" id="H2749EABE2D474FC4A85958F82F9D10A3"><enum/><text display-inline="yes-display-inline">That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification:</text><quoted-block style="traditional" display-inline="no-display-inline" id="H90CE8AAF574E49A38B75BA7F4E3D41C0"><constitution-article id="H6B6048494E7E4AAD9F2A6E5E0A20F7D4"><enum> —</enum><section section-type="section-one" id="H7ACB297E8ECC45A288B682386019046A"><enum>1.</enum><text display-inline="yes-display-inline">For purposes of the 14th article of amendment to the Constitution of the United States, a person may be considered to be <quote>subject to the jurisdiction of the United States</quote> only in accordance with section 2.</text></section><section display-inline="no-display-inline" section-type="section-one" id="H087F6E86421C49E1BCCB6F05645E5E2F"><enum>2.</enum><text display-inline="yes-display-inline">A person born in the United States may only be considered ‘subject to the jurisdiction of the United States' if the person is born in the United States of parents, one of whom is—</text><paragraph id="H6519879DAE01441998F9A455B83D6BCA"><enum>(1)</enum><text>a citizen or national of the United States;</text></paragraph><paragraph id="H9E40C73A961A4FF9AC67FDD58BA3C537"><enum>(2)</enum><text>an alien lawfully admitted for permanent residence in the United States whose residence is in the United States; or</text></paragraph><paragraph id="H3B0F0FF523F246599F45C67F165FD15B"><enum>(3)</enum><text>an alien with lawful status under the immigration laws performing active service in the Armed Forces.</text></paragraph></section><section section-type="section-one" id="H9D9159C4D64140FD97348485C96AAB59"><enum>3.</enum><text display-inline="yes-display-inline">Congress shall have the power to carry out this article through appropriate legislation.</text></section></constitution-article><after-quoted-block>.</after-quoted-block></quoted-block></section></resolution-body></resolution>
