A BILL

To prohibit the Environmental Protection Agency from using assessments generated by the Integrated Risk Information System as a tier 1 data source in rulemakings and other regulatory, enforcement, or permitting actions, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short title.

This Act may be cited as the “No IRIS Act of 2025”.

SEC. 2. Prohibition on use of assessments generated by the Integrated Risk Information System program.

Notwithstanding any other provision of law, the Administrator of the Environmental Protection Agency may not use any assessment generated by the Integrated Risk Information System program of the Environmental Protection Agency as a basis—

(1) to develop, finalize, or issue a rule or regulation;

(2) to carry out any other regulatory, enforcement, or permitting action; or

(3) to inform air toxics assessments or other mapping or screening tools.
