which was read twice and referred to the <committee-name committee-id="SSVA00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Veterans' Affairs</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date>December 2, 2025</action-date><action-desc>Reported by <sponsor name-id="S347">Mr. Moran</sponsor>, with an amendment</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction></action><legis-type>A BILL</legis-type><official-title>To amend title 38, United States Code, to establish an external provider scheduling program to assist the Department of Veterans Affairs in scheduling appointments for care and services under the Veterans Community Care Program, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="ide1cab8db2db249dea356e4845d501e1d" changed="deleted" reported-display-style="strikethrough" committee-id="SSVA00"><enum>1.</enum><header>External provider scheduling program of Department of Veterans Affairs</header><subsection commented="no" display-inline="no-display-inline" id="idcd8a6a398ec54c5f8bceaaa020f54897"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment</header><paragraph commented="no" display-inline="no-display-inline" id="id1990fcf3dd5c4d9e8912c32ffa5e479d"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/17">chapter 17</external-xref> of title 38, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/38/1703G">section 1703G</external-xref> the following new section:</text><quoted-block style="USC" display-inline="no-display-inline" id="id27BA2710DD044B70BBF1A63C5B70956F" changed="deleted" reported-display-style="strikethrough" committee-id="SSVA00"><section commented="no" display-inline="no-display-inline" id="idce7b368997c54fa88aa87713fbb6c739"><enum>1703H.</enum><header>External Provider Scheduling Program</header><subsection commented="no" display-inline="no-display-inline" id="ide362a16da58d4d71b1447090f820d0be"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There is established within the Department a national External Provider Scheduling Program (in this section referred to as the <quote>Program</quote>) to assist the Department in scheduling appointments for care and services under the Veterans Community Care Program under section 1703 of this title.</text></subsection><subsection id="id71936c49678d494a810c61c003eae720"><enum>(b)</enum><header>Elements of program</header><text>The Program shall consist of technology that allows schedulers of the Department to view the schedules of health care providers participating in the Veterans Community Care Program under section 1703 of this title and schedule, in real-time, appointments for care and services under such section.</text></subsection><subsection id="id06665204a1394226a35aa4ca7683c3c5"><enum>(c)</enum><header>Use of contracts</header><text display-inline="yes-display-inline">The Secretary shall carry out the Program through an existing contract entered into by the Department, if feasible, or a new contract. </text></subsection><subsection id="idb5f0d14c79824ff591aa3b1f366888cf"><enum>(d)</enum><header>Reduction in wait times</header><text>The Secretary shall ensure that the Program—</text><paragraph id="idd3443e562e9c4ca5a3bf024ef34d51a5"><enum>(1)</enum><text>reduces the time (measured in days) from referral of veterans to health care providers under the Veterans Community Care Program under section 1703 of this title to the actual scheduling of appointments for care or services under such section; and</text></paragraph><paragraph id="id993cd1e8789f487f9c3a81d1cafad5e8"><enum>(2)</enum><text>reduces the time (measured in days and hours) for schedulers of the Department to schedule appointments for care or services under such section.</text></paragraph></subsection><subsection id="id05555c9ed0c345e49307732a777102ea"><enum>(e)</enum><header>Annual report</header><text>Not later than September 30 of each year through 2028, the Secretary shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a report on the progress of the Secretary in establishing the Program.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0b6a319ea57b4b3e8ea4662d50609ec7"><enum>(2)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/17">chapter 17</external-xref> of title 38, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/38/1703G">section 1703G</external-xref> the following new item:</text><quoted-block style="OLC" id="idfdba42fa-27ee-4d86-9ea1-4bb73653c302" changed="deleted" reported-display-style="strikethrough" committee-id="SSVA00"><toc changed="deleted" reported-display-style="strikethrough" committee-id="SSVA00"><toc-entry level="section" idref="idce7b368997c54fa88aa87713fbb6c739">1703H. External Provider Scheduling Program.