BILL</legis-type><official-title>To amend the Internal Revenue Code of 1986 to extend and enhance certain tax credits for electric vehicles, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id775623f9793a4595b6e1ad7a4dc290c4"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cleaner Transportation Access for All Act</short-title></quote>.</text></section><section id="idea4e555836874842964c88095d0fc338"><enum>2.</enum><header>Extension of credit for previously-owned clean vehicles</header><subsection commented="no" display-inline="no-display-inline" id="ide1d3465b17594744937a6761d9c42ef1"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/25E">Section 25E(g)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>September 30, 2025</quote> and inserting <quote>December 31, 2031</quote>.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id4b94235b1d9b47d598d5c9d8cda712b4"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall apply to vehicles acquired after September 30, 2025.</text></subsection></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id455532257d1847e18d32d1f81f6f2047"><enum>3.</enum><header display-inline="yes-display-inline">Extension of clean vehicle credit</header><subsection commented="no" display-inline="no-display-inline" id="ide0050d26bef8424085624d0d4dfcff53"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/30D">Section 30D</external-xref> of the Internal Revenue Code of 1986 is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id942e7afc640b4ed8b6f89cd61a594308"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (e)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idd97ee93a21d648af8d03477f3dbeb131"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1)(B)(iv), by striking <quote>during calendar year 2026</quote> and inserting <quote>after December 31, 2025</quote>, and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id61978b82e2f64f0ea72288f73205f1df"><enum>(B)</enum><text>in paragraph (2)(B)(iii), by striking <quote>during calendar year 2026</quote> and inserting <quote>after December 31, 2025</quote>, and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id86258d0d40ce4233b0aaa843e3baa1a6"><enum>(2)</enum><text>in subsection (h), by striking <quote>September 30, 2025</quote> and inserting <quote>December 31, 2031</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id81bbbfae811b4bfc880d6d9dd3e358e0"><enum>(b)</enum><header display-inline="yes-display-inline">Effective date</header><text>The amendments made by this section shall apply to vehicles acquired id="id753f8debcc5f4ff38bb7e5ef9f5b6105"><enum>4.</enum><header>Extension and enhancement of alternative fuel vehicle refueling property credit</header><subsection commented="no" display-inline="no-display-inline" id="id445c0b9d3dea40c6ba42ebfe3f2b66f7"><enum>(a)</enum><header display-inline="yes-display-inline">Extension</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/30C">Section 30C(i)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>June 30, 2026</quote> and inserting <quote>December 31, 2031</quote>.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id59a2ba8bcd42465394368ac73bec6504"><enum>(b)</enum><header>Enhancement</header><paragraph commented="no" display-inline="no-display-inline" id="id65a75dafda7743deaabdabddec00c4b5"><enum>(1)</enum><header display-inline="yes-display-inline">Elimination of eligible census tract requirement</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/30C">Section 30C(c)</external-xref> of the Internal Revenue Code of 1986 is amended by striking paragraph (3).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idaeead0e9a73b443da2c06fc58fd12fb1"><enum>(2)</enum><header display-inline="yes-display-inline">Vehicle charging equipment installed at a residence</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/30C">Section 30C(c)</external-xref> of the Internal Revenue Code of 1986, as amended by paragraph (1), is amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idA65FB3B40E724781AB8313F6D1D0D614"><paragraph commented="no" display-inline="no-display-inline" id="id78633dee42be49ab9f4709020b9148e6"><enum>(3)</enum><header>Vehicle charging equipment installed at a residence</header><text>In the case of an individual, with respect to any qualified alternative fuel vehicle refueling property which is—</text><subparagraph commented="no" display-inline="no-display-inline" id="idb550b258d393489e8e6dec616233f197"><enum>(A)</enum><text display-inline="yes-display-inline">installed on or in connection with a dwelling unit which is used as a residence by such individual, and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7196f7cb46e44575aac41b4706a6e6e9"><enum>(B)</enum><text display-inline="yes-display-inline">capable of charging the battery of a motor vehicle propelled by electricity,</text></subparagraph><continuation-text continuation-text-level="paragraph">subsection (a) shall be applied by substituting <quote>50 percent</quote> for <quote>30 percent</quote>.</continuation-text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idc2c9bfc34e394a0dbda3e55e73a7f0f7"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to property placed in service after the date of enactment of this Act.</text></subsection></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id6f1d30f3cdb840d9a942a10ddf379076"><enum>5.</enum><header display-inline="yes-display-inline">Exempt facility bonds for zero-emission vehicle infrastructure</header><subsection id="id8762A24B25A74BD69703FF6675112CA3"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/142">Section 142</external-xref> of the Internal Revenue Code of 1986 is amended—</text><paragraph id="id9AAA5041C48A462D8EB02B7B294298BE"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="id5711DE3C1C964DC8834300735C529C57"><enum>(A)</enum><text>in paragraph (16), by striking <quote>or</quote> at the end;</text></subparagraph><subparagraph id="id25C47AC4B3434440BACC383046CFB581"><enum>(B)</enum><text>in paragraph (17), by striking the period at the end and inserting <quote>, or</quote>; and</text></subparagraph><subparagraph id="id06170EFCB6EA4CA5B995C2EEC3EB017B"><enum>(C)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id6BFC819E63C242339EA660FE1249F273"><paragraph id="idBEA978EA4A8146F0918E4D15B083874E"><enum>(18)</enum><text>zero-emission vehicle infrastructure.