<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 5196</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260730">July 30, 2026</action-date><action-desc><sponsor name-id="S409">Mr. Luján</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit the Department of Justice from granting immunity to the President, Vice President, or family members, trusts, parents, sisters, related companies, or affiliates of the President or Vice President, for certain crimes.</official-title></form><legis-body><section id="id88e1ae25e5d443ba95b715d83d6ad634" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Trump Immunity Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id68f98a41aafe4be68577516ca45cb1cd"><enum>2.</enum><header>Definition</header><text display-inline="no-display-inline">In this Act, the term <term>presidentially owned entity</term>—</text><paragraph commented="no" display-inline="no-display-inline" id="id90243fee3ab64b3d84c3490933f5c2aa"><enum>(1)</enum><text display-inline="yes-display-inline">means a corporation, association, partnership, limited liability company, limited liability partnership, other legal entity, or sole proprietorship in which the President or Vice President has an ownership stake; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4bb60849558e42169e51d22f2f6b7ff0"><enum>(2)</enum><text display-inline="yes-display-inline">does not include an entity in which—</text><subparagraph commented="no" display-inline="no-display-inline" id="id04845239146e4fd9b38932ac0cfd5362"><enum>(A)</enum><text display-inline="yes-display-inline">more than 100 people have an ownership stake; and</text></subparagraph><subparagraph id="id8e5d69ae5f7c4aa48af9c43ee3703026" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">the President or Vice President, as applicable, hold no more than 5 percent in a beneficial ownership stake.</text></subparagraph></paragraph></section><section id="S1"><enum>3.</enum><header>Prohibition on immunity</header><text display-inline="no-display-inline">No Executive agency may grant a release, waiver, acquittal, discharge, barring, or preclusion of 1 or more claims to the President or Vice President, or a family member (including a spouse, child, spouse of a child, sibling, niece, nephew, first cousin, and second cousin), trust, parent, sister, related company, affiliate of the President or Vice President, or presidentially owned entity, for any claim, including the following:</text><paragraph id="idefd79aaac7f34611a0db35049e804a1a"><enum>(1)</enum><text>General immunity from investigation and prosecution, including a broad release of claims described in the May 19, 2026, order of the Attorney General.</text></paragraph><paragraph id="id3dd56884d08e4fb4881edae1f5e6b6da"><enum>(2)</enum><text>Facilitating money laundering for the Islamic Republic of Iran, the Democratic People's Republic of Korea, the Islamic Resistance Movement (commonly known as <quote>Hamas</quote>), or Mexican drug cartels.</text></paragraph><paragraph id="id847588995e2b428b82724d17ac5eb23f"><enum>(3)</enum><text>Trading and profiting on insider information about an imminent war with the Islamic Republic of Iran.</text></paragraph><paragraph id="id1404cfc3c10c4db48e89f66fff82c8e5"><enum>(4)</enum><text>Abusing or facilitating the abuse of young women.</text></paragraph><paragraph id="id43186bda2f504a6eb5ea8d0296f1292b"><enum>(5)</enum><text>Illegally steering taxpayer dollars to friends, family, and business partners.</text></paragraph></section></legis-body></bill>
