Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Professional Boxing Safety Act of 1996 to establish requirements for unified boxing organizations and to further enhance the well-being of professional boxers, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Muhammad Ali American Boxing Revival Act of 2026</short-title></quote>.</text></section><section id="IDc26e54a89a664fd8870629c78c5c436b"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text><paragraph id="ID45adf6adbcbd46938f3466a3c40aaa8d"><enum>(1)</enum><text>to provide increased choice and opportunity to professional boxers by allowing a professional boxer to choose to participate in the alternative system offered by a unified boxing organization; and</text></paragraph><paragraph id="ID5a1e2f8592f94ba1a4bce508de6df2dc"><enum>(2)</enum><text>to further enhance safety precautions that protect the well-being of professional boxers.</text></paragraph></section><section id="IDc7782b9907a74db1b80f9b2827ae66db"><enum>3.</enum><header>Unified boxing organizations</header><text display-inline="no-display-inline">The Professional Boxing Safety Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/15/6301">15 U.S.C. 6301 et seq.</external-xref>) is amended—</text><paragraph id="ID99de07ac346f421f8d5ad5b02832fd45"><enum>(1)</enum><text>in section 2 (<external-xref legal-doc="usc" parsable-cite="usc/15/6301">15 U.S.C. 6301</external-xref>)—</text><subparagraph id="ID673a238248734be99f48013405fd744c"><enum>(A)</enum><text>by striking paragraph (7) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id72d6765a1cb64c3492bf193468614d10"><paragraph id="ID1cf830573cf34e12895881927ba3315c"><enum>(7)</enum><header>Physician</header><text>The term <term>physician</term> means a doctor of medicine, with a degree of Doctor of Medicine or Doctor of Osteopathic Medicine, who is legally authorized to practice medicine by the State in which the physician performs such function or action.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="IDf874f8c547f7469a9e3d571499a33abc"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id52a151c9200c4dabacbed61742dc68bb"><paragraph id="ID055ca4cc126646a6a9b7d89796b89bd4"><enum>(16)</enum><header>Unified boxing organization</header><text>The term <term>unified boxing organization</term> means an association, a league, or a centralized industry organization in the private sector that—</text><subparagraph id="ID9bd7ab3319a040ac8ae5c54059673a73"><enum>(A)</enum><text>organizes a professional boxing match in a system in which a boxer under contract with such association, league, or centralized industry organization competes against another such boxer pursuant to unified rules; and</text></subparagraph><subparagraph id="IDf69a725a7cf049ff866fd45b4caaf806"><enum>(B)</enum><text>implements a system for title belts for boxers under contract with such association, league, or centralized industry organization and may rely upon, utilize, or recognize titles and rankings for such boxers from an organization operating independently of such association, league, or centralized industry organization.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="IDdf6dfc5564e9441bb864ac81da72396f"><enum>(2)</enum><text>in section 18(b) (<external-xref legal-doc="usc" parsable-cite="usc/15/6309">15 U.S.C. 6309(b)</external-xref>), by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idfeb086af13064cbea408219b38e9d30d"><paragraph id="ID61511a4ba4b9420ba160900382fe2d1b"><enum>(5)</enum><header>Unified boxing organizations</header><text>Any officer or employee of a unified boxing organization who knowingly violates, or coerces or causes any other person to violate, section 21A shall, upon conviction, be imprisoned for not more than 1 year or fined not more than $20,000, or both.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="ID954f23febbda4f888136f5c3936d0c87"><enum>(3)</enum><text>by inserting after section 21 the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="ide7af16edaf6e4cbe9c46b71ec6f07fd2"><section id="ID31927afcc1aa447783e2d6a4fac19e86"><enum>21A.</enum><header>Unified boxing organizations</header><subsection id="IDbc8b278bd558428faf0400773f94d29c"><enum>(a)</enum><header>Alternative system for compliance</header><text>A unified boxing organization shall be considered to be in compliance with the requirements of this Act if the unified boxing organization meets the requirements of section 5 and the conditions of this section with respect to—</text><paragraph id="IDcf39191c9b6d429a81501d9f1d199d2d"><enum>(1)</enum><text>each boxer under contract with the unified boxing organization; and</text></paragraph><paragraph id="ID1e28d71866774935aca18a4bd56c6894"><enum>(2)</enum><text>each covered match.</text></paragraph></subsection><subsection id="ID35ab330f6f0b4cbfab688140af257001"><enum>(b)</enum><header>Safety and industry standards; medical examinations</header><paragraph id="ID1a661c6fae984531adf5b339993f5e41"><enum>(1)</enum><header>In general</header><text>A condition of this section is that a unified boxing organization shall meet the requirements of paragraphs (2) and (3) of this subsection, in addition to the requirements of section 5.</text></paragraph><paragraph id="IDf1428c0ea1da4ff0b1139783eb07c53c"><enum>(2)</enum><header>Special rule relating to knockouts</header><text>In the case of a boxer who suffers a knockout during a covered match, a unified boxing organization shall require that, in addition to the examinations required for such boxer under section 5(a)(1)(B)(iii), the boxer shall undergo the applicable examinations described in such section relating to brain health before the boxer may participate in a subsequent covered match.