which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Elementary and Secondary Education Act of 1965 to include certain curriculum expenses as permissible uses of funds, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HC8419C9A85CF4B7A9B0D9A8F268B7064"><section section-type="section-one" id="H919F7168783242A0A6AF4DC5FA81C241"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>K–12 AI Literacy and Readiness Act of 2026</short-title></quote>.</text></section><section id="HEB5FFCAEED4F44FA9A852CCE4F148B93"><enum>2.</enum><header>Allowing funds for artificial intelligence curricula</header><subsection commented="no" id="H5578827B2BCB4791BB2E110AB1C5FB44"><enum>(a)</enum><header>State allowable uses for student instruction</header><text>Section 4104(b)(3)(A)(i) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7114">20 U.S.C. 7114(b)(3)(A)(i)</external-xref>) is amended—</text><paragraph commented="no" id="HDF5C150E42DA4BFA944E24ECD2993ABF"><enum>(1)</enum><text>in subclause (VI), by striking <quote>or</quote> after the semicolon;</text></paragraph><paragraph commented="no" id="HD58B30C0BED84D308FE0EDAE311BB9A0"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating subclause (VII) as subclause (VIII); and</text></paragraph><paragraph commented="no" id="HC338213D81A6453C91979757462B17D9"><enum>(3)</enum><text display-inline="yes-display-inline">by inserting after subclause (VI) the following:</text><quoted-block style="OLC" id="H2B4856F2A70F4575AA30D29B942EB19F"><subclause commented="no" id="HD0A015394B3B43B29E4A34AC9CA2514A"><enum>(VII)</enum><text display-inline="yes-display-inline">the use of artificial intelligence (as defined in section 5002 of the National Artificial Intelligence Initiative Act of 2020 (<external-xref legal-doc="usc" parsable-cite="usc/15/9401">15 U.S.C. 9401</external-xref>)) in a manner that is safe, effective, and responsible; or</text></subclause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HD3CEE3EEB85F41D284C9170EA0D25090"><enum>(b)</enum><header>State allowable uses for teachers and school leaders</header><text>Section 4104(b)(3)(C) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7114">20 U.S.C. 7114(b)(3)(C)</external-xref>) is amended—</text><paragraph id="H08590A459A024A0E89FFE4283830C0F3"><enum>(1)</enum><text>in clause (v), by striking <quote>and</quote> after the semicolon;</text></paragraph><paragraph id="HD60B4F7EAEAD45F4AA4DC4F9D2942D99"><enum>(2)</enum><text>in clause (vi), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="HDDB3DE47A6A840C1AC946742AED978F4"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H0312F73D7BB14DEAAFF4E3B17AA64CE5"><clause id="HC14763A614024286A79986F2F5A87B7F"><enum>(vii)</enum><text display-inline="yes-display-inline">providing teachers, paraprofessionals, school librarians and media personnel, specialized instructional support personnel, and administrators with the knowledge and skills to use, and teach the use of, artificial intelligence (as defined in section 5002 of the National Artificial Intelligence Initiative Act of 2020 (<external-xref legal-doc="usc" parsable-cite="usc/15/9401">15 U.S.C. 9401</external-xref>)) safely, effectively, and responsibly, including through professional development.</text></clause><after-quoted-block>. </after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" id="HE9B57BD22DCC4A269A17429DF95618FD"><enum>(c)</enum><header>Local allowable uses for student instruction</header><text>Section 4107(a)(3) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7117">20 U.S.C. 7117(a)(3)</external-xref>) is amended—</text><paragraph commented="no" id="H9F8E9D3400C348DF8F6DB53EEB1FDE34"><enum>(1)</enum><text>in subparagraph (I), by striking <quote>or</quote> after the semicolon;</text></paragraph><paragraph commented="no" id="HEAEA3FA0DCE24E69B22BC3F9081B0894"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating subparagraph (J) as subparagraph (K); and</text></paragraph><paragraph commented="no" id="H0D6CF1AD58C840589F7B406CFDA475A5"><enum>(3)</enum><text display-inline="yes-display-inline">by inserting after subparagraph (I) the following:</text><quoted-block style="OLC" id="H3AA2DA3177F64DA2A4859B20D5AFB9F9"><subparagraph commented="no" id="H325706E0B90D48518F5D8FCA96C17A5A"><enum>(J)</enum><text display-inline="yes-display-inline">instruction on the use of artificial intelligence (as defined in section 5002 of the National Artificial Intelligence Initiative Act of 2020 (<external-xref legal-doc="usc" parsable-cite="usc/15/9401">15 U.S.C. 9401</external-xref>)) in a manner that is safe, effective, and responsible; or</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H6B07557653CB4C8A9BD792E897E46867"><enum>(d)</enum><header>Local allowable uses for teachers and school leaders</header><text>Section 4109(a) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7119">20 U.S.C. 7119(a)</external-xref>) is amended—</text><paragraph id="H5D46CA003C9149BD8D6BF1D95C469284"><enum>(1)</enum><text>in paragraph (5), by striking <quote>and</quote> after the semicolon;</text></paragraph><paragraph id="H44C4BCBC16CA427BB8AEBD86CF0CA646"><enum>(2)</enum><text>in paragraph (6), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="H9D92789517E5491CA728886350A3B5AA"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H398EF7CEC900437DB027DB0B2DDD9E5D"><paragraph id="H2AC65BBF20DD43A1868666EEF748D835"><enum>(7)</enum><text display-inline="yes-display-inline">providing teachers, paraprofessionals, school librarians and media personnel, specialized instructional support personnel, and administrators with the knowledge and skills to use, and teach the use of, artificial intelligence (as defined in section 5002 of the National Artificial Intelligence Initiative Act of 2020 (<external-xref legal-doc="usc" parsable-cite="usc/15/9401">15 U.S.C. 9401</external-xref>)) safely, effectively, and responsibly, including through professional development.</text></paragraph><after-quoted-block>. </after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
