which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit the Federal Government from conducting, funding, approving, or otherwise supporting any research involving human fetal tissue that is obtained pursuant to an induced abortion, and to prohibit the solicitation or knowing acquisition, receipt, or acceptance of a donation of such tissue.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HECCE44CE2D184D299ABA7CE20F93EB42"><section section-type="section-one" id="H042529D33FD248A9963DC1493C1020A1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting Life and Integrity in Research Act of 2025</short-title></quote>.</text></section><section id="H8E377F71399F4A8D8A385237A93D5816"><enum>2.</enum><header>No research involving human fetal tissue obtained pursuant to an induced abortion</header><subsection id="H5C9EA0B95447493CA896E1A2D85C8186"><enum>(a)</enum><header>In general</header><paragraph id="H45083ED497D244E8BE4F52B65A7A1AA3"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">No Federal department, agency, or office may conduct, fund, approve, or otherwise support any research involving human fetal tissue that is obtained pursuant to an induced abortion.</text></paragraph><paragraph id="HFAE81CCFF7404BB392F8B83E0AEF7845"><enum>(2)</enum><header>Development of new, ethical cell lines</header><text display-inline="yes-display-inline">Subsection (a) does not limit the authority of the head of any Federal department, agency, or office, to develop or support the development of new, high-efficiency cell lines, including for the production of vaccines and genetic vectors, so long as the cell lines are not derived from human fetal tissue that is obtained pursuant to an induced abortion.</text></paragraph><paragraph id="id6b7e6b8b72454186b9e830e4ebb4f155"><enum>(3)</enum><header>Research involving human fetal tissue obtained after a miscarriage or stillbirth permitted</header><text>Any research of any Federal department, agency, or office on human fetal tissue obtained after a miscarriage or stillbirth shall be conducted or supported in accordance with section 498A of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/289g-1">42 U.S.C. 289g–1</external-xref>).</text></paragraph><paragraph id="id177ae9c8ab4b4c46ba444e847f2fec2c"><enum>(4)</enum><header>Definition</header><text>In this subsection, the term <term>human fetal tissue</term> has the meaning given such term in section 498A(g) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/289g-1">42 U.S.C. 289g–1(g)</external-xref>). </text></paragraph></subsection><subsection id="H8AA143A117824EAAACE5F4CB5F90157D"><enum>(b)</enum><header>Amendments to the PHSA limiting human fetal tissue research to tissue obtained after a miscarriage or stillbirth</header><text display-inline="yes-display-inline">Section 498A of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/289g-1">42 U.S.C. 289g–1</external-xref>) is amended—</text><paragraph id="idb2d7b037d42040b895abcf2c8ed3c938"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">transplantation of fetal tissue</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">human fetal tissue obtained after a miscarriage or stillbirth</header-in-text></quote>;</text></paragraph><paragraph id="id5e3b62b6c53041d6a1e7ff42526e84ef"><enum>(2)</enum><text>by amending subsection (a) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idD14828CD2DE6456A887721E8F7C24366"><subsection id="id8fe0a95c9f594256841d296e375f9133"><enum>(a)</enum><header>Establishment of program</header><text>The Secretary may conduct or support research on human fetal tissue obtained after a miscarriage or a stillbirth.</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="idf18290809565402094208a110be17765"><enum>(3)</enum><text>in subsection (b)—</text><subparagraph id="idbbc850805d3949e4ae0ece759405b36d"><enum>(A)</enum><text>in paragraph (1)(B), by inserting <quote>if the human fetal tissue is intended for transplantation,</quote> before <quote>the donation</quote>; and</text></subparagraph><subparagraph id="id8611304936144a61a5bda8fb2a9dd0c6"><enum>(B)</enum><text>in paragraph (2)—</text><clause id="idee4ff7c03ca241a0b51b86a81a2e8bde"><enum>(i)</enum><text>by striking subparagraph (A); and</text></clause><clause id="id89c95e95c9e24ff896814f6e964803ec"><enum>(ii)</enum><text>by redesignating subparagraphs (B) and (C) as