</text></paragraph><paragraph id="IDc1ad959697eb48c98ef8bdbdabe977cc"><enum>(3)</enum><header>Supplemental physical examinations for boxers who are 40 years of age or older</header><subparagraph id="ID59db314bb07c4f838f52718526a42738"><enum>(A)</enum><header>In general</header><text>A unified boxing organization shall ensure that a boxer who participates in a covered match at the age of 40 or older has undergone, in addition to the physical examinations required under section 5(a)(1)(B)(iii) and paragraph (2) of this subsection, as applicable, a supplemental physical examination conducted by a licensed physician that affirms the fitness of the boxer to safely participate in a covered match.</text></subparagraph><subparagraph id="ID0246bfa1149c45329052ec79cb882b5a"><enum>(B)</enum><header>Elements</header><text>A supplemental physical examination under subparagraph (A) shall include each of the following:</text><clause id="ID7f5382ef43fc4a8f8bae375482f1bb2f"><enum>(i)</enum><text>A chest X-ray.</text></clause><clause id="ID1932354c4606449196b99b7795be759e"><enum>(ii)</enum><text>A comprehensive metabolic panel blood test.</text></clause><clause id="ID4714f4ab49f743ebb6e7589cfb25aa6a"><enum>(iii)</enum><text>A urinalysis to measure the overall health condition of the boxer.</text></clause></subparagraph><subparagraph id="ID8f3a2511e3864870bbfe5f1b7ac8a9be"><enum>(C)</enum><header>Frequency</header><text>The supplemental physical examination to be conducted under subparagraph (A) shall occur not less frequently than annually, except that the chest X-ray required under subparagraph (B)(i) shall occur not less frequently than once every 6 years.</text></subparagraph></paragraph></subsection><subsection id="ID5518c9d65fb34b8bb0f4d3d4f36351be"><enum>(c)</enum><header>Provision of medical care during covered matches</header><paragraph id="ID2e96eb33953e4462af3b6bd7652ba80a"><enum>(1)</enum><header>Ambulances</header><text>A condition of this section is that a unified boxing organization shall provide, in addition to the ambulance required to be provided by the unified boxing organization under section 5(a)(2), at least 1 additional ambulance to be continuously present on site at a covered match.</text></paragraph><paragraph id="IDc0757797c02341eb92654a72083b2120"><enum>(2)</enum><header>Ringside physician presence</header><subparagraph id="ID8c3a4dc47e9946789ec66dfc5f134f12"><enum>(A)</enum><header>In general</header><text>A condition of this section is that a unified boxing organization shall provide, in addition to the licensed physician required to be provided by such unified boxing organization under section 5(a)(3), at least 1 additional licensed physician to be continuously present at ringside during a covered match.</text></subparagraph><subparagraph id="IDffa39d6228e8475fb511ea565f2dbc96"><enum>(B)</enum><header>Certification requirement</header><text>Beginning on the date that is 2 years after the date of the enactment of this section, each physician required to be provided by a unified boxing organization shall have a certification obtained through a certification program administered by the Association of Boxing Commissions in partnership with the Association of Ringside Physicians (or a successor organization).</text></subparagraph></paragraph></subsection><subsection id="ID44d286627fc24c77a5c88c2de1f01ca8"><enum>(d)</enum><header>Support services</header><text>A condition of this section is that, during the period in which a boxer is under contract with a unified boxing organization, the unified boxing organization shall ensure that such boxer has each of the following:</text><paragraph id="ID4f4c190ef3524b4984bfe4b61db51011"><enum>(1)</enum><text>Access to equipment and facilities for training and rehabilitation at reasonable costs proximate to where the boxer resides.</text></paragraph><paragraph id="ID08f108bf23cf4eb086336499c70bd3ea"><enum>(2)</enum><text>In addition to the health insurance provided to the boxer under section 5(a)(4), an insurance policy in effect that provides medical coverage for any injury sustained by the boxer during the period of training for a covered match.</text></paragraph><paragraph id="ID8fc4804f54544904ae7b29d21db719b8"><enum>(3)</enum><text>A medical coordinator assigned to the boxer to assist the boxer with satisfying medical and licensing requirements related to the participation of the boxer in a covered match.</text></paragraph></subsection><subsection id="ID3c2c205b31b1459ea65d607daa5d1e95"> <enum>(e)</enum> <header>Comprehensive anti-Doping program</header> <paragraph id="IDa3997fabf5e844f2ac011e1ddfd2cb59"> <enum>(1)</enum> <header>Requirement</header> <subparagraph id="ID959650c2786a4f74931fb2eefc56ca2b"> <enum>(A)</enum> <header>In general</header> <text>A condition of this section is that a unified boxing organization shall have in effect a comprehensive anti-doping program that includes testing, and requirements related to such testing, under this subsection.</text>
                </subparagraph>
                <subparagraph id="ID8381c85b4781404faf70eb083ab2119c">
                  <enum>(B)</enum>
                  <header>List of prohibited substances and penalties</header>
 <text>A unified boxing organization shall, on an annual basis, publish, and make available to the public, a list that identifies, with respect to the preceding year—</text>
                  <clause id="IDb5bdf21d279b4436a50d292f4d61d1d5">
                    <enum>(i)</enum>
 <text>each substance tested for under the comprehensive anti-doping program of the unified boxing organization; and</text>
                  </clause>
                  <clause id="ID50b9e0e66af94f6ea88643a758e45014">
                    <enum>(ii)</enum>
 <text>each penalty imposed on a boxer under paragraph (6).</text> </clause> </subparagraph> </paragraph> <paragraph id="IDfb3e842b1bc240e7ac07d2557b5f87bb"> <enum>(2)</enum> <header>In-competition testing</header> <subparagraph id="IDd93c9c75c71c463fa6c51a6da84a7712"> <enum>(A)</enum> <header>In general</header> <text>The unified boxing organization shall ensure that testing is conducted in accordance with paragraph (5) for not fewer than half the boxers participating in each covered match organized by such unified boxing organization for an event.</text>