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id1182918B14774784AA450C49C1B70D79"><enum>(2)</enum><text>by adding at the end the following new subsection:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id6C04BD74EA3E4F3DA7186BE73FA7E6FF"><subsection id="idA4D6A2E6A88A48CAB2828A9CD5A0356A"><enum>(q)</enum><header>Zero-Emission vehicle infrastructure</header><paragraph id="id4121719498F44D54A811DCB85EF17CB7"><enum>(1)</enum><header>In general</header><text>For purposes of subsection (a)(18), the term <term>zero-emission vehicle infrastructure</term> means any property (not including a building and its structural components) if such property is—</text><subparagraph id="id89B71F12F659479E99F308EDB9660888"><enum>(A)</enum><text>made available for use by—</text><clause commented="no" display-inline="no-display-inline" id="id31f4e301b9f84e21b3f84fd366fa46b3"><enum>(i)</enum><text display-inline="yes-display-inline">members of the general public,</text></clause><clause commented="no" display-inline="no-display-inline" id="idf1b2f663bdb34de285369df98025a88b"><enum>(ii)</enum><text display-inline="yes-display-inline">residents of a multi-family residential building, or</text></clause><clause commented="no" display-inline="no-display-inline" id="ide73322670219411686519c9162dcb974"><enum>(iii)</enum><text>employees of a workplace or customers at a commercial location, and </text></clause></subparagraph><subparagraph id="id56A7D5A7268A4BC0B16D2F3ECECE0B4E"><enum>(B)</enum><text>used to charge or fuel zero-emissions vehicles, but only if the property is located at the point where the vehicles are charged or fueled.</text></subparagraph></paragraph><paragraph id="id8825928645474F5AB5D4291E88C4145A"><enum>(2)</enum><header>Inclusion of utility service connections</header><text>The term <term>zero-emission vehicle infrastructure</term> shall include any utility service connections, utility panel upgrades, or contributions in aid of construction (as described in section 118) which are required for the charging or fueling of zero-emissions vehicles.</text></paragraph><paragraph id="id6B7CB0D7522F4EF99DC46C72649EB4F8"><enum>(3)</enum><header>Zero-emissions vehicle</header><subparagraph id="id51C89E188327449193FA4A18F17592D4"><enum>(A)</enum><header>In general</header><text>The term <term>zero-emissions vehicle</term> means—</text><clause id="idE9BA0D2E61B04D66B07588DA7FF1D397"><enum>(i)</enum><text>a zero-emission vehicle as defined in section 88.102–94 of title 40, Code of Federal Regulations (as in effect on the date of enactment of this subsection), or</text></clause><clause id="idDB50439CAF9D4418BF67A30B5D5726C0"><enum>(ii)</enum><text>a vehicle that, under any possible operational modes and conditions, produces zero exhaust emissions of—</text><subclause id="id576DE110B2484A99BFE4F5A5A3E750E5"><enum>(I)</enum><text>any criteria pollutant for which there are national ambient air quality standards under section 109 of the Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7409">42 U.S.C. 7409</external-xref>) or precursor pollutant, or </text></subclause><subclause id="id67526FFB7083404D913196AC71A556C6"><enum>(II)</enum><text>any greenhouse gas.</text></subclause></clause></subparagraph><subparagraph id="idE1D8076E9B9F4A5FA705534EB09BDF5E"><enum>(B)</enum><header>Greenhouse gas</header><text>For purposes of this paragraph, the term <term>greenhouse gas</term> means any of the following:</text><clause id="idC5A129DEF22B4F28B6569EC0AE1F9EDC"><enum>(i)</enum><text>Carbon dioxide.</text></clause><clause id="id6796513D343B42B3AB99414835CD0088"><enum>(ii)</enum><text>Methane.</text></clause><clause id="idAA68DBF8E7864CAFBD233C95F5A38955"><enum>(iii)</enum><text>Nitrous oxide.</text></clause><clause id="idC03A34FE1E224228A0105DA4A833DDB8"><enum>(iv)</enum><text>Hydrofluorocarbons.</text></clause><clause id="id378482AE8ED5473DA531A08024446219"><enum>(v)</enum><text>Perfluorocarbons.</text></clause><clause id="id385D298CB45745E88F340640384D88F7"><enum>(vi)</enum><text>Sulfur hexafluoride.</text></clause></subparagraph></paragraph><paragraph id="id9BADB3684DEF430FB26F5EE7AEF44CA1"><enum>(4)</enum><header>Zero-emissions vehicle infrastructure located within other facilities or projects</header><text>For purposes of subsection (a), any zero-emission vehicle infrastructure located within—</text><subparagraph id="id587D17BEC6A444158169FC6A38324A29"><enum>(A)</enum><text>a facility or project described in subsection (a), or</text></subparagraph><subparagraph id="idF315AD690DF844C89AC8D4062AC29278"><enum>(B)</enum><text>an area adjacent to a facility or project described in subsection (a) that primarily serves vehicles traveling to or from such facility or project,</text></subparagraph><continuation-text continuation-text-level="paragraph">shall be treated as described in the paragraph in which such facility or project is described.</continuation-text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id08A70EA0FBCA4FE0B67E0AF20BBBA600"><enum>(b)</enum><header>Effective date</header><text>The amendments made by this section shall apply to obligations issued after the date which is 180 days after the date of enactment of this Act.</text></subsection></section><section id="id4abee0e739f54dc184cb37733bf29c1c"><enum>6.</enum><header>Joint Office of Energy and Transportation</header><subsection commented="no" display-inline="no-display-inline" id="id50fd995956b846ffaa786c815490f01e"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">In addition to existing duties, the Joint Office of Energy and Transportation shall—</text><paragraph commented="no" display-inline="no-display-inline" id="idb3f55c1953314b44b32496cac85dc66f"><enum>(1)</enum><text display-inline="yes-display-inline">support in the administration of grants under section 151(f) of title 23, United States Code, and the program described in section 8(a);</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id77245ece8ad14409a209c7e2e1e8117a"><enum>(2)</enum><text display-inline="yes-display-inline">serve as the Federal coordinating body and source of information, technical assistance, and coordination with respect to the expansion of the use of electric vehicles, including by developing a publicly accessible website with essential information relating to electric vehicles, such as—</text><subparagraph commented="no" display-inline="no-display-inline" id="id6cfa6e38224d4d27a4792fa4706a10e5"><enum>(A)</enum><text display-inline="yes-display-inline">a map that depicts the nationwide network of electric vehicle charging infrastructure, including such publicly accessible infrastructure available at Federal facilities or sites, such as facilities and land owned or managed by the National Park Service and the Forest Service;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id66f9c27ce393464fa44ee78e3c2847c5"><enum>(B)</enum><text>a complete listing of Federal incentives and funding opportunities related to electric vehicles and electric vehicle charging infrastructure; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idad63486a64bc42adbff642a038c2c776"><enum>(C)</enum><text>a catalog of incentives and funding opportunities offered by each State related to electric vehicles and electric vehicle charging infrastructure;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id37d82d11d7ab45118026777b24b1e1ab"><enum>(3)</enum><text>coordinate