Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Energy to establish a program to strengthen the domestic science and engineering workforce through partnerships among institutions of higher education, National Laboratories, other Federal science agencies, and industry to support accelerated doctoral programs, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Promoting High-skilled Doctoral Talent Act of 2026</short-title></quote> or the <quote><short-title>PHD Talent Act of 2026</short-title></quote>.</text></section><section id="IDc7232235a2224b788c1874bfe1be1bc0"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="ID4dcfeef192ca4d44ad7b7eb3a6241c3a"><enum>(1)</enum><text>A persistent shortfall in the number of domestic students entering and completing science, technology, engineering, and mathematics doctoral programs impedes the capacity of the United States for global leadership in research excellence and technology innovation.</text></paragraph><paragraph id="IDe6d735e6d29e48198955df1cafb9c506"><enum>(2)</enum><text>Artificial intelligence, quantum information science, advanced computing, biotechnology, advanced energy systems, and other critical or emerging technologies are transforming scientific discovery and national competitiveness.</text></paragraph><paragraph id="IDa27940ce005240d9bb367356cf230187"><enum>(3)</enum><text>A robust domestic science, technology, engineering, and mathematics talent pipeline capable of preparing scientists and engineers with expertise both within their scientific discipline and in the application of artificial intelligence and advanced computational methods is critical for maintaining a strong workforce across the United States research and technology development ecosystem, including the National Laboratories, other Federal science agencies, institutions of higher education, and industry.</text></paragraph><paragraph id="IDcc658d1b89a44fd7a2ed9f4a7f7dee3f"><enum>(4)</enum><text>The Department of Energy maintains a unique scientific enterprise, including the National Laboratories, user facilities, advanced computing infrastructure, and partnerships with institutions of higher education and industry, positioning the Department of Energy to strengthen the domestic science and engineering workforce of the United States.</text></paragraph></section><section id="ID23c2e2266e384170bc71dc247ee8b921"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="IDd913a0113b274881b1f24fc05a3d65a0" commented="no"><enum>(1)</enum><header>Accelerated doctoral program</header><text>The term <term>accelerated doctoral program</term> means a program offered by an institution of higher education that—</text><subparagraph id="ID63d6e505b765439293b3c5e213a09e1b" commented="no"><enum>(A)</enum><text>provides 1 or more pathways through which a student may complete a doctoral degree in a critical or emerging technology area in an accelerated timeframe that is at least 1 academic year shorter than the average timeframe ordinarily required to complete comparable doctoral programs at that institution of higher education, while maintaining applicable standards of academic excellence, research quality, accreditation, dissertation oversight, and degree completion;</text></subparagraph><subparagraph id="ID4e2568ac252442d6bc2ff5b3b73c59b9" commented="no"><enum>(B)</enum><text>may include an integrated baccalaureate-to-doctorate pathway that—</text><clause commented="no" display-inline="no-display-inline" id="idbff8955d223d4dd6971e1402f536a346"><enum>(i)</enum><text display-inline="yes-display-inline">enables students participating in the program, while completing the baccalaureate degree portion of the program, to complete graduate-level coursework that—</text><subclause commented="no" display-inline="no-display-inline" id="idfe6f7a7772b64fecbca976c8545b4929"><enum>(I)</enum><text display-inline="yes-display-inline">may be credited toward both the baccalaureate and graduate degree requirements, consistent with applicable accreditation requirements;</text></subclause><subclause id="ID0dc65a4d8318466cbdd8bd9666797c51" commented="no"><enum>(II)</enum><text>makes a student’s progression into the doctoral degree portion of the program contingent upon successful completion of specified milestones and admission into a graduate program of study;</text></subclause><subclause id="ID5691dca58719415b90dcd7b499d10b8d" commented="no"><enum>(III)</enum><text>upon a participating student’s successful completion of the baccalaureate degree portion of the program and the student’s acceptance and transition