                </subparagraph>
                <subparagraph id="ID28d5e77de5384bc68e0cb44fcf722fa0">
                  <enum>(B)</enum>
                  <header>Timing</header>
 <text>Testing required under subparagraph (A) shall—</text> <clause id="ID75f84f8c06ef470fa1cda6d463a62d23"> <enum>(i)</enum> <text>occur during the period beginning on the date of a weigh-in for a covered match and ending on the date of the covered match; and</text>
                  </clause>
                  <clause id="IDeb58ebc3ae994c639a21b3a7db64082d">
                    <enum>(ii)</enum>
 <text>determine whether a boxer is positive or negative for each substance prohibited by—</text>
                    <subclause id="IDf2abf65f16394949984758de4f94c8b7">
                      <enum>(I)</enum>
 <text>the boxing commission of the State in which the covered match is held;</text>
                    </subclause>
                    <subclause id="IDff1e880383814359b766d1c6e41419a3">
                      <enum>(II)</enum>
 <text>in the case of a covered match held within a reservation, the tribal organization that meets the requirements of section 21 and is responsible for regulating the covered match; or</text>
                    </subclause>
                    <subclause id="ID228be300b7964bf3ae669b020b5b9dc2">
                      <enum>(III)</enum>
 <text>in the case of a covered match held in a State without a boxing commission, the commission responsible for regulating the covered match as provided by section 4.</text>
                    </subclause>
                  </clause>
                </subparagraph>
              </paragraph>
              <paragraph id="ID2baad570363b4cd8afc24d67863d97a4">
                <enum>(3)</enum>
                <header>No-notice testing</header>
 <text>In addition to the testing required under paragraph (2), during the period in which a boxer is under contract with a unified boxing organization, the unified boxing organization may conduct testing, with no advance notice to the boxer and in accordance with paragraph (5), to determine whether such boxer is positive or negative for each substance prohibited by the unified boxing organization.</text>
              </paragraph>
              <paragraph id="IDc7680a209229434dbcc441b62e613d81">
                <enum>(4)</enum>
                <header>Substances prohibited by unified boxing organization</header>
 <text>The unified boxing organization shall prohibit each substance prohibited as described in subclause (I) of clause (ii) of section 7(a)(5)(B) (or, if no substance is so prohibited, each substance listed as described in subclause (II) of such clause), except that the unified boxing organization may elect not to test a boxer participating in a covered match for any substance that is not prohibited by the boxing commission of the State in which the covered match is being held or the tribal organization responsible for regulating the covered match.</text>
              </paragraph>
              <paragraph id="ID8d1f8bc0b6134d20b8eece7c147a80cb">
                <enum>(5)</enum>
                <header>Administration of tests</header>
 <text>An independent third party shall conduct the testing under paragraphs (2) and (3), which shall include—</text>
                <subparagraph id="IDb4767b63597f4500a6e531a53faec605">
                  <enum>(A)</enum>
 <text>carrying out each such test;</text> </subparagraph> <subparagraph id="IDa5ac082bf28c4a4e80dba0ec99a5abc8"> <enum>(B)</enum> <text>determining the result of each such test; and</text>
                </subparagraph>
                <subparagraph id="ID1b47a3790acc4dd480fb99544eb08a11">
                  <enum>(C)</enum>
 <text>reporting a positive result of such a test to—</text> <clause id="IDa32168d2caeb407b9a37b419d3cf69c2"> <enum>(i)</enum> <text>the unified boxing organization concerned;</text>
                  </clause>
                  <clause id="IDd2c394a9560e42cdbe8454503e57c8ea">
                    <enum>(ii)</enum>
 <text>the boxing commission of the State in which a covered match is held or the tribal organization responsible for regulating the covered match, as applicable; and</text>
                  </clause>
                  <clause id="ID641edba2dfa4478799bc797795d26324">
                    <enum>(iii)</enum>
 <text>the Association of Boxing Commissions.</text> </clause> </subparagraph> </paragraph> <paragraph id="ID57b88665be534558894a300b1f89145c"> <enum>(6)</enum> <header>Penalties</header> <subparagraph id="ID2c65415262e945ceab7c2c20aa83012a" commented="no"> <enum>(A)</enum> <header>In general</header> <text>A unified boxing organization shall enforce any penalty imposed by, with respect to a positive test result related to the testing conducted under paragraph (2)—</text>
                  <clause id="ID9793f3eddd1a4ceb88d0a2f7624a38ba" commented="no">
                    <enum>(i)</enum>
 <text>the boxing commission of the State in which a covered match is held or the tribal organization responsible for regulating the covered match, as applicable; or</text>
                  </clause>
                  <clause id="ID35318eac9e724ab0b0b971a57765c2bb" commented="no">
                    <enum>(ii)</enum>
 <text>the Association of Boxing Commissions.</text> </clause> </subparagraph> <subparagraph id="IDae088cf08964463088b28901f9959e55"> <enum>(B)</enum> <header>Assessment for penalties</header> <text>In imposing a penalty on a boxer for whom the independent third party reports a positive test result under paragraph (2) or (3), the Association of Boxing Commissions shall consider—</text>
