which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Act of March 2, 1931, to establish a Human-Wildlife Conflict Reduction Program, and for other purposes.</official-title></form><legis-body><section id="idc03dec261c454fdc9081ce7e69e0f430" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Human-Wildlife Conflict Reduction Act of 2026</short-title></quote>.</text></section><section id="id07aa6d3ebfe74a20900bee1778c3a7f7"><enum>2.</enum><header>Human-Wildlife Conflict Reduction Program</header><text display-inline="no-display-inline">The Act of March 2, 1931 (46 Stat. 1468, chapter 370), is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id18be44d62d47473e8689e8fe6b390bba"><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id7cc19c557a3b4b8a8f010aebc849cefe"><enum>4.</enum><header>Human-Wildlife Conflict Reduction Program</header><subsection commented="no" display-inline="no-display-inline" id="id0e1e272844b946a487c1a3053f73db07"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment</header><paragraph id="id5ddfe9e9fffb4ae3adad2116d995cf65" commented="no"><enum>(1)</enum><header>In general</header><text>The Secretary of Agriculture (referred to in this section as the <quote>Secretary</quote>) shall establish a program, to be known as the <quote>Human-Wildlife Conflict Reduction Program</quote> (referred to in this section as the <quote>Program</quote>), to develop, implement, and coordinate nonlethal strategies and projects to reduce conflicts between humans and wildlife and between livestock and wildlife, including depredation of livestock.</text></paragraph><paragraph id="id8ce4839292e24d59ad7aab90c8a50eac" commented="no"><enum>(2)</enum><header>Priorities</header><text>In carrying out the Program, the Secretary shall prioritize—</text><subparagraph id="id9f54f4eaa45144259112c25e2988fa1c"><enum>(A)</enum><text>deploying resources in States in which the Nonlethal Initiative of the Animal and Plant Health Inspection Service operates as of the date of enactment of this section;</text></subparagraph><subparagraph id="iddb73008f69004cda9f1f622bb5654d22"><enum>(B)</enum><text>reducing livestock depredation and conflict with predator species; and</text></subparagraph><subparagraph id="ida895556677f54b61abccb7b5f9b69181"><enum>(C)</enum><text>reducing harms caused by wildlife to human infrastructure or agriculture.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id02ed3f5d361742bc9ffb38dcde722c7c"><enum>(3)</enum><header>Nonlethal Initiative</header><text display-inline="yes-display-inline">The operations of the Nonlethal Initiative of the Animal and Plant Health Inspection Service shall be subsumed into the Program.</text></paragraph></subsection><subsection id="idf6fd05004801418792e6c356d91aafcb"><enum>(b)</enum><header>Research and development</header><text>In carrying out the activities of the Program, the Secretary shall pursue research and development—</text><paragraph id="id11ed9a1c578c44a7a73e1f7c9a1388f3"><enum>(1)</enum><text>to analyze and evaluate the effectiveness of various nonlethal strategies for reducing human-wildlife conflict, livestock depredations, and bolstering livestock safety; and</text></paragraph><paragraph id="id1574e7c689c74ef88fa23c1587b4191c"><enum>(2)</enum><text>to develop new and effective nonlethal strategies for reducing human-wildlife conflict and livestock depredations and bolstering livestock safety.</text></paragraph></subsection><subsection id="idc124b4706c2e430f969d5c838c5eae2d"><enum>(c)</enum><header>Assistance</header><text>Under the Program, the Secretary may implement projects to provide assistance to landowners, agricultural producers, Indian Tribes, and nonprofit organizations to deploy nonlethal strategies—</text><paragraph id="ida10e08d58018475395d53ad8e271fcc5"><enum>(1)</enum><text>to reduce human-wildlife conflict; and</text></paragraph><paragraph id="id15fa4fd3e9ba47f7bdde790fe021d17d"><enum>(2)</enum><text>to reduce predator depredation on livestock.</text></paragraph></subsection><subsection id="id29fc40fc26fd491597dd7be56a53be98"><enum>(d)</enum><header>Best practices; training; demonstration projects</header><paragraph commented="no" display-inline="no-display-inline" id="idfdf95d3b90344164888eedb72e7e87dd"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Under the Program, the Secretary—</text><subparagraph commented="no" display-inline="no-display-inline" id="id464d3c40afee4dfcbf31dbbd8b108e2b"><enum>(A)</enum><text display-inline="yes-display-inline">shall share best practices with agricultural producers, landowners, Indian Tribes, nonprofit organizations, and relevant Federal or State agency personnel;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id43b96686463f48ed93ed960babf9a66a"><enum>(B)</enum><text display-inline="yes-display-inline">may provide training in nonlethal strategies to those entities;</text></subparagraph><subparagraph id="id878d230a8c73414f8554c3b250512e42"><enum>(C)</enum><text>may support demonstration projects and pilot projects to evaluate the effectiveness of nonlethal strategies under local conditions; and</text></subparagraph><subparagraph id="id82b8a19aeca7449b9a9525bc5732eb57"><enum>(D)</enum><text>may incorporate monitoring and adaptive management to improve outcomes of nonlethal strategies over time.</text></subparagraph></paragraph><paragraph id="id93ad00220a1e428ca5443ed89c438789"><enum>(2)</enum><header>Resource</header><text>To the extent practicable, the Secretary shall carry out paragraph (1) with consideration of State-level plans developed under subsection (e).</text></paragraph></subsection><subsection id="idf75e7b5f76864db49de5574d877dbd36"> <enum>(e)</enum> <header>State-Level plans</header> <text>The Program shall assist States, on request, to develop or update a State-level plan to guide the implementation of nonlethal strategies.</text>
 </subsection><subsection id="id11cb5ac2b73f4895b3a58589ddc18443"><enum>(f)</enum><header>Annual report</header><text>The Secretary shall submit to Congress an annual report describing—</text><paragraph commented="no" display-inline="no-display-inline" id="id3a557132f0a845ef9d3671ec0d272369"><enum>(1)</enum><text display-inline="yes-display-inline">the use of funds under the Program;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf87fa371f48b407ca2dd06c083af8a6f"><enum>(2)</enum><text display-inline="yes-display-inline">species impacted by the Program; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4930835282154abea6eb7e3ac5aec416"><enum>(3)</enum><text display-inline="yes-display-inline">the nonlethal strategies used under the Program and the effectiveness of each of those strategies.</text></paragraph></subsection><subsection id="id226c1c6d6eb34d4c998775575255198a"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this section $20,000,000 for each of fiscal years 2027 through 2031, of which not more than 10 percent per fiscal year shall be used for research activities under the Program.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