into the doctoral degree portion of the program, provides funding to the student, which may be through a variety of opportunities, that covers not less than 3 years of the doctoral portion of the program; and</text></subclause><subclause id="IDec1e2cffa08a4a1892a2780e31fcf3cd" commented="no"><enum>(IV)</enum><text>enables a student who is not accepted into, or does not complete, the doctoral degree portion of the program to earn a baccalaureate degree or a master’s degree, based on the student’s level of completion of the program; and</text></subclause></clause><clause id="ID1670735c2f954f5f8f16329c12ff7e1f" commented="no"><enum>(ii)</enum><text>supports timely progression into the doctoral degree portion of the program; and</text></clause></subparagraph><subparagraph id="ID8a54a8b878cb4163a4ea4c9003d8c231" commented="no"><enum>(C)</enum><text>incorporates structured professional development for each student participating in the program that includes—</text><clause id="ID8872fee1ac7e4309b399e0c12b191bea" commented="no"><enum>(i)</enum><text>evidence-based research mentorship practices;</text></clause><clause id="IDcd273964c13241fda563718530e22d11" commented="no"><enum>(ii)</enum><text>career development support;</text></clause><clause id="ID9a0f9790048344baa730c53f250d6973" commented="no"><enum>(iii)</enum><text>opportunities for engagement and real-world experience through research rotations; and</text></clause><clause id="IDfe442313113a4477a794e11fbf50e7a3" commented="no"><enum>(iv)</enum><text>education, training, and research rotations designed to develop dual competency.</text></clause></subparagraph></paragraph><paragraph id="ID831bf297827347e0bf4eea600c9281c0"><enum>(2)</enum><header>Critical or emerging technology area</header><text>The term <term>critical or emerging technology area</term> means any of the following areas:</text><subparagraph id="IDb19bd0a5dd804fc6aef3f43ee211c9c4"><enum>(A)</enum><text>Advanced computing.</text></subparagraph><subparagraph id="ID80a59243622246d09c786484f12c39ad"><enum>(B)</enum><text>Advanced engineering materials.</text></subparagraph><subparagraph id="ID6ca8fa9d42844bdfb796813f1a399dc6"><enum>(C)</enum><text>Advanced gas turbine engine technologies.</text></subparagraph><subparagraph id="IDf13173b59c964f04a26fbff6edeb132b"><enum>(D)</enum><text>Advanced and networked sensing and signature management.</text></subparagraph><subparagraph id="IDe2d6379a09434ac89a5ae13582760cb5"><enum>(E)</enum><text>Advanced manufacturing.</text></subparagraph><subparagraph id="ID189705276903431b904b62a091e51251"><enum>(F)</enum><text>Artificial intelligence.</text></subparagraph><subparagraph id="ID1cd0c97ed9714be09e9d2cbd47ae2bc0"><enum>(G)</enum><text>Biotechnologies.</text></subparagraph><subparagraph id="IDee1b93d0f6804d4aaf53dcc9b07dca8b"><enum>(H)</enum><text>Clean energy generation and storage.</text></subparagraph><subparagraph id="ID5a4d16b0ab4c44a5951738d2b51a9ddb"><enum>(I)</enum><text>Data privacy, data security, and cybersecurity technologies.</text></subparagraph><subparagraph id="ID7f55374c795241e28117f0c7da0d5938"><enum>(J)</enum><text>Directed energy.</text></subparagraph><subparagraph id="ID641174513c214cd9901b42be25714e64"><enum>(K)</enum><text>Highly automated, autonomous, and uncrewed systems and robotics.</text></subparagraph><subparagraph id="ID71bd84779c5b43b098fddcee51e0c517"><enum>(L)</enum><text>Human-machine interfaces.</text></subparagraph><subparagraph id="ID70582066aa514eaea570d42fc4a36bc4"><enum>(M)</enum><text>Hypersonics.</text></subparagraph><subparagraph id="IDdcf4f7b688984039951be5962ab5f4a3"><enum>(N)</enum><text>Integrated communication and networking technologies.</text></subparagraph><subparagraph id="IDc74adb0842954b2cac3dbef5df97cf51"><enum>(O)</enum><text>Positioning, navigation, and timing technologies.</text></subparagraph><subparagraph id="ID90de6c71bede44788e23a9fc18a81f54"><enum>(P)</enum><text>Quantum information and enabling technologies.</text></subparagraph><subparagraph id="IDdf941927524841afbe70d7a4cf83489c"><enum>(Q)</enum><text>Semiconductors and microelectronics.</text></subparagraph><subparagraph id="ID333f365804af4cda99ce53368f9ddf4d"><enum>(R)</enum><text>Space technologies and systems.