                  <clause id="ID33782b2ff58a4b5c820ac17cf17608e3">
                    <enum>(i)</enum>
 <text>the seriousness of the positive test result in relation to the participation of the boxer in a covered match; and</text>
                  </clause>
                  <clause id="ID75c4c943efbd4105b790f744fda5a457">
                    <enum>(ii)</enum>
 <text>the degree to which the boxer is at fault for the positive test result.</text>
                  </clause>
                </subparagraph>
              </paragraph>
              <paragraph id="IDe6aa468c70cb460b8f40ff844bda795d">
                <enum>(7)</enum>
                <header>Contract requirement</header>
 <text>A unified boxing organization shall include in any contract entered into between the unified boxing organization and a boxer regarding participation in covered matches such terms and conditions as may be necessary to require the boxer to submit to testing under this subsection during the period of the contract.</text>
              </paragraph>
 </subsection><subsection id="IDbc3f1f529bfe4e7c85079a0ec98323ee"><enum>(f)</enum><header>Required contract provisions</header><paragraph commented="no" display-inline="no-display-inline" id="id9bd4564660614008a008b29774b922bc"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In addition to the requirements described in subsection (e)(7), a contract between a unified boxing organization and a boxer shall meet each of the following requirements:</text><subparagraph id="ID54b4dec3781f4b97aa90cf87ccc00cc4"><enum>(A)</enum><text>The contract shall not prohibit, during the 90 day period ending on the last day of such contract, the boxer from communicating with another unified boxing organization or a promoter, provided that the boxer may not enter into a new agreement before the end of the term of the existing contract.</text></subparagraph><subparagraph id="ID65c0b86bef414c29b7341d28bac65119"><enum>(B)</enum><text>The contract shall—</text><clause id="ID02150423875d4fa8948192e605638ebd"><enum>(i)</enum><text>specify the minimum payment that a boxer would or will receive for participating in a round of a covered match, which shall be at least $200 per round scheduled; and</text></clause><clause id="IDd56b22b54c304eb0855c9c764be535e0"><enum>(ii)</enum><subclause commented="no" display-inline="yes-display-inline" id="id2fce97ef39ae41b790c78834d2fc6292"><enum>(I)</enum><text>arrange for such boxer to fight in a minimum of 1 covered match every 6 months; or</text></subclause><subclause indent="up1" commented="no" display-inline="no-display-inline" id="idd53f51cc139b400eb8481e13a1e8ea0f"><enum>(II)</enum><text>ensure that such boxer is paid an amount that is not less than 10 times the minimum payment for 1 round specified under clause (i), except that this subclause shall not apply if an injury prevents the boxer from fighting and the boxer is collecting insurance for such injury pursuant to subsection (d)(2), the boxer tests positive for a prohibited substance, or the boxer refuses or is otherwise unable to fight for reasons beyond the control of the unified boxing organization, including inability of the boxer to travel or the boxer’s failure to maintain relevant licensure.</text></subclause></clause></subparagraph><subparagraph id="ID4b378c96b46d414e898493713141b808"><enum>(C)</enum><text>Except as specified in paragraph (2), the contract may not exceed 6 years.</text></subparagraph></paragraph><paragraph id="IDdfd092e94a3f4377b5a3774803aa1c84"><enum>(2)</enum><header>Exception for first professional agreement; free agency rights</header><text>A contract between a unified boxing organization and a boxer that constitutes the first professional promotional agreement of the boxer shall not exceed 3 years.</text></paragraph><paragraph id="IDe76d9b8c43c44aedbdcaf86f0bbedf91"><enum>(3)</enum><header>Application to all promotional contracts</header><text>Notwithstanding another provision of law, the protections afforded to boxers under paragraphs (1)(A), (1)(C), and (2) shall apply to any contract between a boxer and a promoter to the same extent as those protections apply to a contract between a boxer and a unified boxing organization.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idc7de0536094e4cd1bbd7c34a400f94b7"><enum>(g)</enum><header>Boxing conduct policy</header><paragraph id="IDdadc39e0a2f1482c83864db98faf2d27"><enum>(1)</enum><header>In general</header><text>A condition of this section is that a unified boxing organization shall implement and ensure compliance with a comprehensive boxing conduct policy that prohibits a boxer, or any covered individual, who is directly involved with or participates in a covered match from—</text><subparagraph id="IDa3684d7df66f4ebe99faecaf041544d1"><enum>(A)</enum><text>placing a bet or wager, directly or through a third party, on the covered match; and</text></subparagraph><subparagraph id="ID3db188c771fd44a088bcc050fe5cd673"><enum>(B)</enum><text>sharing nonpublic information with a third party that is material to the performance of a boxer participating in the covered match or the outcome of the match for the purpose of assisting the third party in placing a bet or wager on the covered match.</text></subparagraph></paragraph><paragraph id="ID93622d392a494b7892bb5c578b812eed"><enum>(2)</enum><header>Compliance</header><text>A unified boxing organization shall implement and ensure compliance with procedures for monitoring and enforcing compliance with the boxing conduct policy implemented under paragraph (1) and enforce any suspension or other penalty imposed by a State, territorial, or tribal boxing commission.