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id7e480e55bff547f58a8ca5a753f5058f"><enum>(b)</enum><header>Availability of program</header><text>The Secretary of Veterans Affairs shall ensure that the national External Provider Scheduling Program established under section 1703H of title 38, United States Code, as added by subsection (a)(1), is available to all medical centers of the Department of Veterans Affairs by not later than September 30, 2025. </text></subsection><subsection commented="no" display-inline="no-display-inline" id="id64162ac67cb946e19c25cf55c404caf5"><enum>(c)</enum><header>Conforming amendments</header><text>Section 1703 of title 38, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idd7261881b01243cb8c9cf89a0532697b"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)(2)(A), by inserting <quote>, including pursuant to the program under section 1703H of this title,</quote> after <quote>medical appointments</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb0e34648d0dc405eb457bced96a3c577"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (h)(2)(B), by inserting <quote>, including pursuant to the program under section 1703H of this title</quote> before the period at the end.</text></paragraph></subsection></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section id="id97e1d74b17a5460fbaa9dc948d8fa370" section-type="section-one" changed="added" reported-display-style="italic" committee-id="SSVA00"><enum>1.</enum><header>External provider scheduling program of Department of Veterans Affairs</header><text display-inline="no-display-inline">Section 1703 of title 38, United States Code, is amended—</text><paragraph id="id001f4e9526494e3e9d7ea6ed856af665"><enum>(1)</enum><text>in subsection (a)(2)(A), by inserting <quote>, including pursuant to the systems required under subsection (q),</quote> after <quote>medical appointments</quote>;</text></paragraph><paragraph id="idba2009febc79469b8c4b08cdd64f0ed7" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>in subsection (h)(2)(B), by inserting <quote>, including pursuant to the systems required under subsection (q)</quote> before the period at the end;</text></paragraph><paragraph id="idd3ed53c7252345ffa6a2033678cb9366"><enum>(3)</enum><text>by redesignating subsection (q) as subsection (r); and</text></paragraph><paragraph id="iddb9558d90a4e4f39a70dfbe7acb51c3b"><enum>(4)</enum><text>by inserting after subsection (p) the following new subsection (q):</text><quoted-block style="OLC" display-inline="no-display-inline" id="idd0eb47a80bdf4059a17b0199ce10e6b3" changed="added" reported-display-style="italic" committee-id="SSVA00"><subsection id="id985d4139a6aa4d919e68904b9f27a184"><enum>(q)</enum><header>Provider scheduling</header><paragraph commented="no" display-inline="no-display-inline" id="idb1cbd8c1a0444e3789667f80311289dc"><enum>(1)</enum><header>In general</header><text>In carrying out the program under this section, the Secretary shall develop or procure such technology systems as needed to allow schedulers of the Department to view the schedules of health care providers participating in the program and schedule, in real-time, appointments for care and services under the program, to the extent practicable.</text></paragraph><paragraph id="id14aa41f8e9974b6d9605b5a7c21957a9"><enum>(2)</enum><header>Use of contracts</header><text>The Secretary may procure such systems as described in paragraph (1) through an existing contract entered into by the Department, if feasible, or a new contract.</text></paragraph><paragraph id="id9b160335d74c4a9b94c6981fece247a8"><enum>(3)</enum><header>Reduction in wait times</header><text>The Secretary shall develop or procure the systems described in paragraph (1) with the intent of— </text><subparagraph commented="no" display-inline="no-display-inline" id="id91a3a34b43164333bfdf366594662d1b"><enum>(A)</enum><text display-inline="yes-display-inline">reducing the time (measured in days) from referral date of veterans to health care providers under subsection (c) to the actual scheduling of appointments for care or services under this section; and</text></subparagraph><subparagraph id="id1648c281783f422bb1e399d77d68ded8"><enum>(B)</enum><text>reducing the time (measured in days and hours) for schedulers of the Department to schedule appointments for care or services under this section.</text></subparagraph></paragraph><paragraph id="idc7931a8f9f5b475387f938abada40451"><enum>(4)</enum><header>Annual report</header><text>Not later than September 30 of each year through 2028, the Secretary shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a report on the progress of the Secretary in establishing the systems required by paragraph (1).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body><endorsement><action-date>December 2, 2025</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