</text></subparagraph><subparagraph id="ID61ba8a42588b4382a22e5b0a369a6bfc"><enum>(S)</enum><text>Any additional area of study that the Secretary, based on existing Federal workforce data and after consultation with the heads of relevant Federal science and other agencies, determines—</text><clause commented="no" display-inline="no-display-inline" id="id2575c9be7fdc47f8b5b8df25017bde17"><enum>(i)</enum><text display-inline="yes-display-inline">is important to the national security, economic competitiveness, scientific leadership, or energy security of the United States; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idffe8ff3d86ac4bf5bce78b13ab335a86"><enum>(ii)</enum><text display-inline="yes-display-inline">has a demonstrated need for additional domestic workers with doctoral-level expertise.</text></clause></subparagraph></paragraph><paragraph id="ID0f3bd8e76ce44c6aa7078c1f237eabd4"><enum>(3)</enum><header>Dual competency</header><text>The term <term>dual competency</term> means the demonstrated competency of a student in—</text><subparagraph id="IDf7675b22e2ba40008f958e915092d217"><enum>(A)</enum><text>the student’s primary science, technology, engineering, or mathematics discipline; and</text></subparagraph><subparagraph id="IDa65ea40d8e984e17a84ac8b77965cc2a" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>the application of artificial intelligence, advanced computing, data science, machine learning, or related computational methods to research in that discipline.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbc60477335094e7c92582c204e3aafb5"><enum>(4)</enum><header>Eligible student</header><text>The term <term>eligible student</term> means an individual who is—</text><subparagraph commented="no" display-inline="no-display-inline" id="id3a52f15b76ba4fb3b5753ed668574897"><enum>(A)</enum><text display-inline="yes-display-inline">a citizen or national of the United States; or</text></subparagraph><subparagraph id="id1a136e855ca540a6b7735740bf2d9259" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>an alien lawfully admitted for permanent residence in the United States.</text></subparagraph></paragraph><paragraph id="ID191b8df4bf3b496ea45229a803cb5c3e"><enum>(5)</enum><header>National Laboratory</header><text>The term <term>National Laboratory</term> has the meaning given the term in section 2 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801</external-xref>).</text></paragraph><paragraph id="ID5563133c60464a18ab383a70d7a66baf"><enum>(6)</enum><header>Participating institution</header><text>The term <term>participating institution</term> means an institution of higher education (as defined in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>)) that enters into an agreement with the Secretary to participate in the Program.</text></paragraph><paragraph id="ID759467c16d4b4015a0f02f6fa402428b"><enum>(7)</enum><header>Program</header><text>The term <term>Program</term> means the Department of Energy Strategic Scientific Workforce Pilot Program established under section 4(a).</text></paragraph><paragraph id="ID2b47b90e19a64018bd89f4e218db35a8"><enum>(8)</enum><header>Research rotation</header><text>The term <term>research rotation</term> means a structured research experience at a National Laboratory, Department of Energy user facility, other Federal research facility, or participating industry research facility.</text></paragraph><paragraph id="IDd8c96f350f2340d78813d7b04f1e8a09"><enum>(9)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Energy, acting through the Under Secretary for Science.</text></paragraph></section><section id="IDcb014127471646fbbf15277c46b1f482" commented="no"><enum>4.</enum><header>Department of Energy Strategic Scientific Workforce Pilot Program</header><subsection id="ID912d78d863b643c8ac22366059a4ddb3"><enum>(a)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall establish a 5-year pilot program, to be known as the <quote>Department of Energy Strategic Scientific Workforce Pilot Program</quote>, to strengthen the domestic science and engineering workforce through grants awarded on a competitive basis to participating institutions to enable the participating institutions to establish, carry out, or support—</text><paragraph commented="no" display-inline="no-display-inline" id="id2669725cfa7840f3a6c6675f20d8ccc2"><enum>(1)</enum><text display-inline="yes-display-inline">accelerated doctoral programs;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id99a120e17f7d4612a1ba6a240414e102"><enum>(2)</enum><text display-inline="yes-display-inline">partnerships with National Laboratories;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide794af618ce647e2bded031733b90ddc"><enum>(3)</enum><text display-inline="yes-display-inline">partnerships with industry; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9605313183fe47c7b92269f13acb9261"><enum>(4)</enum><text display-inline="yes-display-inline">other activities authorized under this section that directly support eligible students participating in accelerated doctoral programs supported under the Program.