with, and provide advice to, other Federal agencies, including the Environmental Protection Agency, the Department of Agriculture, the Department of Commerce, the Department of the Interior, the Department of the Treasury, the Department of Defense, the General Services Administration, the National Science Foundation, and any other relevant Federal agency, as determined by the Secretary of Energy and the Secretary of Transportation, with respect to the electrification of the United States transportation network through vehicles, charging infrastructure, and the supply chains of vehicles and charging infrastructure;</text></paragraph><paragraph id="id0a84e309889e45f6a0dba4f113ffe3fa"><enum>(4)</enum><text>coordinate within the Department of Transportation to ensure minimum standards for electric vehicle charging infrastructure, with the goal of ensuring technological neutrality within in a manner that supports and reflects advancements in technology and changing fleet and consumer needs;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id03cf0e1a333146e999fc2104857fdf65"><enum>(5)</enum><text display-inline="yes-display-inline">provide technical assistance and advice to the electric vehicle industry and electric vehicle users to support the increased use of electric vehicles, including—</text><subparagraph commented="no" display-inline="no-display-inline" id="idc42ae92a1acd4a7b823f8ff26e6b85fa"><enum>(A)</enum><text display-inline="yes-display-inline">State, Tribal, and local communities, including governmental agencies and departments in those communities responsible for public works and infrastructure, airport authorities, local school districts, and other entities as appropriate;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id92b4bb63607a41e9b676331b0c25faaa"><enum>(B)</enum><text display-inline="yes-display-inline">the domestic and imported automobile industry;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9179fb5c932443df9440d1e05daf1392"><enum>(C)</enum><text>the medium- and heavy-duty truck industry, fleets, ports, and intermodal logistics facilities operators;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfd21bb8e29b343248abfa98766deba79"><enum>(D)</enum><text>transit agencies and other public sector fleets;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2b0e8bde515f43f78d17f251f61470e8"><enum>(E)</enum><text>electric utilities and other domestic energy providers, including the transportation fueling industry;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9c337c0fb55c430f921beb55b2893ee2"><enum>(F)</enum><text>the workforce and organized labor in industries associated with transportation electrification, including entities that provide educational and workforce training and enhanced worker safety;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf87ca4f2672b49738461b04570e58df7"><enum>(G)</enum><text>the battery supply chain, the critical minerals supply chain, and other supply chains for vehicles and charging infrastructure;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id912eedb1dd52402987210b5ea9821a0d"><enum>(H)</enum><text>the travel, tourism, and outdoor recreation industries and the communities that support those industries, including high mileage fleets such as taxis and transportation network companies;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbda6b36daa5e4d8294bbdf5f4e41ff2a"><enum>(I)</enum><text>law enforcement and first responders, including by sharing information to support those entities in engaging with electric vehicle technology, including safety and fire issues, such as new tools and practices to combat and safely control electric vehicle battery fires; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id22cf4fcbdccf4ab38380ce32cbf4dc88"><enum>(J)</enum><text>any other sectors, as the Secretary of Energy and the Secretary of Transportation determine to be appropriate; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id400a6e471008471ea4bd788f8681f9b1"><enum>(6)</enum><text display-inline="yes-display-inline">consider increased adoption of electric vehicles at locations that support tourism, including around airports, and consideration of ways to support travel, tourism, and outdoor recreation sectors, including through taking actions described in section 8(d).</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id44abab8b94624ffe9df14ca84297a30b"><enum>7.</enum><header>Electric vehicle commission</header><subsection commented="no" display-inline="no-display-inline" id="id989463ea0a7b4d5b8337d6a3829faded"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 25006 of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="usc" parsable-cite="usc/23/151">23 U.S.C. 151</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/117/58">Public Law 117–58</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id31a123a8f1174b3ca1abd0a51bfcf075"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text style="OLC" level="section">working group</header-in-text></quote> and inserting <quote><header-in-text style="OLC" level="section">commission</header-in-text></quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id94901c77567144fd97501024f69713eb"><enum>(2)</enum><text>in subsection (a), by striking paragraphs (1) and (2) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id71c0cee2580a4b76ae412640dc15c1dc"><paragraph commented="no" display-inline="no-display-inline" id="ide9faa26c8ce644ea8ffe8dcedded5b90"><enum>(1)</enum><header>Commission</header><text>The term <term>commission</term> means the electric vehicle commission established under subsection (b)(1).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id25997cd3fb594c9d99a8a0aee02941a5"><enum>(2)</enum><header>Secretaries</header><text display-inline="yes-display-inline">The term <term>Secretaries</term> means the Secretary and the Secretary of Energy, acting through the Joint Office of Energy and Transportation.