To require a report on the advisability and feasibility of establishing 
      a Drone Center of Excellence within the Army National Guard.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. REPORT ON ESTABLISHMENT OF DRONE CENTER OF EXCELLENCE WITHIN 
              ARMY NATIONAL GUARD.

    (a) In General.--Not later than 180 days after the date of the 
enactment of this Act, the Secretary of the Army shall submit to the 
Committee on Armed Services of the Senate and the Committee on Armed 
Services of the House of Representatives a report on the advisability 
and feasibility of establishing a Drone Center of Excellence within the 
Army National Guard at a National Guard training site.
    (b) Elements.--The report required under subsection (a) shall 
consider performance of the following functions at the potential Center 
of Excellence:
            (1) Certification of operators of unmanned aerial systems 
        during annual training periods.
            (2) Development of doctrine, tactics, techniques, and 
        procedures for the operation of such systems.
            (3) Experimentation on integrating artificial intelligence 
        applications for target recognition and real-time situational 
        awareness into the operation of such systems.
            (4) Conduct of force-on-force unmanned aerial systems 
        exercises, including brigade-level ``drone wars'' 
        experimentation integrated with infantry, armor, and joint 
        formations.