</text></paragraph></subsection><subsection id="ID867e193961a940bfa1ebeef3478598e7"><enum>(h)</enum><header>Firewall between unified boxing organizations and managers</header><text>A condition of this section is that a unified boxing organization shall implement prohibitions against officers or employees of the unified boxing organization, or any representative of the unified boxing organization, who do any of the following:</text><paragraph id="IDc6fc496dddb54eb1b8ecbb74fd7532bf"><enum>(1)</enum><text>Have any direct or indirect financial interest in the management of a boxer in relation to the participation of the boxer in a covered match.</text></paragraph><paragraph id="IDdd38617a793540349cd026ae4dc67a72"><enum>(2)</enum><text>Employ, or make a payment to, a manager who represents a boxer who participates in a covered match, except—</text><subparagraph id="IDf66466d3b7224570a3addafe8ccee1ef"><enum>(A)</enum><text>in the case of a boxer who acts as the boxer’s own manager; or</text></subparagraph><subparagraph id="ID3a3146f5f92349fbad09752b3e5f4f07"><enum>(B)</enum><text>for any consideration paid by the unified boxing organization to the manager under the contract between the manager and the boxer.</text></subparagraph></paragraph><paragraph id="ID2235241c27b646ddbddf91a2b1e01d59"><enum>(3)</enum><text>Receive or request from a boxer a payment related to the ranking of the boxer or the participation of the boxer in a covered match—</text><subparagraph id="ID1a59f2893f9f434fbcb4b67c9b050808"><enum>(A)</enum><text>including—</text><clause id="ID81f2259988fc4dec86155d5ca3d1861f"><enum>(i)</enum><text>charging a boxer for participation in a covered match in which the boxer will be challenging a champion or defending a championship; and</text></clause><clause id="ID74ae622e1ccb4c04a7294317123cd68f"><enum>(ii)</enum><text>any portion of an award won by the boxer; and</text></clause></subparagraph><subparagraph id="ID52f2a98a5ae2481aa8201a2f236e1fc7"><enum>(B)</enum><text>excluding reimbursement paid by the boxer to a unified boxing organization for reasonable expenses incurred by the unified boxing organization on behalf of the boxer in relation to the participation of the boxer in a covered match, including any medical expense and travel expense.</text></subparagraph></paragraph></subsection><subsection id="IDd485fcfb81d14e09b9e5aa04f93cee31"><enum>(i)</enum><header>Boxing commissions</header><paragraph id="ID5a32f67a84ca4587b62d1c03eef4a891"><enum>(1)</enum><header>Prohibition</header><text>A condition of this section is that a covered match may not be held, unless compliant with section 4—</text><subparagraph id="IDb206794e8a404e7bbc15acae36b09fd3"><enum>(A)</enum><text>in a State without a boxing commission; or</text></subparagraph><subparagraph id="ID7b00dd034360445187f118f35308d2cd"><enum>(B)</enum><text>within a reservation under the jurisdiction of a tribal organization that does not meet the requirements of section 21.</text></subparagraph></paragraph><paragraph id="ID4a225ada7a1243dabac53501afef68ec"><enum>(2)</enum><header>Judges and referees</header><text>A condition of this section is that a unified boxing organization shall meet the requirements of section 16.</text></paragraph></subsection><subsection id="ID226a6d131c824da6ac80b7a93ce116e5"><enum>(j)</enum><header>Financial responsibility</header><paragraph id="ID277943c99b7f489ca061bd06197dc15c"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), a condition of this section is that a unified boxing organization shall be financially responsible for the costs of meeting the requirements of section 5 and the conditions of this section.</text></paragraph><paragraph id="ID42a0c032dc094d8899b2ff86ef1ce202"><enum>(2)</enum><header>Cost of any deductible</header><text>The cost of any deductible for any health insurance required to be provided by the unified boxing organization for a boxer shall be the financial responsibility of the boxer.</text></paragraph></subsection><subsection id="IDf2439aea2e524162aec34051ff5df5d7"><enum>(k)</enum><header>Disclosure requirements</header><paragraph id="ID6d62afc4998443bbb0379b5763161dc8"><enum>(1)</enum><header>Compliance with current State athletic commission disclosure requirements</header><text>A condition of this section is that for each covered match, a unified boxing organization shall comply with all disclosure requirements that the boxing commission of the State in which the covered match is held or the tribal organization responsible for regulating the covered match has required of promoters.</text></paragraph><paragraph id="ID4d22877ca6654b9bbd1805be02f8b8b8"><enum>(2)</enum><header>Rule of construction</header><text>Nothing in this section shall be construed to preempt or limit the authority of any boxing commission of a State or territory, or any tribal organization, to establish or enforce disclosure requirements.</text></paragraph></subsection><subsection id="IDf9e690cec4ea4e9cab1bf901ba054900"><enum>(l)</enum><header>Federal Trade Commission filing</header><paragraph id="IDc797290c685e41cdbbabb365746de845"><enum>(1)</enum><header>In general</header><text>A condition of this section is that, on the date on which a unified boxing organization intends to claim status as a unified boxing organization for purposes of this section, the unified boxing organization shall submit to the Federal Trade Commission and to the Association of Boxing Commissions information regarding the unified boxing organization, including the following:</text><subparagraph id="ID45bdd08083e44feca097ca405dee48f4"><enum>(A)</enum><text>The State in which the unified boxing organization is incorporated.</text></subparagraph><subparagraph id="ID3849367493ac47a384b4a9d7677de187"><enum>(B)</enum><text>The business address of the unified boxing organization.</text></subparagraph><subparagraph id="IDf1f478b967ca4b1492c797fb00a9dc2b"><enum>(C)</enum><text>The website of the unified boxing organization.