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbafd3294558648f9a0a282838f5ba6fa"><enum>(3)</enum><text>by striking <quote>working group</quote> each place it appears and inserting <quote>commission</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id574d3591e8c440c6ac90438508708ec7"><enum>(4)</enum><text>in subsection (b)(2)—</text><subparagraph id="idab004dfba6784090a4beeae061e4baf1"><enum>(A)</enum><text>in subparagraph (A)(ii)—</text><clause commented="no" display-inline="no-display-inline" id="id38e9ae1c35bb4cecb9e19bb8fe23e183"><enum>(i)</enum><text>in the matter preceding subclause (I), by striking <quote>25</quote> and inserting <quote>28</quote>; and</text></clause><clause stakeholders, including States and units of local government, on the most effective process of safe disposal, reuse, and recycling of electric vehicle parts, including batteries, to avoid environmental concerns and community impacts and to ensure the efficient use of those parts;</text></subclause></clause><after-quoted-block>;</after-quoted-block></quoted-block></clause><clause commented="no" display-inline="no-display-inline" id="id73763f790f834c49a8b59138efdc25d8"><enum>(ii)</enum><text>in clause (ix), by striking <quote>and</quote> at the end;</text></clause><clause commented="no" display-inline="no-display-inline" id="id7031cf0c12324c878707a97db954b278"><enum>(iii)</enum><text>in clause (x), by striking the period at the end and inserting <quote>; and</quote>; id="idd63b8f402a0f4aa7b540d745b661e2d9"><enum>(I)</enum><text display-inline="yes-display-inline">with the Federal Emergency Management Agency and the Department of Homeland Security with respect to fire and other safety risks from electric vehicles and batteries, including for first responders, such as new tools and best practices to combat and safely control electric vehicle battery fires; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id2971c09bdb95453887f1a4ff388b1fb7"><enum>(II)</enum><text display-inline="yes-display-inline">the Occupational Safety and Health Administration with respect to ensuring the safety of workers from fire and other safety risks from electric vehicles and batteries.</text></subclause></clause><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc8a2f65ce72a4604b5bf4a6cdb7bab07"><enum>(6)</enum><text>by redesignating subsection (e) as subsection (f);</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id341acb9cebd94708b3ae45a0e374bb58"><enum>(7)</enum><text display-inline="yes-display-inline">by inserting after subsection (d) the following:</text><quoted-block style="OLC" Electric vehicle commission.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id413a97c498184363a0efe8fe781e0b72"><enum>8.</enum><header display-inline="yes-display-inline">National Electric Vehicle Infrastructure Program</header><subsection commented="no" display-inline="no-display-inline" id="id5c2240fbfb0a44f28dd12b03b5e15738"><enum>(a)</enum><header>In general</header><text>There is authorized to be appropriated $5,000,000,000 for the period of fiscal years 2027 through 2031, to remain available until expended, for the National Electric Vehicle Formula Program described in paragraph (2) of the matter under the heading <quote><header-in-text level="appropriations-small" style="appropriations">highway infrastructure program</header-in-text></quote> under the heading <quote><header-in-text level="appropriations-intermediate" style="appropriations">Federal Highway Administration</header-in-text></quote> under the heading <quote><header-in-text level="appropriations-major" style="appropriations">Department of Transportation</header-in-text></quote> in title VIII of division J of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/58">Public Law 117–58</external-xref>; 135 Stat. 1421) (commonly known as the <quote>National Electric Vehicle Infrastructure Formula Program</quote>) (referred to in this section as the <quote>program</quote>), of which—</text><paragraph commented="no" display-inline="no-display-inline" id="id9ec4ee2fd84f49cb93bc166f47293cc8"><enum>(1)</enum><text display-inline="yes-display-inline">$3,000,000 for each of fiscal years 2027 through 2031 shall be used to carry out section 25006 of that Act (<external-xref legal-doc="usc" parsable-cite="usc/23/151">23 U.S.C. 151</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/117/58">Public Law 117–58</external-xref>); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="iddaf0ef4b5ebb463e96f3f8313965c5f8"><enum>(2)</enum><text>$150,000,000 for each of fiscal years 2027 through 2031 shall be for administration of the Joint Office of Energy and Transportation.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4ac18751185f4e3ba5fe5696cc972dc1"><enum>(b)</enum><header>Requirements</header><paragraph commented="no" display-inline="no-display-inline" id="id0a94f054c1ea4a95b64527c7819a28f4"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">For the period of fiscal years 2027 through 2031, as part of the plan submitted by each State in carrying out the program, each State shall include the strategy of the State—</text><subparagraph commented="no" display-inline="no-display-inline" id="id66a052ccf18a43479fffc49a46ab89fb"><enum>(A)</enum><text display-inline="yes-display-inline">to have completed any applicable infrastructure investments for the alternative fueling corridors in the State, which may include publicly available charging infrastructure not funded under the program or otherwise operated by a private entity;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id07099b253a4845058f2749a32903b2e4"><enum>(B)</enum><text display-inline="yes-display-inline">to review and report existing charging infrastructure to best understand any needed maintenance, repairs, or upgrades to ensure the infrastructure is in working order and can support the traveling public;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfd424ad6645c4e21bb0ee0ebda66a52c"><enum>(C)</enum><text>to review and report on efforts to ensure signage, mapping, and consumer education to ensure the awareness of charging infrastructure by road users;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idaff709c2966b4de9bbaf33057f81389a"><enum>(D)</enum><text>after completing investments under subparagraph (A)—</text><clause commented="no" display-inline="no-display-inline" id="idcb20f783fc2840e4b0c999b1c4879687"><enum>(i)</enum><text display-inline="yes-display-inline">to use not less than 20 percent of the amounts allocated to the State during the period to address the remaining needs of the underserved in urban and other non-rural communities;</text></clause><clause commented="no" display-inline="no-display-inline" id="id7c9dc8230ab341b6837c264a01398499"><enum>(ii)</enum><text display-inline="yes-display-inline">to use not less than 20 percent of the amounts allocated to the State during the period to address the remaining needs of underserved rural communities;</text></clause><clause commented="no" display-inline="no-display-inline" id="id7edc109c972e40c4894ba9ffae2b7129"><enum>(iii)</enum><text>to use not less than 20 percent of the amounts allocated to the State during the period for planning and support for the development and deployment of charging infrastructure for medium and heavy-duty electric vehicles; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id2c604e72a2d9460e9a27a469261ad830"><enum>(iv)</enum><text>to use not more than 10 percent of the amounts allocated to the State during the period for issues relating to workforce and safety of electric vehicles, such as workforce training, recruitment, planning with local governments, and safety planning and preparations with law enforcement and first responders; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide1584247388143ee8405b615f2a534ae"><enum>(E)</enum><text>in carrying out subparagraph (D), to create opportunities for individual communities, nonprofits, or private sector applicants to apply for individual subgrants to address public-facing charging needs for the residents, customers, or workers of those entities.