</text></paragraph></subsection><subsection id="idb69c86afaba3491d9242e39349338171"><enum>(b)</enum><header>Award determinations</header><text>The Secretary may make an award under the Program only if the Secretary determines, based on existing Federal workforce data, information submitted by the applicant, and consultation with relevant National Laboratories, Federal agencies, and industry partners, that—</text><paragraph id="idec8d0484472e4ddda7ee7b189daebc95"><enum>(1)</enum><text>there is a demonstrated need for additional domestic workers with doctoral-level expertise in the critical or emerging technology area to be supported;</text></paragraph><paragraph id="id9a27415f68a64066a3bb5745c904a406"><enum>(2)</enum><text>the proposed program addresses an identified barrier to the recruitment, enrollment, retention, or completion of domestic doctoral students;</text></paragraph><paragraph id="idd29424805bd243c3a30533cd845c2f76"><enum>(3)</enum><text>the award is reasonably likely to increase the number of domestic students completing doctoral degrees in that area;</text></paragraph><paragraph id="idce2912db5fd74a308a217992312160db"><enum>(4)</enum><text>doctoral-level training is appropriate for the workforce need identified by the applicant; and</text></paragraph><paragraph id="ida12372ab0373411193fd3d728f21d79f"><enum>(5)</enum><text>the proposed activities would not unnecessarily duplicate an existing Federal program.</text></paragraph></subsection><subsection id="ID19bd93595d5d452ab4d979efe6bba053"><enum>(c)</enum><header>Application</header><text>A participating institution desiring a grant under the Program shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></subsection><subsection id="ID79b19b8745684a61951a4cba972cb138"><enum>(d)</enum><header>Support and assistance</header><text>Under the Program, the Secretary shall—</text><paragraph id="ID1dcf3e7c747a4f71a6eb8fb19e07f499"><enum>(1)</enum><text>provide technical assistance to help participating institutions—</text><subparagraph id="IDf80d0775be4d4b968ea5c49df7fbfd1d"><enum>(A)</enum><text>design the curriculum for an accelerated doctoral program supported under the Program; and</text></subparagraph><subparagraph id="ID7e5eaa6fc32645ef82922977d856bf47"><enum>(B)</enum><text>develop institutional processes to align course credit mechanisms, financial aid, and academic policies for students in accelerated doctoral programs supported under the Program with relevant Federal guidelines and program and institution accreditation requirements; and</text></subparagraph></paragraph><paragraph id="ID7842075e3e044f418d11f97f949c7c58"><enum>(2)</enum><text>identify best practices for supporting the sustainability of the accelerated doctoral programs supported under the Program.</text></paragraph></subsection><subsection id="IDed7b928657494da8b7d7dcbd85ed8aeb"><enum>(e)</enum><header>Participating institutions</header><text>As a condition of participation in the Program, each participating institution shall—</text><paragraph id="ID46e8123422484da282717928349534c1"><enum>(1)</enum><text>retain responsibility for admissions decisions, academic supervision, degree requirements, dissertation oversight, and the conferral of doctoral degrees;</text></paragraph><paragraph id="ID76704878af58458f982d84595286465b"><enum>(2)</enum><text>provide participating students with an academically rigorous doctoral education designed to reduce unnecessary time-to-degree while maintaining standards of academic excellence and research quality;</text></paragraph><paragraph id="ID372ea617e2f94b2c9a5cc29bc61ab1e2"><enum>(3)</enum><text>provide education and training to develop dual competency;</text></paragraph><paragraph id="ID9221dd8dc7e9479ab120da46b238a0e7"><enum>(4)</enum><text>provide faculty mentorship, academic advising, and research support;</text></paragraph><paragraph id="ID6a35f2878b3d4d8eb2d7121ee2810419"> <enum>(5)</enum> <text>facilitate research rotations, as appropriate;</text>