</text></subparagraph></paragraph><paragraph id="IDe694fa2a5fb8413a898ec7672d722ec1"><enum>(2)</enum><header>Information regarding ratings</header><text>For any unified boxing organization that implements a system for boxer ratings that such organization controls, manages, or operates, a condition of this section is that the unified boxing organization shall, not later than January 31 of each year, submit to the Federal Trade Commission and the Association of Boxing Commissions—</text><subparagraph id="IDcd955a2224194286a16097c6f35773d1"><enum>(A)</enum><text>a complete description of the ratings criteria and policies of the organization;</text></subparagraph><subparagraph id="IDaa1a674eaef34ad4b1dcc691ff73c696"><enum>(B)</enum><text>the bylaws of the organization;</text></subparagraph><subparagraph id="IDb04382667dc94d35beef2096f31482f3"><enum>(C)</enum><text>the appeals procedure of the organization for a boxer’s rating, if applicable; and</text></subparagraph><subparagraph id="IDf2cdce6010a84c4290bd3061d803ddc3"><enum>(D)</enum><text>a list and business address of the officials of the organization who vote on the ratings of boxers, if applicable.</text></subparagraph></paragraph><paragraph id="IDaa5d4ede32944e62bc72c0193e5f3f8b"><enum>(3)</enum><header>Format; updates</header><text>To meet the condition of this subsection, the unified boxing organization shall—</text><subparagraph id="ID20f72f299f6f4c9b9860596f6655f01b"><enum>(A)</enum><text>provide the information described in paragraph (1) and (2)—</text><clause id="ID56dd4d49117d4839b1be6963ddfbb0b2"><enum>(i)</enum><text>in writing; and</text></clause><clause id="IDabaa2dbd27cd44919caa4597e7963ed0"><enum>(ii)</enum><text>for any document greater than 2 pages in length, in electronic form; and</text></clause></subparagraph><subparagraph id="ID0c0f5f0c24984def8a83008c5a3baf3e"><enum>(B)</enum><text>promptly notify the Federal Trade Commission of any material change in the information submitted.</text></subparagraph></paragraph><paragraph id="IDe1a002d9890e4c989e9f9b4b0147a569"><enum>(4)</enum><header>Availability of information</header><text>The Federal Trade Commission—</text><subparagraph id="IDfd554d80b5d34bbf8cb2cfc6629f2700"><enum>(A)</enum><text>shall make information received under this subsection available to the public; and</text></subparagraph><subparagraph id="ID3c34ba1b13cb4ce9bbb1dc4c63f594f0"><enum>(B)</enum><text>may assess the unified boxing organization a fee to offset the costs the Commission incurs in processing the information and in making the information available to the public.</text></subparagraph></paragraph><paragraph id="ID7f1a892b1b9d4852b55bad70889c1c99"><enum>(5)</enum><header>Internet alternative</header><text>In lieu of submitting the information described in paragraph (1) or (2) to the Federal Trade Commission, a unified boxing organization may provide the information to the public by maintaining an internet website that—</text><subparagraph id="IDc8e63234ec0f4c6c852fc8bda7574b87"><enum>(A)</enum><text>is readily accessible by the general public using generally available search engines;</text></subparagraph><subparagraph id="ID8cb52b05045a42ca953dea6c7ee396ee"><enum>(B)</enum><text>for full access to the information, does not require a password or payment of a fee;</text></subparagraph><subparagraph id="IDeb23cdcd531144a7aca6b03ffceb3adf"><enum>(C)</enum><text>contains the information in a format that is easy to search and use; and</text></subparagraph><subparagraph id="ID778e7f4ef7eb47149d8b9c27a1b0257b"><enum>(D)</enum><text>is updated when there is a material change in the information.</text></subparagraph></paragraph></subsection><subsection id="ID91a0cdbc12a2494799b985961519c68c"><enum>(m)</enum><header>Relationship with State law</header><text>Nothing in this section may be construed to prohibit a State from adopting or enforcing—</text><paragraph id="IDb037a49dd0594c46ae045a8e2feeff94"><enum>(1)</enum><text>supplemental laws or regulations not inconsistent with this section; or</text></paragraph><paragraph id="IDaa4e01c388d04cedaae828cab5b0c825"><enum>(2)</enum><text>criminal, civil, or administrative fines for violations of such laws or regulations.</text></paragraph></subsection><subsection id="ID5e6ba533d87741908ad4a1ec927f509f"><enum>(n)</enum><header>Definitions</header><text>In this section:</text><paragraph id="ID3d94b416d798468385959c925b6f531c"><enum>(1)</enum><header>Covered individual</header><text>The term <term>covered individual</term>, with respect to a boxer who participates in a covered match, means any of the following:</text><subparagraph id="ID770c1d620c7248cbb5b26d2368c40c32"><enum>(A)</enum><text>An adult living in the same household as the boxer.</text></subparagraph><subparagraph id="ID383052cd42754aaa920586dd9e13a9c0"><enum>(B)</enum><text>A coach, manager, or athletic trainer of the boxer.</text></subparagraph><subparagraph id="ID33a016229fa34b3bb65db9909a8efd34"><enum>(C)</enum><text>A physician or other medical professional who provides services to the boxer.</text></subparagraph><subparagraph id="ID5c18b75604674a85afe685fad072c52a"><enum>(D)</enum><text>An employee, officer, or director of the unified boxing organization concerned.</text></subparagraph><subparagraph id="ID100a892e3410476e8dcc601df86e12f0"><enum>(E)</enum><text>An agent of any such person who is directly involved with or participates in a covered match.</text></subparagraph></paragraph><paragraph id="ID74ee73cc6b8f44bd87a6a7dee6505c17"><enum>(2)</enum><header>Covered match</header><text>The term <term>covered match</term> means a professional boxing match organized by a unified boxing organization.</text></paragraph><paragraph id="ID03248f9010a1427aa4631182c09a58ff" commented="no"><enum>(3)</enum><header>First professional promotional agreement</header><text>The term <term>first professional promotional agreement</term> means the initial contract entered into between a boxer and a unified boxing organization, if the boxer has not previously been a party to any promotional agreement with any promoter or unified boxing organization in connection with participation in a professional boxing match.