<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 821</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250303">March 3, 2025</action-date><action-desc><sponsor name-id="S287">Mr. Cornyn</sponsor> (for himself and <cosponsor name-id="S337">Mr. Coons</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for increased reporting regarding Department of State Taiwan guidelines.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Taiwan Assurance Implementation Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="ideb38a86677c644c9a784479fa5f45eb8"><enum>2.</enum><header>Increased reporting regarding Department of State Taiwan guidelines</header><text display-inline="no-display-inline">Section 315 of the Taiwan Assurance Act of 2020 (subtitle B of title III of division FF of <external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>; 134 Stat. 3100) is amended—</text><paragraph id="id79cf6dc5ee5a41a384b7e27e10618c96"><enum>(1)</enum><text>in subsection (c)(1), by inserting <quote>and any successor document or related document that includes guidance on relations with Taiwan</quote> after <quote>memorandum</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc1f514e667d2421e9826dd6de3e97384"><enum>(2)</enum><text>by adding at the end the following new subsection:</text><quoted-block style="OLC" id="id58A10B52C0994A5FA2EA46981330FC4F" act-name=""><subsection id="id398470EEA1A4464FB1BC040D7DA4682D"><enum>(d)</enum><header>Periodic reviews and updated reports</header><paragraph commented="no" display-inline="no-display-inline" id="id598708c90f9549628effbf585754cc68"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>For as long as the Department of State maintains guidance that governs relations with Taiwan as described in subsection (a), the Secretary of State shall—</text><subparagraph id="ida7982cfac1ee41ce882cf22961fc82bb"><enum>(A)</enum><text>not less than once every five years, conduct a review of the Department of State’s guidance that governs relations with Taiwan, including the periodic memorandum entitled, <quote>Guidelines on Relations with Taiwan</quote> and related documents, and reissue such guidance to executive branch departments and agencies; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbe7f554c9eb64d05a848b7269e1596f8"><enum>(B)</enum><text>not later than 90 days after completing a review required by paragraph (1)(A), submit an updated report to the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name> and the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idec13ba1e72264c0692e68db12f215a61"><enum>(2)</enum><header>Matters to be included</header><text display-inline="yes-display-inline">The updated reports required under paragraph (1)(B) shall include—</text><subparagraph id="id9ccd87cbc1af456c8ce1fe522b73d2c4"><enum>(A)</enum><text>all the information required under subsection (c);</text></subparagraph><subparagraph id="idb9bb52864a0446d1a306861063087460"><enum>(B)</enum><text>a description of how the updated guidance meets the goals and objectives described in subsection (b); and</text></subparagraph><subparagraph id="ided6794ee9a234e63890368932acf1d1d"><enum>(C)</enum><text>an identification of self-imposed restrictions on relations with Taiwan lifted by the Secretary of State in the most recent updated guidance, including the periodic memorandum entitled <quote>Guidelines on Relations with Taiwan</quote> and related documents.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