 </paragraph><paragraph id="id75065bb9968d48389f4953bb8dc604f9"><enum>(6)</enum><text>ensure that each student whose tuition, required fees, stipend, fellowship, research expenses, research rotation, or other individual costs are paid in whole or in part with funds under the Program is an eligible student;</text></paragraph><paragraph id="id54aa84ca88664c669c81d374ef8ac5f3"><enum>(7)</enum><text>provide direct financial assistance under the Program only to eligible students participating in, or selected to participate in, accelerated doctoral programs supported under the Program; and</text></paragraph><paragraph id="idb87228fea4864f2785e643747e2c7f77"><enum>(8)</enum><text>ensure that funds provided under the Program supplement and do not supplant Federal, State, institutional, philanthropic, or private funds otherwise available for doctoral education or research.</text></paragraph></subsection><subsection id="ID37058ef8453346aca0889f430b9ec470"><enum>(f)</enum><header>Partnership authority</header><paragraph id="ID1dd14f58a54940ec99b20f3a737b56c5"><enum>(1)</enum><header>In general</header><text>In carrying out the Program, the Secretary may enter into grants, cooperative agreements, memoranda of understanding, or other agreements with—</text><subparagraph commented="no" display-inline="no-display-inline" id="id059d2816635442429b5c82f1e8077d14"><enum>(A)</enum><text display-inline="yes-display-inline">participating institutions;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id68a34b0006f049b8a60930c25643fd62"><enum>(B)</enum><text display-inline="yes-display-inline">National Laboratories;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc766bec22fe94ef7ba5248169bd79812"><enum>(C)</enum><text display-inline="yes-display-inline">industry;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id631a85fd640749478cb291a91535099b"><enum>(D)</enum><text display-inline="yes-display-inline">nonprofit organizations;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcb62db255e074c87b41513f9067a3352"><enum>(E)</enum><text display-inline="yes-display-inline">States; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfd56c2409efe4fee8620adf0decf0afb"><enum>(F)</enum><text display-inline="yes-display-inline">such other entities as the Secretary determines to be appropriate.</text></subparagraph></paragraph><paragraph id="ID494cf237a50041919b68266d873b7a57"><enum>(2)</enum><header>Financial and in-kind contributions</header><text>The Secretary may encourage and accept financial or in-kind contributions to support activities carried out under the Program from—</text><subparagraph id="ID9e5f820d0a3240839ad00d918838ae7a"><enum>(A)</enum><text>States;</text></subparagraph><subparagraph id="ID008f7cc100514975ba5b747e76050ac4"><enum>(B)</enum><text>institutions of higher education;</text></subparagraph><subparagraph id="ID77661b37e2a2475d91b93dc952ef3700"><enum>(C)</enum><text>industry; and</text></subparagraph><subparagraph id="IDfc054692bd844bfa8f63317b636c5b63"><enum>(D)</enum><text>philanthropic organizations.</text></subparagraph></paragraph></subsection><subsection id="IDfbc6e60774ec41c3b15cc4530012fab4"><enum>(g)</enum><header>Pilot fellowship programs</header><paragraph id="ID3a5ae7c8319e45d6b8811d2d4b39590e"><enum>(1)</enum><header>In general</header><text>In order to facilitate the establishment or expansion of the Program, the Secretary may establish and administer 1 or more pilot fellowship programs to strengthen the domestic science and engineering workforce in critical or emerging technology areas in which there is a demonstrated need for additional domestic workers with doctoral-level expertise, as determined by the Secretary under subsection (b).</text></paragraph><paragraph id="IDdc26c51241ca4ba69029e363cf1b4b87"><enum>(2)</enum><header>Activities</header><text>A pilot fellowship program established under this subsection may—</text><subparagraph id="IDd7770c27318541ee899228ea4bcaabde"><enum>(A)</enum><text>support eligible students participating in, or selected to participate in, accelerated doctoral programs at participating institutions;</text></subparagraph><subparagraph id="IDd46b05dfac5149cdaf0d12dd0c92ad28"><enum>(B)</enum><text>provide financial assistance—</text><clause commented="no" display-inline="no-display-inline" id="id33ac91e26dc44e85a8e6ba8bd50a2764"><enum>(i)</enum><text display-inline="yes-display-inline">directly to eligible students described in subparagraph (A); or</text></clause><clause commented="no" display-inline="no-display-inline" id="id19900b8800d04d15bbd7f41649381fe1"><enum>(ii)</enum><text display-inline="yes-display-inline">through participating institutions for the purpose of providing direct financial support to eligible students described in that subparagraph;</text></clause></subparagraph><subparagraph id="ID2dc5cb462407433dbc6fb988e5d32a3f"><enum>(C)</enum><text>support the development of dual competency;</text></subparagraph><subparagraph