</text></paragraph><paragraph id="ID7a940fc290c64037afa5d019a41483ae" commented="no"><enum>(4)</enum><header>Reservation; tribal organization</header><text>The terms <term>reservation</term> and <term>tribal organization</term> have the meanings given those terms in section 21.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="ID69ee207b28e54500a03db475c28b2ed8"><enum>4.</enum><header>Boxing industry standards</header><subsection id="ID14a77464e49f46eca1e6647d840a5b00"><enum>(a)</enum><header>Boxer safety and industry standards</header><text>Section 5 of the Professional Boxing Safety Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/15/6304">15 U.S.C. 6304</external-xref>) is amended—</text><paragraph id="ID8e38e97446854549a7457c2a4ba3c745"><enum>(1)</enum><text>in the section heading, by inserting <quote><header-in-text style="OLC" level="section">and industry</header-in-text></quote> after <quote><header-in-text style="OLC" level="section">safety</header-in-text></quote>;</text></paragraph><paragraph id="ID19825cf0fca34e78be640782973250a3"><enum>(2)</enum><text>in the matter preceding paragraph (1)—</text><subparagraph id="ID94d8adc5ee664ad28d198613047f26ed"><enum>(A)</enum><text>by striking <quote>No person</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id548b81e848b849e78d1c5edcc9ac31eb"><subsection id="ID76b89b6e2c4c49ee97c985a387de9441"><enum>(a)</enum><header>Health and safety of boxers</header><text>No person</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="ID197b85349cae419f966fd1ab28c2e1ef"><enum>(B)</enum><text>by inserting <quote>, at a minimum,</quote> after <quote>that provides</quote>;</text></subparagraph></paragraph><paragraph id="ID17ef58de4f3e490184d5522b7b3426ab"><enum>(3)</enum><text>in subsection (a), as so designated—</text><subparagraph id="IDb9b4b6f536514911a8ad49d8eb912568"><enum>(A)</enum><text>by amending paragraph (1) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idd5fcb4abc599444bbf84100474b5119c"><paragraph id="ID41e97b4d87284db9b620906076b5a3c1"><enum>(1)</enum><header>Physical examination</header><subparagraph id="IDf4cef19a085a41a0ad4b58f5ac2c6ede"><enum>(A)</enum><header>In general</header><text>A physical examination of each boxer by a physician certifying whether or not the boxer is physically fit to safely compete, copies of which shall be provided to the boxing commission by such physician.</text></subparagraph><subparagraph id="ID810eb46acb064d57a328374bd6773816"><enum>(B)</enum><header>Minimal medical requirements</header><clause id="IDe030b5aab93741599db99b004d60e97e"><enum>(i)</enum><header>In general</header><text>A physician may certify as required under subparagraph (A) only if the examinations described in clause (iii) are conducted, which examinations shall be valid only for the amount of time prior to a match indicated in such table.</text></clause><clause id="ID538cd2bd367347f3a9c3f48b63f50dc5"><enum>(ii)</enum><header>Validity</header><text>No examination shall be valid unless it is conducted by a physician, in person, and includes a written opinion that the result of such examination does not contraindicate that a boxer is able to compete safely.</text></clause><clause id="HED275D0CCC9D46E1B10268EB45532645"><enum>(iii)</enum><header>Required examinations</header><text>The examinations described in this clause are those set forth in the following table:</text><table blank-lines-before="1" table-type="" table-template-name="Generic: 1 text, 1 num" align-to-level="section" frame="topbot" colsep="1" rowsep="0" line-rules="hor-ver" rule-weights="4.4.4.0.0.0"><tgroup cols="2" grid-typeface="1.1" rowsep="0" thead-tbody-ldg-size="10.10.12"><colspec coldef="txt-no-ldr" colname="column1" min-data-value="200" rowsep="0" colwidth="269pts"/><colspec coldef="fig" colname="column2" min-data-value="10" rowsep="0" colwidth="56pts"/><thead><row><entry align="center" morerows="0" namest="column1" rowsep="1" colname="column1">Required examinations</entry><entry align="center" morerows="0" namest="column2" rowsep="1" colname="column2">Validity</entry></row></thead><tbody><row><entry align="left" leader-modify="clr-ldr" rowsep="0" stub-definition="txt-ldr" stub-hierarchy="1" colname="column1">Complete physical examination, including blood work</entry><entry align="right" leader-modify="clr-ldr" rowsep="0" colname="column2">1 year </entry></row><row><entry align="left" leader-modify="clr-ldr" rowsep="0" stub-definition="txt-ldr" stub-hierarchy="1" colname="column1">Dilated eye examination</entry><entry align="right" leader-modify="clr-ldr" rowsep="0" colname="column2">1 year</entry></row><row><entry align="left" leader-modify="clr-ldr" rowsep="0" stub-definition="txt-ldr" stub-hierarchy="1" colname="column1">Heart examinations (Electrocardiogram, and for a boxer age 40 or older, a stress test)</entry><entry align="right" leader-modify="clr-ldr" rowsep="0" colname="column2">1 year</entry></row><row><entry align="left" leader-modify="clr-ldr" rowsep="0" stub-definition="txt-ldr" stub-hierarchy="1" colname="column1">Antibody tests (Negative Human Immunodeficiency Virus antibody, Hepatitis B antigen, and Hepatitis C antibody)</entry><entry leader-modify="clr-ldr" rowsep="0" colname="column2">6 months</entry></row><row><entry align="left" leader-modify="clr-ldr" rowsep="0" stub-definition="txt-ldr" stub-hierarchy="1" colname="column1">Brain health examinations (For a boxer age 40 or older, a magnetic resonance image (MRI) scan and a magnetic resonance angiography (MRA) of the brain; equipment</header-in-text>.