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id60b33c0ba248499d8d182f252fd375c0"><enum>(2)</enum><header>Waiver</header><text>The Secretary of Transportation, in consultation with the Joint Office of Energy and Transportation, may waive 1 or more requirements under paragraph (1) with respect to 1 or more States if the Joint Office determines that there would be significant challenges or if a requirement would not be feasible.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id96bfb50ac16a4563a19923dd69662c51"><enum>(3)</enum><header>Use of funds for grid upgrades</header><text>In carrying out the program, a State may use not more than 20 percent of the amounts apportioned to the State for energy grid upgrades to support electric vehicle charging infrastructure.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idec21c9420e2142b7a19dae16a4a5d319"><enum>(4)</enum><header>Updates</header><text>In carrying out the program, the Secretary of Transportation shall review, and update as appropriate, regulations to carry out the program to include updated standards, including standards to support charging for medium- and heavy-duty vehicles and that recognize the distinct business case of fleet charging.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ida8f1cc6370dd46ddbd90d02a760f6a6b"><enum>(c)</enum><header>Annual reports</header><paragraph commented="no" display-inline="no-display-inline" id="id126646fbfbbe4514a43c157121118d44"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than June 1 of each year, the Joint Office of Energy and Transportation shall submit to the Committee on Environment and Public Works of the Senate, the Committee on Commerce, Science, and Transportation of the Senate, and the Committee on Transportation and Infrastructure of the House of Representatives a report on the implementation of the program, including, for the applicable period—</text><subparagraph commented="no" display-inline="no-display-inline" id="idec7af395c50748b19e62643f7e356897"><enum>(A)</enum><text display-inline="yes-display-inline">a description of the status of the plan of each State submitted in carrying out the program and whether the plan has been approved;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id79916ad123ac4db18de91b8aa8bf30ac"><enum>(B)</enum><text>a description of the funds provided to each State under the program;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id030e5a7ba857491fae024dd876be81c3"><enum>(C)</enum><text>an identification of, for each State, charging infrastructure installed or repaired using funds under the program; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4210113290fc4342b5eaf7fa899cf635"><enum>(D)</enum><text>the extent to which States have complied with subsections (b) and (d) and the status of implementation of those subsections.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd349fe2f6fb744ffa673932f61b9a216"><enum>(2)</enum><header>Publication</header><text>Not later than 30 days after the date on which a report is submitted under paragraph (1), the Joint Office of Energy and Transportation shall make the report publicly available on the website of the Joint Office.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id26899441835a440e92f2b18b79fd4441"><enum>(d)</enum><header>Increased adoption of electric vehicles at locations that support tourism, including around airports</header><paragraph commented="no" display-inline="no-display-inline" id="id19d0e1a4485b43ba9162a115d6ea8486"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Joint Office of Energy and Transportation and the Federal Highway Administration shall, in carrying out the program, include consideration of increased adoption of electric vehicles at locations that support travel, tourism, and outdoor recreation sectors, including around airports, including by—</text><subparagraph id="idb48163dd98c449e782d1da8d5e1f750d"><enum>(A)</enum><text>requiring States and other recipients of funding under the program to provide planning for charging infrastructure that supports—</text><clause commented="no" display-inline="no-display-inline" id="id3e2abccd31d14a6bb25fa4bbf207c07a"><enum>(i)</enum><text display-inline="yes-display-inline">popular corridors for long-haul travel;</text></clause><clause commented="no" display-inline="no-display-inline" id="id2243f1aea3824520acdf6be3e7d758cc"><enum>(ii)</enum><text>popular destinations and attractions for tourists;</text></clause><clause commented="no" display-inline="no-display-inline" id="ide6a4e538b104482993b467dd79aabeee"><enum>(iii)</enum><text>electrification strategies for increased adoption of electric vehicles and charging infrastructure at and around medium hub airports and large hub airports (as those terms are defined in section 47102 of title 49, United States Code);</text></clause><clause commented="no" display-inline="no-display-inline" id="idf44ec5e536c64a9288eea945b43b5f5f"><enum>(iv)</enum><text>the travel and tourism sectors, including rental cars, taxis, rideshares, and other similar shuttle services to expand the adoption of electric vehicles;</text></clause><clause commented="no" display-inline="no-display-inline" id="idb4990667e48e49a9b6ea72abf8a7f74a"><enum>(v)</enum><text>the outdoor recreation industry through the use of electric vehicles and charging infrastructure, including at and around Federal sites and land managed by a Federal agency, including the National Park Service, the Forest Service, and other Federal land management agencies; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idd6796c8b454741ddae0709bdb78a8be8"><enum>(vi)</enum><text>locations not more than 25 miles from Federal sites and land described in clause (v); and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id59a9bf09873e4a899e604b7784097ae2"><enum>(B)</enum><text display-inline="yes-display-inline">emphasizing the importance of driver education on where and how to charge an electric vehicle when traveling within the State or locality.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id452acf6b629c4c89ba1a2028753ecc05"><enum>(2)</enum><header>Consultation</header><text>In carrying out paragraph (1), the Joint Office of Energy and Transportation and the Federal Highway Administration shall consult with travel and tourism industry stakeholders, including the private sector, State tourism offices, and destination marketing organizations.