<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 5377</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260807">August 7, 2026</action-date><action-desc><sponsor name-id="S404">Mr. Scott of Florida</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSRA00">Committee on Rules and Administration</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Congressional Budget and Impoundment Control Act of 1974 to establish certain procedures for consideration of appropriation bills, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H87B814FC83044B6A91A8C637D3B7F313"><section section-type="section-one" id="HB2C87213863A4F7EB799B49316CFDBBD"><enum>1.</enum><header>Procedures for consideration of appropriation bills</header><subsection id="H01BDC2BE959C4EEBB102405649A821BA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 309 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/640">2 U.S.C. 640</external-xref>) is amended to read as follows:</text><quoted-block style="traditional" display-inline="no-display-inline" id="HE5B529F075FA4905820EC636855B22C3"><section display-inline="no-display-inline" id="H22E70374E47149A9B374F327D6ADE288"><enum>309.</enum><header>Approval of appropriation bills</header><subsection commented="no" display-inline="yes-display-inline" id="HD5EB647FE4324A338EC48F6993AE8E12"><enum>(a)</enum><header>In the Senate</header><paragraph id="H9A785317DF4D4829B5CB89D86A2AC0EB"><enum>(1)</enum><text display-inline="yes-display-inline">Except as provided in paragraph (2), the provisions of section 305 for the consideration in the Senate of concurrent resolutions on the budget and conference reports thereon shall apply to the consideration in the Senate of appropriation bills.</text></paragraph><paragraph id="H4CFA33E9D45346DDBDADFFE4D5DE0F24"><enum>(2)</enum><text display-inline="yes-display-inline">Debate in the Senate on any annual appropriation bill, and all amendments thereto and debatable motions and appeals in connection therewith, shall be limited to not more than 20 hours.</text></paragraph></subsection><subsection id="H6DA772D277C1462CB308D778BE8E2A9D"><enum>(b)</enum><header>In the House of Representatives</header><text display-inline="yes-display-inline">It shall not be in order in the House of Representatives to consider any resolution providing for an adjournment period of more than three calendar days during the month of July until the House of Representatives has approved appropriation bills providing new budget authority under the jurisdiction of all the subcommittees of the Committee on Appropriations for the fiscal year beginning on October 1 of such year. For purposes of this section, the chairman of the Committee on Appropriations of the House of Representatives shall periodically advise the Speaker as to changes in jurisdiction among its various subcommittees.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H81F4E94C658049E3AF30A5A3E0D001F5"><enum>(b)</enum><header>Conforming amendment</header><text>In the table of contents in section 1(b) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/2/621">2 U.S.C. 621</external-xref> note), the item relating to section 309 is amended to read as follows:</text><quoted-block style="traditional" display-inline="no-display-inline" id="H6D65B71BE3E54FC4BC86181D7E06DC72"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 309.
