which was read twice and referred to the <committee-name committee-id="SSSB00">Committee on Small Business and Entrepreneurship</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Small Business Act to establish the position of Coordinator for Disabled Small Business Concerns within the Office of Diversity, Inclusion and Civil Rights of the Small Business Administration, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Disabled Entrepreneurs Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="ide7f7d27fe45149219a76e68a8692a634"><enum>2.</enum><header>Coordinator for disabled small business concerns</header><text display-inline="no-display-inline">The Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631 et seq.</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idb8b857d23f8642b1bfbe7d82425f7602"><enum>(1)</enum><text>by redesignating section 49 (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631</external-xref> note) as section 50; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id59086eb57ade42dda3184bf58521a395"><enum>(2)</enum><text>by inserting after section 48 (<external-xref legal-doc="usc" parsable-cite="usc/15/657u">15 U.S.C. 657u</external-xref>) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1F47AF5F14354A49ABA8AEF4AA137E90"><section commented="no" display-inline="no-display-inline" id="id78db06c706cf4d0a98213580245e846d"><enum>49.</enum><header>Assistance for disabled small business concerns</header><subsection commented="no" display-inline="no-display-inline" id="ida9ddaa7326ce4bb48dd05ec747f50746"><enum>(a)</enum><header display-inline="yes-display-inline">Coordinator for Disabled Small Business Concerns</header><paragraph id="id00478ec890744538a795b5e3ef7c511f"><enum>(1)</enum><header>Establishment</header><text>There is established within the Office of Diversity, Inclusion and Civil Rights of the Administration the position of Coordinator for Disabled Small Business Concerns (referred to in this section as the <term>Coordinator</term>), the occupant of which shall be responsible for the planning, coordination, implementation, evaluation, and improvement of the efforts of the Administrator to enhance support for disabled small business concerns across capital, counseling, and contracting programs.</text></paragraph><paragraph id="id1d007892bc384345bc29faa5ecc1aeb7"><enum>(2)</enum><header>Coordinator</header><subparagraph id="id8070348ca6bb40c38270d96add6309a8"><enum>(A)</enum><header>Designation</header><text>Not later than 180 days after the date of enactment of the <short-title>Supporting Disabled Entrepreneurs Act</short-title>, the Administrator shall designate to serve as Coordinator an individual who—</text><clause commented="no" display-inline="no-display-inline" id="id663f4f545314444697e3494e94a8e4c2"><enum>(i)</enum><text display-inline="yes-display-inline">may be, as of the date of that designation, an employee of the Administration; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id97342e0c7c4848cc80f4a9c485bc7640"><enum>(ii)</enum><text display-inline="yes-display-inline">has—</text><subclause commented="no" display-inline="no-display-inline" id="id16e76e3fbd984d3ab6617b255efda727"><enum>(I)</enum><text display-inline="yes-display-inline">demonstrated experience working with and knowledge of disabled small business concerns; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id1bf8739b6e044654a8eec21bd4690101"><enum>(II)</enum><text display-inline="yes-display-inline">experience providing access to capital, contracting opportunities, or counseling to disabled small business concerns.</text></subclause></clause></subparagraph><subparagraph id="id4afc462eb74a4ddda5264bd119991bfd"><enum>(B)</enum><header>Duties</header><text>The Coordinator shall—</text><clause id="id05dada3caf754773bbc046e0c967c50e"><enum>(i)</enum><text>create and implement strategies and programs that support the activities, development, and growth of disabled small business concerns;</text></clause><clause id="id3a2866bd3d2949ddb9ddeeabe3bb1b87"><enum>(ii)</enum><text>facilitate outreach to disabled small business concerns through the entities described in clauses (i) through (iii) of subparagraph (C);</text></clause><clause commented="no" display-inline="no-display-inline" id="id64131a7d0a6e4514bc9d12fea02b6584"><enum>(iii)</enum><text display-inline="yes-display-inline">develop technical support and training programs for disabled small business concerns that the entities described in clauses (i) through (iii) of subparagraph (C) may use when conducting the outreach described in clause (ii) of this subparagraph;</text></clause><clause id="id336d80e4990a4e0db1cece8197521333"><enum>(iv)</enum><text>establish partnerships within the Administration and with relevant Federal agencies to advance the goal of supporting the economic success of disabled small business concerns;</text></clause><clause id="id47d15e015ee64577b28f520919ed3908"><enum>(v)</enum><text>review the effectiveness and impact of Administration programs for disabled small business concerns;</text></clause><clause id="id45a1a36e6f4b4da2bec67de22a4fb173"><enum>(vi)</enum><text>when appropriate, advocate on behalf of disabled small business concerns within the Administration;</text></clause><clause id="id29a4685ad0874f0d977056e35322cb42"><enum>(vii)</enum><text>not less frequently than once every 6 months beginning 1 year after the date of enactment of the <short-title>Supporting Disabled Entrepreneurs Act</short-title>, hold public meetings with relevant stakeholders to assess the effectiveness of the strategies and programs of the Administration designed to support disabled small business concerns and any gaps in those programs of the Administration; and</text></clause><clause id="id6909a689eb034f2eb69e0dcb4013436b"><enum>(viii)</enum><text>not later than 2 years after the date of enactment of the <short-title>Supporting Disabled Entrepreneurs Act</short-title>, submit to Congress a report that describes the major activities of the Coordinator, contains recommendations for congressional action to further support disabled small business concerns, and addresses the potential for growth within the areas in which the Coordinator operates.</text></clause></subparagraph><subparagraph id="id5ab49b926bb9465290922f87d22ed7b6"><enum>(C)</enum><header>Consultation</header><text>In carrying out the duties under this paragraph, the Coordinator shall consult with—</text><clause id="id6737fed3d84949c18496bcafbdd76762"><enum>(i)</enum><text>district offices of the Administration;</text></clause><clause commented="no" display-inline="no-display-inline" id="idd49aaacaf1994fda92cc103ce450c7b7"><enum>(ii)</enum><text>regional offices of the Administration;</text></clause><clause id="id9992825283ee44b390b89b18af04c857"><enum>(iii)</enum><text>resource partners of the Administration, including small business development centers, women’s business centers described in section 29, chapters of the Service Corps of Retired Executives described in section 8(a)(1)(A), and Veteran Business Outreach Centers described in section 32; and</text></clause><clause id="id091ce06e8279443eaa7f08bfe63ad345"><enum>(iv)</enum><text>other relevant Federal agencies, including the National Council on Disability, Department of Health and Human Services, the Department of Justice, the Department of Labor, the Department of Veterans Affairs, the Department of Education, the Social Security Administration, the Access Board, and the Minority Business Development Agency.</text></clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id09a9225ca4ee43319a0a92eb88ff1257"><enum>(b)</enum><header>Reporting</header><text>To the extent possible, the Administration shall publicly report, including in weekly reports on lending approvals, data on services provided to disabled small business concerns across programs of the Administration.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id4bd483ad50b549dca8aa2c847cc1acf1"><enum>(c)</enum><header display-inline="yes-display-inline">Data collection</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of the <short-title>Supporting Disabled Entrepreneurs Act</short-title>, the Administrator shall collect data across programs of the Administration regarding the disability status of small business concerns, on a voluntary basis, through program intake forms.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