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3ae303f3195b4384b1a427d8245008c0"><enum>(3)</enum><header>Guidance</header><text display-inline="yes-display-inline">The Joint Office of Energy and Transportation and the Federal Highway Administration shall issue guidance to clarify that funding under the program may be used to support highway and Interstate access and units of the National Park System, national forests, and other land and sites managed by a Federal land management agency.</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id9897ef9eea7d43938a57da698e5dc548"><enum>9.</enum><header>Grants for charging and fueling infrastructure</header><subsection id="id0fde905c226f404e87829c529ecc31ca"><enum>(a)</enum><header>In general</header><text>There are authorized to be appropriated out of the Highway Trust Fund (other than the Mass Transit Account) to carry out section 151(f) of title 23, United States Code—</text><paragraph commented="no" display-inline="no-display-inline" id="id28a3f92b23d149e4a8b47983b27bab2c"><enum>(1)</enum><text display-inline="yes-display-inline">$400,000,000 for fiscal year 2027;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd6fa5bb371c5476dacd23095abd1ac20"><enum>(2)</enum><text display-inline="yes-display-inline">$450,000,000 for fiscal year 2028;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfa77abdd29d84213a153a9d01e10e3c1"><enum>(3)</enum><text>$500,000,000 for fiscal year 2029;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4e574275ae8b4fe9b80765d11ec603da"><enum>(4)</enum><text>$550,000,000 for fiscal year 2030; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfdebf394ea5f4d8a8f63b16bdd7cf6af"><enum>(5)</enum><text>$600,000,000 for fiscal year 2031.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id98a4d955b9bd46658f3bb345ed4cf011"><enum>(b)</enum><header>Program improvements</header><text display-inline="yes-display-inline">Section 151(f) of title 23, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id9b43d668caab41519fb5205764c54e31"><enum>(1)</enum><text>in paragraph (3)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id408d008a6206477e98c69980804eddeb"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (G), by striking <quote>or</quote> at the end;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="iddd7678a538644233a15587bead2677c5"><enum>(B)</enum><text>by redesignating subparagraph (H) as subparagraph (I);</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide71940dc22634e819ffc7cfb50fa81ba"><enum>(C)</enum><text>by inserting after subparagraph (G) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="ided29d63923df4bf9922ef9496247b569"><subparagraph commented="no" display-inline="no-display-inline" id="id522deb510efd40ad9d7d06b4993f4ea1"><enum>(H)</enum><text>a private entity; or</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id98a9e2147e1847848fdaa8eeed91c30d"><enum>(D)</enum><text>in subparagraph (I) (as so redesignated), by striking <quote>through (G)</quote> and inserting <quote>through (H)</quote>;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf02f44eebfec438381ece63c1a336714"><enum>(2)</enum><text>in paragraph (5)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id1a566dca3ca140479123098489745d1d"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (C), in the matter preceding clause (i), by inserting <quote>, or in the case of an eligible entity described in paragraph (3)(H), consider whether the private entity</quote> after <quote>paragraph (6)</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6bba83ff1e324ae998cc62a59457a77c"><enum>(B)</enum><text>in subparagraph (D), in the matter preceding clause (i), by inserting <quote>, or in the case of an eligible entity described in paragraph (3)(H), consider whether the eligible entity has a plan</quote> after <quote>agreement</quote>;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9b18c502e9334f89af6f1a5a27a25249"><enum>(3)</enum><text display-inline="yes-display-inline">in paragraph (6)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id8b2d2b9446ad43ac9d83060fb7ca2b25"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), by inserting <quote>, or in the case of an eligible entity described in paragraph (3)(H), for acquisition or installation,</quote> after <quote>acquisition or installation</quote>;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="iddd99857e404343759840eab1251e33bb"><enum>(B)</enum><text display-inline="yes-display-inline">by striking subparagraph (B);</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id935ef453e12c4f90bae80116c6b1474c"><enum>(C)</enum><text>by redesignating subparagraphs (C) through (E) as subparagraphs (D) through (F), respectively; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id57b8606c25234a35aba63fdbef2565c4"><enum>(D)</enum><text display-inline="yes-display-inline">by inserting after subparagraph (A) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idd86a699c53c140ac8f7c1352776e5e80"><subparagraph commented="no" display-inline="no-display-inline" id="id6fe72439f2a047a693ba8d77a79ae31d"><enum>(B)</enum><header>Use of partnerships</header><clause commented="no" display-inline="no-display-inline" id="idef0bcb2bd6554b35a3b7104752d6b7f5"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">An eligible entity that receives a grant under this subsection may submit an application in partnership with any other entity, including a private entity, that intends to participate in the implementation of an eligible project under this subsection and is integral to the success of the project.</text></clause><clause id="id9c86e46a77d2494bb9711073aaca937d" commented="no"><enum>(ii)</enum><header>Competitive procurement</header><text>An eligible project carried out under this subsection for which the application was submitted by a partnership described in clause (i) shall be considered to satisfy section 200.319 of title 2, Code of Federal Regulations (or successor regulations).</text></clause><clause id="ide56d12d534b14708a30db7caec5f617a" commented="no"><enum>(iii)</enum><header>Treatment</header><text>For purposes of part 200 of title 2, Code of Federal Regulations (or successor regulations)—</text><subclause commented="no" display-inline="no-display-inline" id="idefc394c7dff54fa1af782c6c94086161"> <enum>(I)</enum> <text display-inline="yes-display-inline">an eligible entity described in paragraph (3)(H) shall be considered to be a non-Federal entity as defined in section 200.1 of that title (or a successor regulation) with respect to a receipt of a grant under this subsection; and</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="idd669274a4f554e14808771bdfffd91ec"><enum>(II)</enum><text>a grant provided under this subsection to such an eligible entity shall be administered in accordance with guidance issued by the Secretary applicable to non-Federal entities (as so defined).