id="ID13155f7d3c884098b07450910b2f7511"><enum>(D)</enum><text>facilitate research rotations;</text></subparagraph><subparagraph id="IDcbe4e973ee3049c89ebccb2a4766ddb3"><enum>(E)</enum><text>support mentorship and professional development; and</text></subparagraph><subparagraph id="ID021d2d43c24e43b9b9e9e71ae726dd14" commented="no" display-inline="no-display-inline"><enum>(F)</enum><text>include such other activities as the Secretary determines appropriate to carry out the purposes of this section, subject to the condition that those activities—</text><clause commented="no" display-inline="no-display-inline" id="id51550b9f20d24df1833001da0a798303"><enum>(i)</enum><text display-inline="yes-display-inline">directly support eligible students described in subparagraph (A); and</text></clause><clause commented="no" display-inline="no-display-inline" id="idba942188a70a4784a5f8b804b4e18646"><enum>(ii)</enum><text display-inline="yes-display-inline">do not unnecessarily duplicate an existing Federal fellowship or graduate research program.</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6cd07202b2984a1fad86972ed159e70c"><enum>(3)</enum><header>Eligibility</header><text>Financial assistance or any other direct assistance pursuant to a pilot fellowship program under this subsection shall be awarded only to eligible students described in paragraph (2)(A).</text></paragraph><paragraph id="idee6637cdc4fe4383b3fbd98b6d303098"><enum>(4)</enum><header>Institutional administration</header><text>A participating institution may receive funds under this subsection only—</text><subparagraph commented="no" display-inline="no-display-inline" id="id062bd5300e0147ae93cadd638b4e9795"><enum>(A)</enum><text display-inline="yes-display-inline">to administer assistance on behalf of an eligible student described in paragraph (2)(A); or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd8c8bf5415b44f01a1cc103156cc62a1"><enum>(B)</enum><text display-inline="yes-display-inline">to carry out an activity described in paragraph (2) that directly supports an eligible student described in paragraph (2)(A).</text></subparagraph></paragraph><paragraph id="id18bb4516be2e4c3f9c63be31799094c4"><enum>(5)</enum><header>Preservation of existing support</header><text>A participating institution may not reduce financial support that otherwise would have been provided to a student because the student receives a fellowship under this subsection.</text></paragraph></subsection><subsection id="IDf3787494909940ed815e87e1779e8f85"><enum>(h)</enum><header>Reports</header><text>Not later than 1 year after the date of enactment of this Act, and annually thereafter, the Secretary shall submit to Congress a report regarding the Program, including longitudinal tracking of the students participating in accelerated doctoral programs supported under the Program to identify trends and analyze developments in such programs across the United States.</text></subsection><subsection id="ID27ecdef68da04c14ab8e27e4465fcd28"><enum>(i)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this Act $250,000,000 for the period of fiscal years 2028 through 2032, to remain available until expended.</text></subsection><subsection id="id92c2f1bc1842400ca0df72f8ee285243"><enum>(j)</enum><header>Sunset</header><paragraph id="id849a2340fe944871b1020892d96c8f87"><enum>(1)</enum><header>In general</header><text>The Secretary may not make a new award under the Program after the date that is 5 years after the date on which the first award under the Program is made.</text></paragraph><paragraph id="id994a1d4c47c348b69a8e60104890d267"><enum>(2)</enum><header>Continued payments</header><text>The Secretary may continue payments after the date described in paragraph (1) only—</text><subparagraph commented="no" display-inline="no-display-inline" id="idc0c83a8fdaf4448cb74183203377b16f"><enum>(A)</enum><text display-inline="yes-display-inline">to fulfill commitments made to eligible students before that date; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8aca8ec03c6447c2baf0a7dfcc726d7f"><enum>(B)</enum><text display-inline="yes-display-inline">to complete required evaluations and reports.</text></subparagraph></paragraph><paragraph id="id4a2ed564013f493fa0e1bf65565140b3"><enum>(3)</enum><header>Congressional authorization required</header><text>The Program may not be continued beyond the date described in paragraph (1) or expanded beyond the scope authorized by this Act without prior authorization by Congress.</text></paragraph></subsection></section></legis-body></bill>