—Except</quote>; and</text></clause><clause id="IDf158dc531a2e48c8b2ab11dcd7ac250c"><enum>(ii)</enum><text>by striking <quote>an ambulance or medical personnel</quote> and inserting <quote>an ambulance and medical personnel</quote>;</text></clause></subparagraph><subparagraph id="ID9c5f869609924ffbac44c7af823e673a"><enum>(C)</enum><text>by amending paragraph (3) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id26484b719691442793f49b28eca6eb08"><paragraph id="IDa77c6d6cc90e47838cd58644984c433a"><enum>(3)</enum><header>Physician</header><text>A physician continuously present at ringside who, beginning on the date that is 2 years after the date of the enactment of the <short-title>Muhammad Ali American Boxing Revival Act of 2026</short-title>, shall have a certification obtained through a State boxing commission, medical board, or a certification program administered by the Association of Boxing Commissions in partnership with the Association of Ringside Physicians, or any successor organization.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="IDc191b5a7250d47d4a686484078812741"><enum>(D)</enum><text>by amending paragraph (4) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idf53ddd310ea94e76ba1e692e1625f861"><paragraph id="IDde2d5d38cba94ce493710c04192c1faa"><enum>(4)</enum><header>Insurance</header><text>For each boxer, health insurance that—</text><subparagraph id="IDf9be2a3fa4bb4e4dbe819c421282acfe"><enum>(A)</enum><text>provides a minimum of $50,000 in medical coverage for any injuries sustained in the match and $15,000 in accidental death coverage for any fatality arising from such match; and</text></subparagraph><subparagraph id="ID7c8f7a2ae3e349d9bdbb4cab46872ee4"><enum>(B)</enum><text>with respect to any premium, is not the financial responsibility of the boxer.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="ID229950ff45be46ddb8e1918a848a0103"><enum>(4)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idfb1f5f8cc7514ed6bf676be4dac27d34"><subsection id="IDec00df4b3f844677bb07e46593b8ac1a"><enum>(b)</enum><header>Minimum payment to boxers</header><text>A promoter or unified boxing organization shall pay a minimum of $200 to each boxer for each round in a match in which the boxer participates.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="ID8d09090663cd4d10b0d14dbb49c905eb" commented="no"><enum>(b)</enum><header>Review</header><text>Section 7(a) of the Professional Boxing Safety Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/15/6306">15 U.S.C. 6306(a)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id90fee960167b4de3b9c0fb575c187974"><paragraph id="ID1fe88f737c6445e58db1dd92e7eb32e9"><enum>(5)</enum><text>Procedures to ensure that—</text><subparagraph id="IDd0731c6aa8b240f8a5366d4b175eed8e"><enum>(A)</enum><text>drug tests are administered—</text><clause id="ID2df72832e76444e5ac7f218476454e91"><enum>(i)</enum><text>for any title match; and</text></clause><clause id="ID25381f8d10724ee7acad929161b5c1a0"><enum>(ii)</enum><text>at random for all other matches; and</text></clause></subparagraph><subparagraph id="ID614f66647f1742b69380744cdfed1628"><enum>(B)</enum><text>such drug tests screen, at a minimum, for—</text><clause id="ID37e45c867ef84434b3363e1c18ecd173"><enum>(i)</enum><text>if the boxing commission with jurisdiction over the match (or the tribal organization (as defined in section 21) that is regulating the match) prohibits the use of one or more substances, each substance so prohibited; or</text></clause><clause id="IDd375b5ec9975463f8f79c4d6c62ba9ba"><enum>(ii)</enum><text>if no substance is prohibited as described in clause (i)—</text><subclause id="IDc352d44f6056419a905e86877eb75e2d"><enum>(I)</enum><text>each substance prohibited by the Association of Boxing Commissions; or</text></subclause><subclause id="ID934dbaaea19d4bbabd4e092969be33ae"><enum>(II)</enum><text>if no substance is prohibited as described in subclause (I), each substance listed in the most current edition of <quote>The World Anti-Doping Code, The Prohibited List International Standard</quote> of the World Anti-Doping Agency.</text></subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="ID5676f97c324f423e999bd694a3d59b93"><enum>(c)</enum><header>Judges and referees</header><text>Section 16 of the Professional Boxing Safety Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/15/6307h">15 U.S.C. 6307h</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id392c9bdb6fbb46188e5ff1b2001f96ac"><section id="ID87768e63cefd49f6a65b0e2d40e1fd2b"><enum>16.</enum><header>Judges and referees</header><text display-inline="no-display-inline">No person may arrange, promote, organize, produce, or fight in a professional boxing match unless all referees and judges participating in the match have been certified and approved by—</text><paragraph id="IDcf7db997f0884f4da8d35f2b76fd9951"><enum>(1)</enum><text>the boxing commission responsible for regulating the match in the State where the match is held; or</text></paragraph><paragraph id="IDcdf7078e13444be79be4c4bcbd2bce62"><enum>(2)</enum><text>the Association of Boxing Commissions.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="IDe579efa3a7674924a2e73d966dd0bcae"><enum>(d)</enum><header>Technical amendment</header><text>Paragraphs (1) and (3) of section 21(a) of the Professional Boxing Safety Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/15/6312">15 U.S.C. 6312(a)</external-xref>) are amended by striking <quote>25 U.S.C. 450b</quote> and inserting <quote>25 U.S.C. 5304</quote>.</text></subsection></section><section id="ide3d5c13d9ec44a36902524d5881a51bf"><enum>5.</enum><header>Effective date and application</header><text display-inline="no-display-inline">The amendments made by this Act shall take effect on the date of the enactment of this Act and shall apply with respect to professional boxing matches that take place on or after the date that is 180 days after such date of enactment.</text></section></legis-body></bill>