</text></subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id61edcde8abda4165beb6fe123dd6be86"><enum>(C)</enum><header display-inline="yes-display-inline">Workforce and safety</header><text>An eligible entity that receives a grant under this subsection may use not more than 10 percent of the funds from the grant for activities relating to workforce and safety of electric vehicles, such as workforce training through registered apprenticeships, workforce recruitment, planning with local governments, and safety planning and preparations with law enforcement and first responders.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idabf8e4ed4a844e13b3e0dba05f9e6802"><enum>(4)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (9) through (11) as paragraphs (10) through (12), respectively; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7c374f6c4ba94b3f800747f594d2b6e6"><enum>(5)</enum><text display-inline="yes-display-inline">by inserting after paragraph (8) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idEEBF88B517C4460CB55E1981A8D6FFBE"><paragraph commented="no" display-inline="no-display-inline" id="id17ef785c74314a6eaa4241a18833c4be"><enum>(9)</enum><header>Set-asides</header><subparagraph commented="no" display-inline="no-display-inline" id="id978875a3ba4b433a9e6e1eeff13d1cba"><enum>(A)</enum><header display-inline="yes-display-inline">Traveler electrification set-aside</header><text display-inline="yes-display-inline">Of the amounts made available for each fiscal year to carry out this subsection, the Secretary shall use an amount equal to 10 percent to provide grants under this subsection for projects eligible under this subsection—</text><clause commented="no" display-inline="no-display-inline" id="id23f750b5e0444deebff89f79a5ae8e15"><enum>(i)</enum><text display-inline="yes-display-inline">for charging infrastructure that helps increase adoption and mobility of electric vehicles at and around airports; or</text></clause><clause commented="no" display-inline="no-display-inline" id="idd1e45cf8717845ddbdf583d3dfd9c471"><enum>(ii)</enum><text display-inline="yes-display-inline">that support long-haul travel, and the travel, tourism, and outdoor recreation sectors, including in support of travel to and from Federal sites and land managed by a Federal agency, including the National Park Service, the Forest Service, and other Federal land management agencies.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7b1b6e576dbc489a8d5420a420be73c5"><enum>(B)</enum><header>Medium- and heavy-duty charging and fueling infrastructure</header><text display-inline="yes-display-inline">Of the amounts made available for each fiscal year to carry out this subsection, the Secretary shall use an amount equal to 10 percent to provide grants under this subsection for projects eligible under this subsection for charging and fueling infrastructure for medium- and heavy-duty vehicles, such as port and intermodal depot projects.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8c78722a80c34918945163e0d8e9bf32"><enum>(C)</enum><header>Insufficient applications</header><text display-inline="yes-display-inline">If there are insufficient satisfactory applications for a fiscal year to carry out subparagraph (A) or (B), the Secretary shall use any unused amounts for other grants under this subsection.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section id="ida66c35754cc847f9a419dd282c96b756"><enum>10.</enum><header>Community flexibility for electric vehicle charging infrastructure</header><text display-inline="no-display-inline">Section 109(s) of title 23, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idea2cc7b9748148f28cf0658400b79f9e"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraph (2) as paragraph (3); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc4d8fcdaf3d145aa8f7cf59b41ed7c77"><enum>(2)</enum><text>by inserting after paragraph (1) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idd19975cf4582446e8cc8fbc0667b24c3"><paragraph commented="no" display-inline="no-display-inline" id="id70543adbf18e4c998ed6fd0d587e52df"><enum>(2)</enum><header>Community flexibility</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, including section 680.106(b)(2) of title 23, Code of Federal Regulations (or a successor regulation), electric vehicle charging infrastructure funded under this title or by any other Federal program may be installed using curbside designs to support community charging, which may consist of 1 or more charging ports that are co-located or distributed across separate pedestals, curbside installations, or nearby sites, and such ports shall be treated collectively as a single station for purposes of Federal law.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section commented="no" display-inline="no-display-inline" id="id933b6e2deebd41a3995b724c2630d739"><enum>11.</enum><header>Low or no emission grants</header><text display-inline="no-display-inline">There is authorized to be appropriated out of the Mass Transit Account of the Highway Trust Fund to carry out section 5339(c) of title 49, United States Code, $1,150,000,000 for each of fiscal years 2027 through 2031.</text></section><section commented="no" display-inline="no-display-inline" id="id05f19ea98b0c4342934cf4c36b37d1ca"><enum>12.</enum><header>Extending clean transportation access to HOV facilities</header><text display-inline="no-display-inline">Section 166(b)(5)(A) of title 23, United States Code, is amended, in the matter preceding clause (i), by striking <quote>Before September 30, 2025, if</quote> and inserting <quote>If</quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idcc9f955058d34230b3c000c9d11633e5"><enum>13.</enum><header display-inline="yes-display-inline">Workforce</header><text display-inline="no-display-inline">Section 5507 of title 49, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id3a8cc65ebac34f7a8da1a34289601c3b"><enum>(1)</enum><text>in subsection (b)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id82ae21e6cdf442d182faab3613c8a331"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>and</quote> after the semicolon at the end;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id13c4e24592484cc88b7607826a49896f"><enum>(B)</enum><text>in paragraph (2), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb815d8ea5ea74244b23930c772379bb4"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="ida43fe7b26fc649caa36ec6639d55ddd7"><paragraph commented="no" display-inline="no-display-inline" id="ide7467ec248ab469694f4236ef2609703"><enum>(3)</enum><text>to target awareness of emerging technologies in transportation, including intelligent or smart transportation, cleaner transportation (such as zero-emission vehicles and fueling infrastructure, including electrification and hydrogen), and autonomous mobility (including unmanned aircraft systems).