<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 5218</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260803">August 3, 2026</action-date><action-desc><sponsor name-id="S347">Mr. Moran</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Agricultural Research, Extension, and Education Reform Act of 1998 to direct the Secretary of Agriculture to establish a program under which the Secretary will award competitive grants to eligible entities for the purpose of establishing and enhancing farming and ranching opportunities for veterans.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H1B68655C9C2B4F0BA617792F89A91952"><section section-type="section-one" id="H851858115D5A4793AA4D8AE536993092"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Colonel Gary LaGrange AgVets Act of 2026</short-title></quote>.</text></section><section section-type="subsequent-section" id="HF682FEBE967A4E1E9B511840642E7624"><enum>2.</enum><header>Agriculture grants for veteran education and training services</header><text display-inline="no-display-inline">Title IV of the Agricultural Research, Extension, and Education Reform Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/7/7624">7 U.S.C. 7624 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="HE17CA85FF17C4D438776DB9C43AE4DD3"><section id="H20F50ACB417D4FD5828456E974A64A2F"><enum>414.</enum><header>Agriculture grants for veteran education and training services</header><subsection id="HE2F0B3C0B5D148A09BA01BE1484FA004"><enum>(a)</enum><header>In general</header><text>The Secretary shall establish a program under which the Secretary will award competitive grants to eligible entities for the purpose of establishing and enhancing farming and ranching opportunities for veterans (as defined in section 101(2) of title 38, United States Code).</text></subsection><subsection id="HA96D75A10D5C4B9ABDEB93D04D0749A4"><enum>(b)</enum><header>Eligible entities</header><text>An entity is eligible for a grant under this section if such entity is—</text><paragraph id="H8241EDE9D259455CA83C335E8BE07FB5"><enum>(1)</enum><text>a cooperative extension service;</text></paragraph><paragraph id="HF5FA38B0593F484688AA60503C3327E2"><enum>(2)</enum><text>a land-grant college or university (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3103">7 U.S.C. 3103</external-xref>));</text></paragraph><paragraph id="H1207469F4650439899EB38464D6A3B4A"><enum>(3)</enum><text>a non-land-grant college of agriculture (as defined in such section);</text></paragraph><paragraph id="H94AFDEEBEE22493EAB5683EBF38C1210"><enum>(4)</enum><text>a Hispanic-serving agricultural college and university (as defined in such section);</text></paragraph><paragraph id="H47A4A481A27F4470AD33867C5A7AC439"><enum>(5)</enum><text>a State department of agriculture;</text></paragraph><paragraph id="HC57E2DD9152F4510A30C7C54BC3E674C"><enum>(6)</enum><text>a nonprofit organization;</text></paragraph><paragraph id="H030A25966E1B46D0BB79E392AAFDDE71"><enum>(7)</enum><text>a community-based organization; or</text></paragraph><paragraph id="HF667795D540844B6A40287FBC4AEE07D"><enum>(8)</enum><text>a combination of 2 or more eligible entities described in paragraphs (1) through (7).</text></paragraph></subsection><subsection id="HA685E3477A05444B8E88A9923A9546B6"><enum>(c)</enum><header>Use of funds</header><text>An eligible entity that receives a grant under this section shall use the funds received through the grant—</text><paragraph id="H9A49D602E6D34E88842E26C0E42C53B6"><enum>(1)</enum><text>to provide training and classroom education that leads to a comprehensive understanding of farm and ranch business operations and management practices;</text></paragraph><paragraph id="HF005F1153CA3430D81360F3EAAC0DD25"> <enum>(2)</enum> <text>to develop or identify curricula that veteran farmers and ranchers can adopt to help manage their enterprise;</text>
 </paragraph><paragraph id="H64B570DA43024CC8B1BB20582EFEF3D9"><enum>(3)</enum><text>to offer education, workshops, tours, and instructor-supervised field experiences; or</text></paragraph><paragraph id="H5B689497E32745B999C48231E1BD8DA3"><enum>(4)</enum><text>to support any other activity, as identified by the Secretary, to increase the number of military veterans pursuing knowledge and skills development in agriculture.</text></paragraph></subsection><subsection id="H8057B7681E0B46E1BB4739B3C00A581C"><enum>(d)</enum><header>Matching funds</header><text>An entity that receives a grant under this section shall provide non-Federal matching funds for the purposes of carrying out this section in an amount equal to not less than the amount of the grant.</text></subsection><subsection commented="no" id="H2CB6571DEB034130B6361B0D3FD58F6E"><enum>(e)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $5,000,000 for each of fiscal years 2027 through 2031.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
