which was read twice and referred to the <committee-name committee-id="SSCM00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date date="20260422">April 22, 2026</action-date><action-desc>Reported by <sponsor name-id="S355">Mr. Cruz</sponsor>, with an amendment</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction></action><legis-type>A BILL</legis-type><official-title>To require Amtrak to install baby changing tables in bathrooms on passenger rail cars.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1" changed="deleted" reported-display-style="strikethrough" committee-id="SSCM00"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Baby Changing on Board Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id128e4c7081ff437d86cb58f4f3f44628" changed="deleted" reported-display-style="strikethrough" committee-id="SSCM00"><enum>2.</enum><header>Installation of baby changing tables on Amtrak trains</header><subsection commented="no" display-inline="no-display-inline" id="idf14946ec0a00450aa83e6285c9f64fd1"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/243">Chapter 243</external-xref> of title 49, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/49/24313">section 24313</external-xref> the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="idF296409C474B4F7B99E89F4A648C3C3D" changed="deleted" reported-display-style="strikethrough" committee-id="SSCM00"><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idbda4a4477cd943f3b161861047cdfd6d"><enum>24314.</enum><header>Baby changing tables</header><subsection id="id5af121b71a564820a6e5bc159ffc0fab"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="id80305fc43d794c059f942236f4ce5da3"><enum>(1)</enum><header>ADA-compliant restroom</header><text>The term <term>ADA-compliant restroom</term> means a restroom that complies with the requirements set forth in section 242(a) of the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12162">42 U.S.C. 12162(a)</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf4c798baae814b5faea27b8712e2ad67"><enum>(2)</enum><header display-inline="yes-display-inline">Baby changing table</header><text>The term <term>baby changing table</term> means an elevated, freestanding structure generally designed to support and retain a child with a body weight of up to 30 pounds in a horizontal position for the purpose of allowing an individual to change the child’s diaper, including pull-out or drop-down changing surfaces. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2beede4895594457bde0f3d63635c7b4"><enum>(3)</enum><header display-inline="yes-display-inline">Covered passenger rail train</header><text>The term <term>covered passenger rail train</term>—</text><subparagraph commented="no" display-inline="no-display-inline" id="id4cb8f626fad147679631d0558dc72ecd"><enum>(A)</enum><text display-inline="yes-display-inline">means a passenger rail train that—</text><clause commented="no" display-inline="no-display-inline" id="idfc9bc5c44eca417fb88953afe626b598"><enum>(i)</enum><text display-inline="yes-display-inline">is owned and operated by the National Railroad Passenger Corporation (commonly known as <quote>Amtrak</quote>); and</text></clause><clause commented="no" display-inline="no-display-inline" id="idee8169fde5b74c4a939510f488955a72"><enum>(ii)</enum><text>was solicited for purchase after the date of the enactment of the <short-title>Baby Changing on Board Act</short-title> for use by Amtrak; and </text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida1882b5bbd0c4d05a7124f7f160bff9f"><enum>(B)</enum><text>does not include any passenger rail train that Amtrak operates, but does not own.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id7372568233674d8db0be1e6807b0c54b"><enum>(b)</enum><header display-inline="yes-display-inline">Baby changing tables</header><paragraph commented="no" display-inline="no-display-inline" id="idea5a34c921de4a3e94600e59c3545b91"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">All covered passenger rail trains shall have a baby changing table in at least one restroom in each rail car, including in an ADA-compliant restroom.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8aaa7e31c250421db63475b7a56937ff"><enum>(2)</enum><header>Signage</header><text>Such restroom shall clearly indicate with signage the presence of a baby changing table and such baby changing tables shall be clearly identified with signage.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="idaf880ea222564bc08fac834d984e76ca"><enum>(b)</enum><header>Clerical amendment</header><text>The chapter analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/243">chapter 243</external-xref> of title 49, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/49/24313">section 24313</external-xref> the following:</text><quoted-block style="USC" id="id342e08df-64ac-4138-8894-eea83339e766" changed="deleted" reported-display-style="strikethrough" committee-id="SSCM00"><toc changed="deleted" reported-display-style="strikethrough" committee-id="SSCM00"><toc-entry level="section" idref="idbda4a4477cd943f3b161861047cdfd6d">24314. or </text></subclause><subclause commented="no" display-inline="no-display-inline" id="idfb1dc02757da4ab1948764821b2409f8"><enum>(II)</enum><text display-inline="yes-display-inline">another intercity passenger rail service provider that—</text><item id="id93ab889be71d4048920f781f6f8fe5a0"><enum>(aa)</enum><text>is the recipient or subrecipient of Federal financial assistance; or</text></item><item id="ide8ba95e268b14f31af2ac438cb97d497"><enum>(bb)</enum><text>is a primary beneficiary of Federal financial assistance from a project for which another entity has received Federal financial assistance;</text></item></subclause></clause><clause commented="no" display-inline="no-display-inline" id="idfdf6d99e-d457-4cb3-a27e-608c669da5e2"><enum>(ii)</enum><text>is newly built and was solicited for purchase after the date of the enactment of the <short-title>Baby Changing on Board Act</short-title>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="ide23c823acd964b75a161012ca7a438e7"><enum>(iii)</enum><text>has at least one restroom that is not in a private accommodation; and</text></clause></subparagraph><subparagraph id="ide4ae1b50926940f89970a9437c13f131"><enum>(B)</enum><text>does not include—</text><clause commented="no" display-inline="no-display-inline" id="idc5a8a21cb08c4d36a08cff96464e4be7"><enum>(i)</enum><text display-inline="yes-display-inline">a private rail car; or </text></clause><clause commented="no" display-inline="no-display-inline" id="id60f922a8c4f748d0b3ce9274bdf8a94a"><enum>(ii)</enum><text display-inline="yes-display-inline">a historical or antiquated rail passenger car (as defined in section 304(c)(2) of the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12184">42 U.S.C. 12184(c)(2)</external-xref>)).</text></clause></subparagraph></paragraph><paragraph id="id6db6d93bb92145de852fee3f3adef2f8"><enum>(4)</enum><header>Private rail car</header><text>The term <term>private rail car</term> means rail rolling equipment that is used only for excursion, recreational, or private transportation purposes.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5068ecb2-e8c9-4c44-acf8-faeabfafce9f"><enum>(b)</enum><header display-inline="yes-display-inline">Baby changing tables</header><paragraph commented="no" display-inline="no-display-inline" id="ida17b6094-2f19-4b2c-8c0b-776f4f6a69a1"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">All covered passenger rail cars shall have a baby changing table in at least one restroom, and when an ADA-compliant public restroom is present in the covered passenger car, such restroom shall have a baby changing table.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd0b9cd0a-2180-445b-a858-fed648a681b2"><enum>(2)</enum><header>Signage</header><text>Each restroom described in paragraph (1) shall clearly indicate with signage the presence of a baby changing table and such baby changing tables shall be clearly identified with signage.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="idc122683a-eca3-4527-b711-647dfbb849db"><enum>(b)</enum><header>Clerical amendment</header><text>The chapter analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/243">chapter 243</external-xref> of title 49, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/49/24313">section 24313</external-xref> the following:</text><quoted-block style="USC" id="id9c00e6bf-9244-4a36-837b-ee2e6fba7546" changed="added" reported-display-style="italic" committee-id="SSCM00"><toc changed="added" reported-display-style="italic" committee-id="SSCM00"><toc-entry level="section" idref="idbda4a4477cd943f3b161861047cdfd6d">24314.
