<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 5342</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260806">August 6, 2026</action-date><action-desc><sponsor name-id="S436">Ms. Slotkin</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require a report on the advisability and feasibility of establishing a Drone Center of Excellence within the Army National Guard.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Report on establishment of Drone Center of Excellence within Army National Guard</header><subsection commented="no" display-inline="no-display-inline" id="id37e585a7adf34ee899de23b5c96930ca"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of the Army shall submit to the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives a report on the advisability and feasibility of establishing a Drone Center of Excellence within the Army National Guard at a National Guard training site.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="iddba849debddf46fb9893a14204410a61"><enum>(b)</enum><header>Elements</header><text>The report required under subsection (a) shall consider performance of the following functions at the potential Center of Excellence:</text><paragraph id="id7687361b17c341f48e26b7d09cb587fe"><enum>(1)</enum><text>Certification of operators of unmanned aerial systems during annual training periods.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5f8f638dcd8d427b843ab4d3cf29af58"><enum>(2)</enum><text display-inline="yes-display-inline">Development of doctrine, tactics, techniques, and procedures for the operation of such systems.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1dc25027bbf848faa10a50bc25068dd0"><enum>(3)</enum><text display-inline="yes-display-inline">Experimentation on integrating artificial intelligence applications for target recognition and real-time situational awareness into the operation of such systems.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9bdf8a4e9ab243709f2cf19600b7e869"><enum>(4)</enum><text display-inline="yes-display-inline">Conduct of force-on-force unmanned aerial systems exercises, including brigade-level <quote>drone wars</quote> experimentation integrated with infantry, armor, and joint formations.</text></paragraph></subsection></section></legis-body></bill>