subparagraphs (A) and (B), respectively;</text></clause></subparagraph></paragraph><paragraph id="id1f3886b8a41e45ed99b2eaad988c7d2f"><enum>(4)</enum><text>in subsection (c)(1)(B), by striking <quote>pursuant to a spontaneous or induced abortion or pursuant to</quote> and inserting <quote>after a miscarriage or</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9d85928259254508a18291bc378d7357"><enum>(5)</enum><text>by amending subsection (g) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idAD7F655F1E40473CAA25E7808A6FADA9"><subsection id="id5d4c314c62fd42a5bcbcda4753574caf"><enum>(g)</enum><header>Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="ide51c3b7a50fa453a9228934dd48bb71c"><enum>(1)</enum><header>Human fetal tissue</header><text display-inline="yes-display-inline">The term <term>human fetal tissue</term> means tissue or cells obtained from a dead unborn child pursuant to an induced abortion, a miscarriage, or a stillbirth. </text></paragraph><paragraph id="id7de8a84660a6413aaa0ccedff2de7655"><enum>(2)</enum><header>Miscarriage</header><text>The term <term>miscarriage</term> means the involuntary death of an unborn child who was carried in the womb for a period of less than 20 weeks.</text></paragraph><paragraph id="id548676ee7de4467892fa212d4a50dd99"><enum>(3)</enum><header>Stillbirth</header><text>The term <term>stillbirth</term> means the involuntary death of an unborn child who was carried in the womb for a period of 20 weeks or more.</text></paragraph><paragraph id="idf6073de2b6044ab8b7bdd8aa8de3a7c4"><enum>(4)</enum><header>Unborn child</header><text>-The term <term>unborn child</term> has the meaning given such term in section 1841(d) of title 18, United States Code.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idc0e48f76fa944072800c35987d088d5b"><enum>(c)</enum><header>Conforming repeal</header><text>Section 113 of the National Institutes of Health Revitalization Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/42/289g-1">42 U.S.C. 289g–1</external-xref> note) is repealed. </text></subsection></section><section id="H77C4F5E430DE4982B00B239E59347004"><enum>3.</enum><header>Prohibition against solicitation or knowing acquisition, receipt, or acceptance of a donation of human fetal tissue knowing that the tissue was obtained pursuant to an induced abortion</header><subsection id="H5FBC0DE1B5D6403199C5476660C965A2"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Paragraph (1) of section 498B(c) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/289g-2">42 U.S.C. 289g–2(c)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HE7445841830A4B53B6E05A9D91B25E31"><paragraph id="H44D50C0516F442C188C65258489C54C7"><enum>(1)</enum><text display-inline="yes-display-inline">solicit or knowingly acquire, receive, or accept a donation (excluding any transfer for purposes of autopsy or burial) of human fetal tissue knowing that—</text><subparagraph id="H92228986FE8C44D98BA6A6FF6E88D690"><enum>(A)</enum><text>a human pregnancy was deliberately initiated to provide such tissue; or</text></subparagraph><subparagraph id="HC8A1312B00FC4585BB1EED12C689A915"><enum>(B)</enum><text display-inline="yes-display-inline">the tissue was obtained pursuant to an induced abortion; or</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H5EFC19BAEEFB49E98B74B8448BD33912"><enum>(b)</enum><header>Conforming changes</header><text display-inline="yes-display-inline">Section 498B of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/289g-2">42 U.S.C. 289g–2</external-xref>) is amended—</text><paragraph id="HCF8F60DC88FB40D3A255A8188D191DA0"><enum>(1)</enum><text>by striking subsection (b);</text></paragraph><paragraph id="HFAB7ABDAD3EA4AFBA91278A609217A30"><enum>(2)</enum><text>by redesignating subsections (c) through (e) as subsections (b) through (d), respectively; and</text></paragraph><paragraph id="H94D57F58D8EC4E84AA279E11C3B1DBA3"><enum>(3)</enum><text>in subsection (c), as redesignated—</text><subparagraph id="HCF2FEBF801004C87B0C0B4B58C3DED42"><enum>(A)</enum><text>in paragraph (1), by striking <quote>(a), (b), or (c)</quote> and inserting <quote>(a) or (b)</quote>; and</text></subparagraph><subparagraph id="H8FAD06C9FCEB484FBCBA24B39EF15C78"><enum>(B)</enum><text>in paragraph (2), by striking <quote>or (b)(3)</quote>.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