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id18020965696a4e5c8d949dc2d0038b45"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (d)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id26b79e336db7409f8d2926fa3920aa57"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>The Secretary</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idBEA1B9741F794CCCB56AC853959CBBEB"><paragraph commented="no" display-inline="no-display-inline" id="ida612609cc26d47b7b510b7878f7f9997"><enum>(1)</enum><header>Fiscal years 2022 through 2026</header><text>The Secretary</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id22440b04510744ec9d3bd640e1bc28c1"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id2DC55C9ABFC64CE9895F9AEEDB9C467F"><paragraph commented="no" display-inline="no-display-inline" id="idcdbcb41e58e34125bc1de4a1d67e3e26"><enum>(2)</enum><header>Fiscal years 2027 through 2031</header><text>There is authorized to be appropriated to carry out this section $6,000,000 for each of fiscal years 2027 through 2031.</text></paragraph><after-quoted-block>. </after-quoted-block></quoted-block></subparagraph></paragraph></section><section id="idbb6c72bb2acc45e7be2fff253d78eb39"><enum>14.</enum><header>Strategies to reduce the cost of transportation fuels in the United States</header><subsection id="id32683b17b4c34cc0a28a1314f383d418"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id05439f02fa87445aaa176945f91f6076"><enum>(1)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of General Services.</text></paragraph><paragraph id="id13d12f88e16d4191ad1b5f8f2e43baca"><enum>(2)</enum><header>Chair</header><text>The term <term>Chair</term> means the Chair of the Council on Environmental Quality.</text></paragraph><paragraph id="id08635f258ba148b7bf71d652770fd30c"><enum>(3)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the Office of Management and Budget.</text></paragraph><paragraph id="id5004042af391437f99fb3c6df697c287"><enum>(4)</enum><header>Strategies</header><text>The term <term>strategies</term> means the short-term and long-term strategies to reduce the cost of transportation fuels for consumers in the United States through Federal conservation developed under subsection (b).</text></paragraph><paragraph id="id2573b3a57cdf44e9b3c79e434e2b4a6e"><enum>(5)</enum><header>Transportation fuel</header><text>The term <term>transportation fuel</term> has the meaning given the term in section 211(o)(1) of the Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7545">42 U.S.C. 7545(o)(1)</external-xref>).</text></paragraph></subsection><subsection id="id9020e9d3c50d4e31a2504fd9db2d0cd7"><enum>(b)</enum><header>Development of strategies</header><paragraph id="idf0fe5d34691d40f593096c815813f8f0"><enum>(1)</enum><header>In general</header><text>Not later than 120 days after the date of enactment of this Act, the Director, the Administrator, and the Chair, in coordination with the heads of other relevant Federal agencies, shall develop and publicly release short-term and long-term coordinated strategies to reduce the cost of transportation fuels for consumers in the United States through Federal conservation.</text></paragraph><paragraph id="idd0a6f5a2e3284e0a9681aeefbd3d4dda"><enum>(2)</enum><header>Inclusions</header><text>The strategies shall include—</text><subparagraph id="id5df4e5f28f89473881bcd173d02d3dd6"><enum>(A)</enum><text>a plan on how the General Services Administration can immediately reduce fuel consumption by the Federal Government in the period during which the increase in the cost of transportation fuel per gallon in the United States as compared to the previous year is 33 percent or more;</text></subparagraph><subparagraph id="id3a38d7baad0f473db7021b09e6a636be"><enum>(B)</enum><text>a plan to reduce the usage of transportation fuels by vehicles in the Federal fleet by 10 percent below the average amount of transportation fuels used by those vehicles year over year, subject to the condition that the plan shall not apply to transportation fuels needed for national defense, homeland security, or law enforcement purposes of the United States;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idae866b8967a548c3914d15c3590a6270"><enum>(C)</enum><text display-inline="yes-display-inline">an assessment of and report on the availability of alternative transportation fueling options, such as electrification, through Federal fleets and personal vehicles used by Federal employees, for each Federal agency; and</text></subparagraph><subparagraph id="ide987634c4e574bc1838088a5c88b94e1"><enum>(D)</enum><text>recommendations to Congress on any legislation, authorities, or administrative actions necessary to reduce the cost of transportation fuels for consumers in the United States.</text></subparagraph></paragraph></subsection><subsection id="id4f37c99e4a264c66980a09e6239e688b"><enum>(c)</enum><header>Implementation of strategies</header><text>The Director, the Administrator, and the Chair, in coordination with the heads of other relevant Federal agencies, shall implement the strategies developed under subsection (b) as quickly as practicable after those individuals determine that the increase in the cost of transportation fuel per gallon in the United States as compared to the previous year is 33 percent or more.</text></subsection><subsection commented="no" id="id5b8bf9c6175845169fc056dc8d7b1584"><enum>(d)</enum><header>Termination of strategies</header><text>The Director, the Administrator, and the Chair, in coordination with the heads of other relevant Federal agencies, shall cease implementing the strategies developed under subsection (b) on the date on which the increase in the cost of transportation fuel per gallon in the United States as compared to the previous year is less than 33 percent for a consecutive period of 180 days beginning after the implementation of those strategies.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id5b114c437f3343ffa50053710a957294"><enum>(e)</enum><header>Measurement</header><text>In measuring the increase in the cost of transportation fuel per gallon in the United States under this section, the Director, the Administrator, and the Chair, in coordination with the heads of other relevant Federal agencies, shall use data from the Motor Gasoline Price Survey of the Energy Information Administration.</text></subsection><subsection id="idc0329c0ac8db4da187375f4529c18bbb"><enum>(f)</enum><header>Savings provision</header><text>The strategies developed under subsection (b) shall not apply to—</text><paragraph id="id7a7081a10eff4842972977a210e1e2e1"><enum>(1)</enum><text>vehicles in the Federal fleet that are not under the management of the Administrator; or</text></paragraph><paragraph id="ida820d11f39bb4977b6568667a3dc727a"><enum>(2)</enum><text>vehicles under the management of the United States Postal Service.</text></paragraph></subsection></section></legis-body></bill>
